SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says. Under the trails plan, about 67 miles of Carlsbad's current trails would be expanded to more than 100 miles.Carlsbad will next seek out an agreement with SDG&E for public access from Cannon Rd. to the Hub Park property. A design team will have to conduct an environmental review of the proposed trail as well. It could be another three years before the project sees any construction begin. 1655

Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. SAN DIEGO (KGTV) — Consumer spending in San Diego was down nearly .3 billion between February and April 2020, showing just how badly the COVID-19 pandemic crippled the local economy.Since stay-at-home orders began in March, SANDAG says taxable sales in the region dropped from an average of .3 billion to billion in April.The largest losses in the region were seen at apparel stores (an 83% decrease in sales) and restaurants (down 67%).On the other side, big-box retailers like Costco, Target, and Walmart have fared well, SANDAG says. Grocery stores and pharmacy, though, were actually down 10% in taxable sales. Home improvement sales were also up, likely due to stimulus checks, SANDAG adds."It is interesting to learn that grocery stores and pharmacy sales are actually down by 10%, while home improvement sales have spiked," said SANDAG Chief Economist Ray Major. "We can assume that during the pandemic, people had more time to work on outdoor landscaping, gardens, and other home beautification projects. Plant seed companies also saw increases-- nearly four times their average sales."Consumer spending among online retailers like Amazon increased 35% as well.SANDAG's report estimates that consumer spending will continue to be down through August, though slightly less each month. 1306

  

SAN DIEGO (KGTV) - As election season heats up, some political passions are fueling criminal acts."Speechless and devastated," said Elise Dearborn.Dearborn, who isn't shy about her support of Bernie Sanders, parked her car in front of her home in Encinitas a few weeks ago. In this morning, she walked out to a surreal scene.Five stickers — most of them backing Sanders and purchased at local 2016 rallies — were gone.
