But all are sure to be a frightfully fun time for everyone.Legoland Brick-or-Treat Party Nights (Sept. 29 - Oct. 26): The Halloween season is alive and well at Legoland Park, where kids can enjoy new live entertainment, character meet-and-greets, costume contests, treat stations, and special Lego building activities.SeaWorld's Halloween Spooktacular (Sept. 21 - Oct. 27): SeaWorld celebrates the fall season with spooky live shows, Halloween activities, scavenger hunts, special Dia de los Muertos celebrations, and trick-or-treating throughout the theme park.Belmont Fall Fest (Oct. 4 - Nov. 30): Kids can celebrate the fall season with free trick-or-treating, pumpkin painting, fall-themed rides and attractions, a spooky escape room, costume contests, and a new hazy maze to escape. HalGLOween at the San Diego Zoo (Oct. 11 - 27): Spooky fun takes over the San Diego Zoo, as the park celebrates Halloween with bubble dance parties and hula-hooping activities, a spirited "boo-crew" traveling through the park, themed-entertainment and shows, and featured animal encounters for the month. Villains in the Village (Oct. 19): Families are invited to stroll Chula Vista's Third Avenue as villains take over for frightfully fun selfies, eerie children's activities, delicious eats and drinks, and a costume contest during the Village holiday takeover.Haunted Tales abroad the Star of India (Oct. 19 & 26): The Maritime Museum presents a haunting escape aboard the world's oldest active sailing ship, the Star of India. Guests will be treated to an evening filled with ghost tales and tours of the historic vessel.Hauntfest on Main (Oct. 25): Tons of family Halloween fun will line Main St. in downtown El Cajon this season, where families can check out costume contests, carnival rides and games, face painting, live entertainment, a pumpkin patch, crafts, and much more.Trick-or-Treat on India Street (Oct. 25): Grab your spookiest or silliest costume and trick-or-treat in Little Italy during this family-friendly event with India Street's businesses. SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The facility would face east, allowing golfers to tee off facing the downtown skyline.RELATED: Gaslamp Quarter thoroughfare may become a promenadeAn August economic analysis by London Moeder Advisors said a Topgolf location at the site could support about 500 permanent jobs and provide about million in economic impact once completed. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. The location could also include public viewing areas and shared parking options.10News reached out to Topgolf for comment, but has not yet heard back.In 2015, the Port sought development ideas for Harbor Island. SAN DIEGO (KGTV) - This holiday season, shopping local is what will keep San Diego small businesses alive.The US Census conducted a small business survey showing a third of San Diego businesses were negatively impacted by the pandemic. The effect is visible downtown."The pandemic has definitely taken a toll on the neighborhood, I mean we've had some closures," Gaslamp Quarter Executive Director Association Michael Trimble said.Trimble said four to eight restaurants closed since March in the Gaslamp Quarter alone."Not a large percentage but still any business lost is unfortunately a business that we mourn is not here," he said.While the holiday sale signs are out, the usual crowds brought in with conventions and tourism are nowhere to be seen.Trimble said locals are vital to keeping retail and restaurants alive this holiday season."Watching all these small businesses shut down or close forever during the pandemic, it's just been really sad. So, I don't have a ton of money but Amazon doesn't need my money. You know what I mean? Like, if I can help these little shops with my or my that's just a much better use of my time," Pacific Beach Resident Bree Steffen said.When the pandemic started Steffen pledged to only shop small. She deleted her Amazon app and started exploring her neighborhood, "I feel like this whole underworld of San Diego opened up for me once I started looking at the smaller shops."She said it was a more personal experience, where she found unique gifts that had more emotional value from being hand-crafted.She launched her own small photography business in October.Now she relies on people like her to change their habits and think small."I feel like each time I at least give them a little business it just gives them a little more hope to keep going on and it's like if 100 people give them then that's enough for them to try to weather this storm," she said hopeful it will end soon.Trimble said on November 28th, also known as Small Business Saturday, if you take a picture while shopping or in the area and tag @GaslampQuarter on Instagram you will be entered to win a gift card from local establishments.Trimble said there has been one silver lining of the pandemic and that was testing the outdoor dining concept on Fifth Avenue out of necessity.That paved the way for a long coveted project to turn Fifth Avenue into a promenade. SAN DIEGO (KGTV) -- The San Diego Blood Bank is still dealing with a convalescent plasma shortage. The plasma can be used at local hospitals to help fight COVID-19, but donations from gay men could be turned away if they don’t meet certain requirements.The donation restrictions received national attention after talk show host Andy Cohen says he was turned away from donating the plasma for being gay.The local blood bank explained the restrictions to ABC 10News. The blood bank’s chief medical officer, Dr. Mark Edmunds, says the restrictions are in place by the FDA. He says the FDA actually eased some of the restrictions in April of this year, which was an update from a 2015 change. The FDA says the guidelines exist to protect the safety of the blood and plasma supply.In April, the FDA provided the updated guidelines to allow for a larger donor pool in response to the COVID- 19 pandemic. Before the guideline modifications, a gay man could only donate blood if he abstained from sex for a year. Now, the abstinence time frame is three months.Similar changes were made for people who recently received tattoos or piercings or for travel and residences deferrals related to malaria.Dr. Edmunds says there are studies happening right now to see if and how the donor pool can be expanded even further.The blood bank adopted the FDA’s new regulations on July 31st.
