SAN DIEGO (CNS) - The San Diego City Council received a handful of presentations Tuesday intended to help the city address homelessness as well as the lack of transitional and permanent affordable housing.Entities presenting to the council included the Regional Task Force on the Homeless, San Diego County, Mayor Kevin Faulconer's office, the San Diego Housing Commission, San Diego State University's Institute for Public Health and the council's Select Committee on Homelessness.Representatives from each office discussed challenges and successes fighting homelessness in San Diego last year. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted Wednesday to send a set of proposed additions to the city's regulations on dockless scooters and bicycles to the full council for further consideration.The committee approved a handful of amendments to the ordinance at the behest of the mayor's office. The suggested changes include a rider curfew from midnight to 5 a.m., usage of one device per government ID, a fine structure and punitive actions for companies that violate city regulations and the elimination of the original ordinance's provision allowing for temporary fleet spikes during large events like Comic-Con.The amendments would also authorize the city to take actions like reducing a company's fleet size if it poses a public safety hazard or suspending a company outright for multiple violations and requiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks.RELATED: San Diego scooter ridership drops off dramaticallyThe council approved the original regulatory package in April after more than a year of complaints from residents about the need for oversight. The city sought to improve public safety while also keeping dockless mobility companies in the region as an affordable transportation alternative.The regulatory ordinance included limiting scooter speeds and parking in heavily trafficked areas of the city, operator permits and fees for scooter companies like Bird and Lime, documenting of scooter fleet size and data sharing requirements between scooter companies and the city.The city also introduced a webpage, sandiego.gov/bicycling/bicycle-and- scooter-sharing, giving residents the ability to view which companies operate in San Diego and contact information for each of them. The regulations went into effect in July.RELATED: San Diego City Council head calls for temporary ban on dockless scootersRepresentatives of scooter companies Bird, Lyft and Lime noted that ridership has decreased since the regulations went into effect and new issues have arisen, such as third-party scooter impounding businesses that charge companies high prices to retrieve their scooters and bikes.Bird Senior Manager for Government Partnerships Tim Harder said the company spends ,000 a week collecting scooters just from city-designated impounds."As the second market where Bird launched back in 2018, San Diego has always been important to our company," he said. "We want to stay in San Diego, especially with the new technologies that we are eager to test here that furthers public safety and education."RELATED: San Diego makes designated dockless scooter and bike spacesOne scooter company, Jump, left the San Diego market earlier this year due to its belief that the city could not effectively enforce its regulations and encourage good behavior by riders.Representatives from multiple companies, including Jump, and City Councilman Chris Cate suggested the establishment of a dynamic fleet cap that would limit companies that repeatedly violate the city's ordinance."In other cities, such as Santa Monica, that employ this kind of performance-based system, operators are focused on going above and beyond to demonstrate to city officials that they have earned the right to deploy more devices," Jump's Senior Operations Manager in San Diego Zach Williams said.City officials are expected to review the amendment package's legality before it comes before the full council. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. In March 2018, city officials told the city's Bicycle Advisory Committee that project costs had jumped from roughly million to million.Due to the setbacks, city officials now hope to complete the first phase at some point in 2020. The first phase will add cycle track on Beech Street from Pacific Highway to Sixth Avenue, Sixth Avenue from Beech Street to Harbor Drive and J Street from First Avenue to 17th Street."The Downtown Mobility Plan is a vital step forward I providing safe infrastructure for all San Diegans and to meet our mobility goals," Ward said. "San Diegans are ready for new and innovative mobility options as they move around our city, and this investment will improve the quality of life for those living and working downtown while moving San Diego closer to achieving our Climate Action Plan benchmarks."City officials expect to complete all three phases of the plan by the end of 2021. The network of track will eventually stretch from Balboa Park to the San Diego Convention Center, according to the city."On the bike front, we're overjoyed change is coming after many years of advocacy," said San Diego Bike Coalition Executive Director Alex Hanshaw. "Prioritizing people who choose to bike and walk is a historic step in the right direction. The lanes also come in a crucial time as we're seeing more people opt for this choice in their commutes, especially as bikeshare and other shared mobility options become more accessible." 2604

  

SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer Monday celebrated the grand opening of the fourth fire station to open in the city this year.City Councilman Chris Ward, Assemblyman Todd Gloria, Fire-Rescue Chief Colin Stowell and other community leaders joined the mayor at the station in Hillcrest, which replaces one built in 1951. SAN DIEGO (CNS) - Police arrested two people and seized various merchandise from an illegal marijuana dispensary, an officer said today.Narcotics investigators served a search warrant at the dispensary, called Miramar Private Club, around 10 a.m. Thursday, San Diego Police Lt. Matt Novak said in a statement. The dispensary was operating in a building near the intersection of Spectrum Lane and Camino Santa Fe.Police arrested and issued citations to two employees for possession of marijuana for sale and operating a business without a permit.Officers seized six pounds of "high-grade" marijuana, more than 800 pounds of marijuana concentrates and edibles and ,300 in cash, Novak said.They also found information that led to the search of an apartment in Mission Valley, off Reflection Drive north of Friars Road, believed to be associated with the dispensary.There, officers seized an additional three pounds of marijuana, more concentrates and edibles and ,500 in cash.Narcotics detectives will continue to investigate illegally operating dispensaries in San Diego, Novak said."All owners and employees found operating these illegal businesses will be arrested and prosecuted," Novak said in the statement. 1222
