SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210
SAN DIEGO (KGTV) - A global recruitment company tells 10News there is a concern that the healthcare system is going to be over-run by patients.It brings up questions whether San Diego County has enough nurses to staff hospitals and medical centers if the coronavirus pandemic goes on for an extended period."The problem that we're seeing now, post-pandemic and coronavirus, is that those nurses can't flock to any one area to support people because the problem is, they have to support locally where they are," said Jon Griffith with the recruitment company GQR. Griffith explained there were supply and demand issues with nurses before COVID-19. Now travel nurses, who would typically fill the void are needed in every state, and not necessarily available to travel."We're seeing people called out of retirement," he said. "Nurses and physicians alike being requested to come out and support. Essentially what we're trying to do at GQR is to tap into those resources or new grad nurses, retired nurses, wherever we can to give that local support to these hospitals to try and mitigate that risk."Griffith told 10News the hospitals they've spoken with are aware of potential challenges and are gearing up to make sure people have their healthcare needs met."They are heroes alright," Griffith said. "We see this all on social media. They are on the frontlines still giving great patient care and focusing on that continuity of care and that right there is what this is all about. But nurses have that fear of being understaffed and hospitals are really trying to rise to that challenge right now."10News asked healthcare providers across San Diego County how they will maintain staffing levels as nurses get sick or burned out, and if they have enough staff to backfill any vacancies.Here are the responses we got back.Sharp Healthcare:Yes, definitely a consideration given the unknowns around how long the COVID-19 outbreak will last. In addition to a workforce of more than 2,900 nurses, we have access to additional nurse travelers and registry nurses to quickly flex up as needed. Our operational command centers monitor all personnel needs and deploy caregivers and resources across our health system in real time. Kaiser PermanenteWe are working with our public health partners to manage all aspects of the health care delivery continuum, and so far, our plans are working even as conditions, needs and priorities change. As we do every flu season, we have contingency plans in place to manage both higher numbers of patients in our facilities and illness among staff. Out of extreme caution as we respond to the challenge of coronavirus, employees who may have been exposed to the virus will remain at home for a 14-day observation period. We are able to manage this in part with fully licensed or certified seasonal contract staff. And because we are a fully integrated health care system, we have the ability to move staff from one facility to another and to adjust work schedules as needs dictate. We appreciate the flexibility and willingness to help among all of our team members.Scripps HealthScripps Health is currently recruiting for registered nurses and other key patient care roles as the impact of COVID-19 continues to play out. We have extended all current agency and traveler contracts through the end of May to ensure we have consistent coverage. Our Employee Assistance Program continues to work with our caregivers to help manage stress and burnout, such as mindfulness-based stress reduction sessions.In a sign of our commitment to the safety of our employees and patients, we have shifted our interview processes to be completely virtual so that applicants are not coming on our campuses. Also, our new employee orientation is now being conducted online so that we can minimize group sizes and practice social distancing where possible for caregivers.Do we have enough nurses currently to back fill the vacancies we expect?We are focused on protecting our workforce so they can safely treat our patients. We continue to recruit high-caliber candidates in the roles we anticipate needing and fast track the rehire process for those wanting to return to Scripps. Our nursing leadership is developing scenarios to better understand what roles may be needed in the future and how we staff up or cross-train clinicians to fill those potential gaps. We are looking at how our clinic and outpatient staff might be utilized in the hospital setting. We have established a labor pool of staffing that will better enable us to meet the needs of increased hospitalizations. We are also actively assessing roles to evaluate where there may be crossover of skills among nursing disciplines, which can effectively broaden our availability of nurses. SAN DIEGO (KGTV) - 10News sat down exclusively with Father Joe Carroll to talk about his legacy and fight against homelessness.He got involved with the homeless in San Diego in 1982. "The bishop