Secondary students would follow a similar bell schedule with morning minutes dedicated to class period instruction and afternoon minutes would be dedicated to flex time for asynchronous learning or appointment-based services.Phase 3Elementary (Prek to 5th grade) students would attend classes on site four days a week Monday through Thursday. SAN DIEGO (KGTV) — There could be as many as 78 million doses of COVID-19 vaccines available by the end of 2020, according to the most optimistic timeline in leaked documents from the Centers for Disease Control and Prevention.But assuming that the vaccine will require two doses per individual, that figure would only be enough to inoculate the highest priority individuals, based on draft guidelines released this week from the National Academies of Sciences, Engineering, and Medicine.“We’re not even going to get through Phase 1 people” in 2020, said Dr. Mary Barger, an epidemiologist at the University of San Diego.There are an estimated 44 million people in NASEM’S Phase 1 group: frontline healthcare workers, first responders, people with multiple high-risk factors, and adults living in nursing homes and other group settings.Based on leaked CDC guidance to states published by the New York Times, if two vaccine candidates become available in October, there would be enough doses for 39 million people by the end of 2020 -- not quite enough to cover the entire Phase 1 group.If only one vaccine is available by October, the projections suggest there could be enough doses to cover 13 to 26 million people.That might only be enough for frontline healthcare workers and first responders, of which there are an estimated 17 million.Healthcare workers and first responders get the highest priority, which NASEM calls Phase 1a, so they can maintain the integrity of the healthcare system.“When there’s a pandemic, you want to make sure you have enough people to take care of those that are sick,” said Dr. Abisola Olulade of Sharp Rees-Stealy Medical Group.Phase 1b includes individuals with multiple underlying conditions, like cancer, chronic kidney disease, and serious heart conditions.Approximately 75% of adults hospitalized for COVID-19 in the U.S. between March 1 and August 15 had at least two underlying conditions, according to data from the COVID-19 Associated Hospitalization Surveillance Network cited in the NASEM guidelines. More than 60% of hospitalized adults had three or more underlying conditions.“It would make sense that you would include a segment of the population that’s at risk of doing the worst,” said Dr. Peter Chin-Hong, an infectious disease specialist at UC San Francisco.There are an estimated 27 million people in the Phase 1b category.Critical workers in high-risk industries like grocery store clerks, mail carriers, and bus drivers would be in Phase 2, along with teachers, homeless people, prisoners, people with moderately risky underlying conditions, and anyone over the age of 65.“Even though people 65 and older make up less than 20% of the population, there have been 80% of COVID-19 deaths in this age,” Dr. Olulade said.Risk factors including high blood pressure, liver disease, or moderate-to-severe asthma would qualify an individual for Phase 2.There are an estimated 27 million people in this phase.In Phase 3, NASEM recommends inoculating people who are at lower risk of a bad infection but may be vectors for the spread of disease, including young people and children.NASEM noted that it will be “critical to conduct additional trials to gain better understanding of safety and efficacy of COVID-19 vaccine among children before they receive the vaccine.” Currently, there are no COVID vaccine trials that include children.Other essential workers at moderate risk of exposure would also be included in Phase 3, including employees in restaurants, hotels, hair salons, and exercise facilities.Phase 4 includes everyone else. 3589

SAN DIEGO (KGTV) - The trial for a former San Diego County sheriff's deputy accused of sexual misconduct while wearing his uniform began Monday in Vista.More than a dozen women claim Deputy Richard Fischer made unwanted advances."I think he's a bad guy," a San Marcos woman, who filed ,000,000 claim against the County, said.She said in August of 2017 two sheriff's deputies knocked on her door in the middle of the night for a welfare check. There was no problem and they left but she said Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."I was stunned shocked, it was very fast and confusing...I felt very vulnerable, intimidated, felt weak. I felt little." She said, next to tears. "It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... Everything's a mess!"Similar instances were described by other women. In October of 2017, near the entryway of a 64-year-old woman's condo, Fischer took her report for a domestic violence incident and then made his move."His hands went all the way down to her butt and he squeezed both of her buttocks... he took her hand and pulled it down to his groin area," Lawyer Dan Gilleon said. He represents several women who filed claims against Fischer.Gilleon made a theme apparent, "he knows that she's alone, and she's vulnerable, and she's scared." SAN DIEGO (KGTV) — The public is invited to the inaugural Christmas tree lighting ceremony Saturday at the new Legacy International Center in Mission Valley.Dozens of workers made their last-minute touches Friday ahead of the center's tree lighting, which plans to pull out all the holiday stops."We'll have Christmas caroling out there, and Santa will be out there. Just social fun," Jim Penner, executive director of the center, said. Penner said Saturday's event is the first of a three-phase opening for the nearly 0-million hotel, theater, and attraction center opening next year. The center is the brain-child of San Diego-based televangelist Morris Cerullo, who made his fortune as a popular televangelist in the 1980s and 1990s."He [Cerullo] wanted people around the world to be able to experience the people that he got to know through his 70 years of travel to 95 nations in the world," Penner said. Penner told 10News the center was initially supposed to be a small ministry training center and possibly a dormitory. But with the availability of the 18-acre former Mission Valley Resort, they went big. The hotel will have 126 rooms, including 12 suites. The fine-dining restaurant is a steakhouse, which is next to the pool and spa. The attraction building has a domed, 4D theater designed by former Disney Imagineers. Audiences will get to feel like they're flying over Jerusalem in a ride created by the same designers who made Soarin' Over California at Disney California Adventure Park.Another attraction will be an award-winning, computerized dome, where people can digitally tour the world."As we get to know each other, the world gets smaller," Penner said. Before the council approved the blueprints in 2017, critics of the Legacy International Center feared that traffic would be a nightmare. But Penner said that the improvements they made on the roads turned out to have unexpected benefits. "We widened Hotel Circle the entire length of our property. We have 1000 feet of frontage there. And a nice benefit of that is when we had this last big rain last week, in the past, Hotel Circle would flood like crazy in front of the hook ramps here, and no flooding at all!"The inaugural Christmas Tree lighting ceremony will begin at 6 p.m. tomorrow.
