SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. They say it's only making the homeless problem worse. Merle Jones moved to this East Village high rise for the views and the lush lifestyle."It's categorized as a luxury apartment complex, and there's nothing really luxury about it at all right now," said Jones. Homeless people frequent the streets and sidewalks outside the property. "There was a knife fight that broke out and that was in the afternoon," said Jones. "My girlfriend she's not even comfortable walking outside alone so its an issue."In an effort to fight the deadly Hepatitis A outbreak,  more shelters and housing solutions are popping up downtown. One of them is a 16-story high rise for low-income families on 14th and Commercial Streets. "I don’t believe that's a good idea," said Jones. "I think they need to clean up the area because when you have that type of housing, it attracts attention from other areas."The high rise is one of five Father Joe's projects to add about 2,500 affordable housing units. One-third of them would be downtown. More than 500 people signed an online petition to move more housing solutions to other parts of the county. "I think it would be a nice distribution of the concentration of it so that way it's not just one area and one area's problem," said Jones. For now, he's stuck paying high rent for a view he's not happy with.  "I pay quite a bit, so I expect a certain level of lifestyle when I'm living here," said Jones. "When my lease is up, I do plan on moving towards the other end of downtown that’s a little safer and a lot cleaner."The building is set to open January 2021.  1830

SAN DIEGO (KGTV) — Residents will be able to catch the County Administration Building's celebration of the Festival of Lights through Dec. 18.The building will light up nightly in blue and white until Dec. 18, according to the county.The nightly show adds to the list of distanced celebrations San Diegans will enjoy this year due to the pandemic.On Monday, the Del Mar Fairgrounds will host a drive-in concert at 4:30 p.m. as part of The Chabad Centers of San Diego County's Chanukah Spectacular, featuring a Grand Menorah lighting, Chanukah gifts, and musical performances headlined by Israeli pop star Gad Elbaz. Tickets can be purchased online.Hanukkah, which means "dedication," is celebrated by lighting candles on the menorah each day of the 8-day holiday at sundown. SAN DIEGO (KGTV) — San Diego Fire crews responded to a first-alarm brush fire in an east San Diego neighborhood Saturday.The fire ignited near the 5700 block of Bates Street around 1 p.m. in the Redwood Village neighborhood of east San Diego. Within 15 minutes, crews had stamped out the half-acre fire.No evacuations were ordered, according to SDFD.The cause of the fire wasn't immediately known. 405

SAN DIEGO (KGTV) - San Diego City Council members approved Tuesday a new state of emergency resolution linked to sewage in the Tijuana River Valley. District Eight Councilmember Vivian Moreno, whose region includes the Tijuana River Valley, authored the resolution. Moreno cited significant amounts of plastic, tires and sediment flowing from Mexico into the United States. “This has been going on for far too long and South Bay is not a dumping ground,” Moreno said. “To solve this international crisis, we must stop pointing fingers. This is a regional issue that calls for a regional solution.” The crisis, which was first recognized with a resolution in 1993, has since worsened, council members agreed. The City of San Diego’s new resolution was designed to raise awareness about the public health impact. “District Eight residents frequently experience a foul smell, and people who have been exposed to the toxic waste have reported skin rashes, headaches and respiratory issues,” said Moreno. “The sewage, sediment and trash occurring in the Tijuana River Valley is an environmental crisis and we’re going to keep fighting until it’s fixed once and for all,” said Mayor Kevin Faulconer. “We’ve seen some positive movement recently after decades of advocating as a region to our leaders in Washington and Mexico City.