called me in his office told me, the next day he's going to appoint me head of St. Vincent de Paul and my job was to build a shelter."Immediately assigned as the guy to find a solution to the problem, "When I first started, I'd be writing letters, 'please help me, please help me' and I'd get stacks back, 'no, no, no'."Despite dealing with rejection and other challenges early on, Father Joe has remained committed to fighting homelessness for decades. As Father Joe says, "the rest is history."He remembers ten years ago when he first recognized the problem of homelessness was growing. "We ignored it and we ignored it and had all these crazy ideas which I still think they have, so, I still think it's not reachable for a few more decades."Father Joe may be retired but he's still involved weekly in the fight against homelessness.As he watches the City of San Diego continue to try and solve the problems, he tells 10News, "housing is not the answer to homelessness."He says, instead, the answer is rehabilitation.After decades of fighting homelessness, Father Joe says the answers come from the individuals themselves, "slowly but surely I learned you had to talk to the homeless first to know what you're doing."While he's more removed from Father Joe's Villages since retirement, he still talks with the homeless community daily."Everyday I get out of here, I shake hands with people who are success stories, and that's what makes me want to do more." 1663
SAN DIEGO (KGTV) – A driver was taken into custody after a passenger in his car died following in a crash in Paradise Hills early Wednesday morning.According to San Diego police, an 18-year-old driver and four passengers were in a car traveling westbound in the 6100 block of Paradise Valley Road at around 2 a.m. when the crash occurred.Police said the driver tried to make “an unsafe left” onto southbound Munda Road, but the car veered off the roadway and went down an embankment.All five people were able to get out of the car and made their way back to the street, but police said an 18-year-old girl had to be taken to the hospital.The girl, who was not identified, later died at the hospital from internal injuries.The driver fled the scene, but officers -- with the help of a helicopter overhead -- found him hiding in bushes a few blocks away surrounded by coyotes.Jail records obtained by ABC 10News show the driver, identified as 18-year-old Eduardo Douglas Jones, was booked on charges of gross vehicular manslaughter, hit-and-run causing death/injury, and DUI.The crash remains under investigation. 1119
SAN DIEGO (CNS) - Two men who took part in a fatal Pacific Beach home invasion that resulted in the shotgun slaying of a resident were sentenced Friday to state prison terms.Carlos Yslas, 25, and Pedro Ramirez, 28, were sentenced Friday for their roles in the death of 44-year-old MarcAnthony Mendivil, who was shot in a home in the 2300 block of Wilbur Avenue on Dec. 29, 2018.Mendivil was living at the home of another defendant, Paul Charles Weinberger, 51, at the time of his death and was killed in what court documents describe as a forcible eviction gone wrong.Yslas, who was the gunman in the incident, was sentenced to 27 years in state prison, based on his plea to a voluntary manslaughter charge. Deputy District Attorney Flavio Nominati said Yslas was released from prison on a residential burglary conviction about a week prior to the shooting.RELATED: Three men plead guilty to Pacific Beach shotgun slayingRamirez was sentenced to eight years in prison on Friday, while co- defendant Freddy Sosa, 38, was sentenced last year to eight years in prison. Weinberger was sentenced to three years earlier this week.Sosa pleaded guilty to voluntary manslaughter, while Weinberger pleaded to an assault with a firearm charge.According to court documents, Sosa had previously lived at the home, but was kicked out by Weinberger following a dispute. Mendivil then moved in, but soon after, Weinberger contacted Sosa asking him for help in removing Mendivil from the home for unspecified reasons, investigators were told.Weinberger told police he was drugged on the night of Mendivil's killing and forced to withdraw cash from his bank to pay Yslas and Ramirez, who were brought in to assist in forcibly removing Mendivil from the home, court documents state.However, in the process of forcing Mendivil out, Yslas shot Mendivil twice. According to defense attorney Kristen Haden, Yslas believed the victim was reaching for a weapon, which later turned out to be a knife beneath his mattress.Officers found Mendivil suffering from a gunshot wound when they responded to a 1:47 a.m. call of a possible shooting, San Diego police Lt. Matt Dobbs said. He died at a hospital about 45 minutes later, Dobbs said.Weinberger and Sosa were arrested the day of the killing, while Yslas and Ramirez were already in custody on unrelated charges when they were re- arrested and charged last February for their roles in the homicide. 2430
