KHARTOUM, Jan. 28 (Xinhua) -- The Arab League (AL) and the Chinese National Energy Administration on Thursday signed a memorandum of understanding (MoU) on China-Arab energy cooperation mechanism.The two sides singed the MoU at the end of the 2nd conference of the China-Arab Energy Cooperation of the China-Arab Cooperation Forum in Khartoum Thursday.Delegates to the conference had discussed the energy issue including nuclear and renewable energy, stressing the importance to develop all sorts of energy to meet the needs.China and the AL reached consensus to conduct cooperation in the energy sector, and the two sides would strengthen cooperation in the fields of petroleum, natural gas, electrical power, renewable energy and nuclear energy for peaceful purposes.In the meantime, the two sides have agreed to hold the 3rd China-Arab Conference on Energy Cooperation in China in 2012.Representatives of the Arab States' energy ministries, the AL, the Organization of Arab Petroleum Exporting Countries (OAPEC), the Arab Atomic Energy Commission, the Chinese National Energy Administration and some Chinese companies took part in the three- day conference.

HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

BEIJING, Feb. 9 (Xinhua) -- China's police departments will launch a 30-day campaign starting Wednesday to hunt down fugitives who are suspected of having committed a crime known as fake invoice fraud.The campaign will have a code name known as "spring thunder", said Liu Jinguo, Vice Minister of Public Security.While addressing a teleconference Monday, the vice minister said: "As the Spring Festival is drawing near, the demand for fake invoices remains strong. Perpetrators will get on the move."Statistics show that the police across the country uncovered 237 cases involving fake invoice fraud and detained 234 suspects in January. They also destroyed eight large sites making and selling fake invoices, and confiscated more than 12 million fake invoices in the past month.Fake invoice vendors are common in Chinese cities, where they offer receipts used for tax purposes. Such invoices could cause huge losses in tax revenues and could feed illegal activities, such as smuggling, money laundering and corruption.The Spring Festival, or the New Year's Day on the Chinese lunar calendar, will fall Sunday.
