COTABATO, Philippines, Jan. 2 (Xinhua) -- The health authorities declared an outbreak of a deadly rat fever on Monday in the flood-hit areas in the southern Philippines.At least five people were already dead and as many as 200 were diagnosed in the southern city of Cagayan de Oro with leptospirosis, a fatal animal-borne disease that can result in high fever, internal bleeding and organ failure.The latest fatality, an old woman, died late Monday due to complication.Dr. Jaime Bernadas, regional health minister, said they fear the number of patients displaced by typhoon Washi could increase in the coming days.Congressman Rufus Rodriguez has called on people affected by the floods that killed over 1,200 people to avail of the government's vaccination against the deadly disease.The death toll from tropical storm Washi currently stands at 1, 258 people with many still believed missing. Washi brought massive rains, causing flooding in many areas in the Central and Southern Philippines starting last Dec. 16.

"Safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space are common interest and obligations of all countries."In responding to the growing challenge for security in outer space, the international community also witnessed common grounds on opposing to the weaponization of outer space and advertising the Prevention of an Arms Race in Outer Space, he said.The General Assembly, for consecutive years, adopted " Prevention of an Arms Race in Outer Space" resolution by overwhelming majority of votes, calling for negotiations on an international legally-binding instrument on the prevention of an arms race in outer space at the Conference on Disarmament in Geneva."The mankind has marched into the 6th decade of outer space exploitation, and the manned space flight has made a history of 50 years," Wang said."Recently, China has successfully launched the Tiangong-1 ( Heavenly Palace 1) as a target spacecraft for rendezvous and docking experiment, which opens a new era of China's manned space flight, and also reflects that China is committed itself to the honorable objective of promoting the peaceful exploration and utilization of the outer space, maintaining peace and bringing benefit to mankind."

BEIJING, Nov. 25 (Xinhua) -- The BRICS members should make joint efforts to help ease tension in the Middle East and support the region's countries in carrying out political transition and social reconstruction on their own, Chinese Foreign Ministry spokesman Liu Weimin said Friday.Liu made the remarks at a daily press briefing, after Vice Foreign Minister Zhai Jun attended a deputy foreign ministers' conference of the BRICS in the Russian capital of Moscow on Thursday.The BRICS countries' enhanced communication and coordination, joint maintenance of the basic principles of international law, and opposition to foreign armed interference in the region are in line with the common interests of Middle East countries and the international community, Liu said."China will make concerted efforts with the international society, including BRICS members, to make constructive contribution to the Middle East's peace, stability and development," Liu said.The spokesman quoted Zhai Jun as saying at the Moscow conference that the Middle East's situation has a significant impact on international politics, economy and security in addition to the impact on the political and social situations in the region.It conforms with the common interests of the region's countries and the international community for the Middle East to be politically open and inclusive, independent in foreign policy, sustainable in economic development, and peaceful and stable in security matters, Zhai was quoted as saying.Liu Weimin said a joint communique was issued at the Moscow conference. NANJING, Dec. 8 (Xinhua) -- Chinese stargazers will have their best view of a total lunar eclipse in 10 years on Saturday if weather permits, the Zijinshan Astronomical Observatory under the Chinese Academy of Sciences (CAS) said Thursday.Wang Sichao, a research fellow with the observatory, said during the total eclipse, the full moon will not completely disappear from the Earth's shadow, but will take on a brilliant bronze color.He said the eclipse will be the best one seen in China since the last one occurred on Jan. 10, 2001."Theoretically, viewers can observe the eclipse from nearly everywhere in the country on Saturday," said the astronomer.He said the eclipse, the second this year, will last for 51 minutes. It will start at 8:45 p.m. and reach its climax at 10:06 p.m.Wang said Chinese viewers will have to wait until Oct. 8, 2014 to see the next total lunar eclipse.
