OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

(KGTV) - Police are asking the public's help to identify a man suspected of trying to lure a child away from her mother at a North County Walmart.Oceanside Police said the incident occurred on Sept. 6 after a juvenile female and her mom shopping at the Walmart location at 705 College Boulevard reported a stolen cell phone.Police said security footage showed a man following the pair around the store and taking the juvenile's cell phone from their cart when they were not looking. The mother and daughter reported the phone stolen to security, according to police."Shortly after the girl and her mom reported the lost phone to security, the male started conversing with the juvenile and stated he had her phone in his vehicle," Bussey said.The man started talking with the juvenile, police said, and stated he had her cell phone in his vehicle, a white hatchback, possibly a Hyundai Elantra GT."The male was possibly attempting to lure the juvenile to his vehicle to retrieve the phone," OPD said in a release."I watch really closely. I've got a younger guy so he stays attached to my hip; thank goodness but this is gonna make me even more vigilant. (KGTV) -- A 63 year old man is grateful to be alive Saturday night after his sailboat capsizes and he was left swimming for his survival.Andrea Aria was on a trip back from Catalina, “I’m alive for the grace of God. Aria sat down with 10 News and talked about the horrific details, “I didn’t even see the wave until I made the turn and it was too late it was up on me”. The wave tipped the boat, he tried holding on, “I let go and went back in the water and I went under the boat and the boat went over me once then twice and the propellers are going”.During that moment he didn’t realize the injuries he was getting, “I didn’t feel, the adrenaline the cold water the salt all I know I couldn’t move my fingers I knew my hands were messed up “. Two casts on his hands because doctors say, he cut tendons leaving his fingers unable to move. The propeller on his boat also gashed his foot leaving him with 28 stitches.He swam about a half mile to shore, “every two strokes I was getting hit with a wave and I’m submerging and I’m having trouble handling it” Aria tells us.He says just as he was about to give up, his foot hit the sand and he crawled his way to the beach, “I finally made it and there were two police men and they said someone called us must have been an angel”.Saturday night, Aria is thankful to be alive, but he’s now realizing just how much he lost, along with his boat, “the things that I need to function everyday, they’re gone, they’re all gone” he continued, “I’m really without anything at this moment”.He’s now left to depend solely on his faith, “it wasn’t my time, I guess when its your time its your time.
