STATEN ISLAND — A Staten Island City Councilmember is leading the push for the borough to secede.Joe Borelli (R), who represents the 51st District and lives on Staten Island, will be introducing two proposals to form a committee and to begin a study to look at secession.Staten Islanders have long felt like they are the “forgotten borough.”Of the 51 member city council, Staten Island only has three, Borelli one of the three. Residents said they have mixed feelings about the matter.“It’s been a staple of the five boroughs,” said Tariq Harmon, a 27-year-resident of Staten Island “It has to be five boroughs other than that it wouldn’t be New York City, you losing everything.”“It’s kind of tough, we’re always fending for our own I feel like we’re always the last borough to get support,” said Annette Lyudin.Lyudin and her husband, Alex, are raising a family on the Island, where they’ve lived for the past four years, after moving from Brooklyn.“It’s quiet, safe, great schools, great restaurants, it’s a relaxing place to live,” said Alex Lyudin.Of course as any New Yorker knows, this is not the first time there has been talk of secession. The last time it gained traction was 30 years ago in 1989.In a 1990 referendum, more than 80 percent of Staten Islanders voted to begin the secession process.Then on Election Day in November 1993, 65% of Staten Islanders voted by ballot in favor of becoming an independent city.But a vote never made it to the state level, many blaming then New York State Assembly Speaker Sheldon Silver for refusing to put it to a vote at the state level.As it did back then, questions now arise such as Will the borough survive financially on its own? School officials and a food service company want to rehire a lunchroom employee who was fired for allowing a student in New Hampshire to take food without paying.But the former worker says she won't take their offer."They're not doing it for me, they are doing it to save face," said Bonnie Kimball, the former lunchroom employee.Kimball was fired in April after a student at Mascoma Valley Regional High School in Canaan, New Hampshire, told her he didn't have money to pay for the items in his lunch tray. Kelly has been charged with two counts of engaging in prostitution with a person under 18 in Minnesota, prosecutors said Monday.Hennepin County Attorney Mike Freeman announced the charges against the performer, whose legal name is Robert Sylvester Kelly.Kelly is being charged by a summons, Freeman said, so it is unclear when he will respond to the new charges. His attorney has said it's not clear if his client has even met the woman and says this might be a case of "revisionist history."Freeman said the criminal complaint details an incident that occurred in July 2001 after a minor asked the singer for an autograph at a promotional event.Kelly gave the girl, then 17, his autograph and a phone number, the complaint states. When she called, she was directed to his hotel in Minneapolis and was met by someone she believed was a male member of his staff.The complaint says that when she met Kelly, the two made small talk before he gave her 0 to dance for him. SARASOTA, Fla. — A Sarasota, Florida, police officer is at the center of an internal investigation after a video posted on social media showed him kneeling on a suspect's neck.The video — which the Sarasota Police Department said was tagged by other users on social media after the incident happened on May 18 — happened after police said they were called to the area about a domestic issue. It shows two Sarasota police officers working to place 27-year-old Patrick Carroll in custody while a third officer watches nearby. One of the police officers had his knee on the neck Carroll."As I'm yelling and asking why I'm being detained, he's putting his knee on my neck," Carroll said.Carroll says he suffers from asthma and scoliosis and was having trouble breathing."While he's saying I'm resisting, I'm just moving around so I can have circulation in my body and my throat," Carroll said.Carroll was arrested on charges related to battery and domestic violence.The cell phone video of the arrest was just posted to social media on Monday by Carroll's mother, Terria."I just want the Sarasota Police Department to know that I'm upset and I'm not going to stop until somebody has a reasonable explanation as to why he was detained in that manner," Terria Carroll said.Sarasota police said there was no complaint to them about this incident when it happened in May, and were unaware of what had happened until they were tagged in the video on Facebook on Monday."Utilizing your knee on someone's neck is not something that we train.
