A Bulgarian man has been detained in Germany over the killing of journalist Viktoria Marinova, Bulgarian Interior Minister Mladen Marinov said Wednesday.Authorities cannot yet say whether or not Marinova's murder in the northern Bulgarian city of Ruse was linked to her work as a broadcast journalist, according to Bulgarian Chief Prosecutor Sotir Tsatsarov.The man has been charged in his absence with rape and murder, Tsatsarov said.A European arrest warrant was issued for the Bulgarian man after his DNA matched evidence collected from the crime scene, Marinov told a news conference.A spokeswoman for the Interior Ministry told CNN the 21-year-old suspect had been arrested close to the northern German city of Hamburg.Bulgarian authorities are requesting his extradition, she said. A high-profile church pastor was charged with sexually assaulting two young sisters while he was in Murfreesboro, Tennessee for a religious conference.Florida pastor David Rowan was arrested there Tuesday. He's was indicted on rape, unlawful sexual contact and sexual battery by an authority figure.The arrest stemmed from an alleged incident here in Middle Tennessee back in 2014. Rowan was a guest speaker at a religious convention in Murfreesboro.Sex crimes detectives said he convinced the parents of two girls to let him take them to lunch. The family was seeking spiritual guidance from Rowan and trusted him.Police said he brought the 14 and 15-year-old sisters to a local hotel where he took advantage of the situation and molested them.Rowan is a well-known pastor in Milton, Florida, not far from Pensacola. He was held in the Santa Rosa County Jail before being brought back to Tennessee in the next two weeks to face charges.Scripps station WTVF in Nashville reached out to Faith Baptist Church in Florida. The staff there declined to comment.  1119

A California utility company said its crews found a damaged transmission tower and holes in a power pole at separate locations near the site where the Camp Fire started.More than a month after the deadliest and most destructive wildfire in the state's history broke out, Pacific Gas & Electric Co. released a more detailed account of outages it experienced that day.In a letter to the California Public Utilities Commission, PG&E said one of its employees called 911 on November 8 -- the day the deadly wildfire began -- after spotting flames in the vicinity of a high-voltage tower near the town of Pulga in Butte County.That fire was reported almost 15 minutes after the utility experienced a transmission line outage at the same location, the company said. It was also around the same time the Camp Fire broke out.The electric utility had disclosed in a regulatory filing last month that it "experienced an outage" on a transmission line in Butte County about 15 minutes before the wildfire began but had not released additional details.PG&E said in its Tuesday letter that inspectors later discovered that a hook connecting part of the transmission line and the transmission tower was broken. They also found a flash mark on the tower.The company also detailed a second outage at another location. That incident was reported a few miles away from the first outage and about 15 minutes after the wildfire started.When crews went to check the outage a day later, the letter states, they "observed that the pole and other equipment was on the ground with bullets and bullet holes at the break point of the pole and on the equipment."Meredith E. Allen, PG&E's senior director of regulatory relations, explained that details about the incidents are preliminary and they remain under investigation."The cause of these incidents has not been determined and may not be fully understood until additional information becomes available, including information that can only be obtained through examination and testing of the equipment retained by CAL FIRE," Allen wrote to regulators.The Camp Fire burned through more than 153,000 acres in Butte County, killing at least 85 people and destroying thousands of structures. It was contained November 25 after becoming the deadliest and most destructive wildfire in California history.Cal Fire, the state's forestry and fire protection agency, has said the cause of the Camp Fire is still under investigation.On Tuesday, PG&E said "the loss of life, homes and businesses in the Camp Fire is truly devastating.""Our focus continues to be on assessing our infrastructure to further enhance safety, restoring electric and gas service where possible, and helping customers begin to recover and rebuild. A changing of the seasons has ushered in a change of a different kind for day cares across the country.Father Stephen Lundrigan has overseen Annunciation Parish for the last three years. For the last three decades, the church here has run The Caring Place, a day care that has seen generations of children come through.“It’s developed a tremendous amount of trust with the families that have sent their children there,” he said. “That’s evidence by children who have gone there end up sending their children.”But in two weeks, the playgrounds at The Caring Place will no longer be filled with kids, because the day care is closing.Day cares across the country are facing similar hardships.Most had to shut down during the spring. Unlike schools, they couldn’t provide care virtually. Day cares that have reopened have seen enrollment numbers plummet, as many parents who are working from home and don’t need child care.With nearly 18 million Americans also out of work, some families simply can’t afford daycare anymore.“I’s not just about business. If we could run it at a ,000 loss, we would, but we can’t,” said Father Lundrigan.By some estimates, a staggering 50 percent of child care providers throughout the country could close permanently by the end of the year.Capacity limits due to COVID-19 safety procedures have limited the total number of kids many places can care for. U.S. day cares also lack any kind of public funding.“Even before the pandemic, parents were struggling to afford and find child care, and this may make that worse,” said Elizabeth Davis, an economist with the University of Minnesota.Davis says without some kind of federal aid, an untold number of day cares nationwide will permanently close, and it could have long-term impacts on families and the economy.“It’s shown us how important child care is to our modern economy and it’s part of the infrastructure, and so yes, this is a sector that needs some of that support,” Davis explained.It’s just another layer of uncertainty as families try to navigate the pandemic. 2062

A Black man who was stopped by sheriff’s deputies while jogging in his neighborhood, then later allowed to leave, is partnering with the department to use his experience for training.In late August, Joseph Griffin was jogging when deputies from Volusia County detained him, telling him he “matched the description” of a suspect they were chasing.“Hey buddy, you’re not in trouble or anything,” the deputy starts on the video, telling Griffin he matches the description of a burglary suspect being sought nearby. “Literally they said white tank top and black shorts, and had a beard. I’m not saying it’s you,” the deputy said, telling Griffin he wanted to check in with other deputies at the scene.In the video, you can hear the deputies radio fellow investigators and double check the description. The deputy later tells Griffin he is being told to detain him. The deputy offers to hold Griffin’s phone to continue recording the incident while he is handcuffed.Griffin remains handcuffed for several minutes while deputies wait for confirmation if he is the suspect or not. Griffin stays calm and talks to the deputies during this time.“Seven cop cars, with everything going on, it’s just a little bit scary,” Griffin says. The deputies agree, but say “see it through our eyes,” since he matches the description. “Do you think we want to be out here killing people?”Eventually, Griffin is let go and it is determined he was not the suspect deputies were looking for. The suspect was later arrested. Griffin is seen on camera thanking the deputies, “Officer Estrada, who said from the beginning he wasn’t going to let anything happen to me.” 1648
