CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. Arguably, vaping bans do more harm than good as smokers see switching to smoke-free products as having no advantage over the combustible products they will continue to use." 1712

Congressman Duncan Hunter is continuing to stand up for his political livelihood, one year after a federal campaign fraud indictment.Voters in the 50th District re-elected Hunter in November, despite 60 federal charges of campaign fraud against him and his wife Margaret. The Hunters were accused of misusing 0,000 in campaign contributions - funding things like lavish vacations and living expenses. Now, the congressman is facing attacks and challenges from members of his own party as he pushes to renew his term in 2020. "When he was first indicted, everybody wrote his political obituary," said Political Analyst John Dadian. But Hunter, a Republican, is very much alive. He beat Democrat Ammar Campa-Najjar in 2018, and is continuing to fight the charges in Federal Court.The challenges, however, are mounting. In June, Margaret Hunter reached a plea deal with prosecutors, agreeing to testify against her husband. Plus, Judge Thomas Whelan ruled federal prosecutors can use details of Congressman Hunter's alleged affairs with five Washington D.C. area women, allegedly funded with campaign contributions, as part of their case. "I think voters in the 50th District have said, and they clearly spoke in November of 2018, that they want to wait for the courts to decide and give them a clear judgment before they decide on the political fate of Congressman Hunter," said Thad Kousser, who chairs the political science department at UC San Diego. Hunter's trial has now been pushed back to mid-January to wait for a decision on his appeal to have the case thrown out. That means voters will be getting their absentee ballots while the trial is ongoing. "They're going to have very litlte time to make up their minds after this trial," Kousser said. In 2020, California will hold its primary on March 3. In prior years, the primary would be held in June. In addition to Campa-Najjar, a Democrat, a number of San Diego-area Republicans have challenged Hunter. CORONADO, Calif., (KGTV) — Despite recent shark sighting, thousands of people headed to the beach for the pre-holiday weekend. But instead of sharks, dozens of people left the beach after being stung by stingrays.Beautiful Coronado is home to majestic creatures, including great white sharks. "We do think that the great white shark populations are increasing," Heidi Dewar, research biologist at the Southwest Fisheries Science Center said. She believes the population increase is linked to the implementation of fishing regulations in the 1990s. "In 1994, California pushed all the net-based fisheries outside of state water, which is three nautical miles out. And what that did was that basically protected most of the nursery habitat of the juvenile sharks on the coast," Dewar said. "About the same time, the UN banned these high seas directed at fisheries, which were killing some adult white sharks."Last week, two juvenile white sharks were spotted about a half a mile offshore from the Coronado coast. There were no shark attacks like the one last year in Encinitas, where a 13-year-old boy was bitten in the shoulder while lobster spearfishing. Still, the city officials in Coronado notified beachgoers to be on the lookout. That did not stop 11-year-old Tobias Appel from diving in." We just came here to boogie board and have a bunch of fun," Tobias said. He and his family from Phoenix are vacationing in Coronado. They were having a great time until Tobias was stung by a stingray."Today is not my lucky day," Tobias said. This was his first time getting stung by a ray. We met him as he was sticking his foot into a hot water bath at the lifeguard station. "It is under. Right there," he said. In the hour Tobias was at the lifeguard station neutralizing the venom, we saw several others being carried in for emergency treatment. Lifeguards said warm water, low tide, and a packed beach is the perfect formula for a stingray warning. "One of the most amazing things about the ocean is that right there we have wilderness," Dewar said. "And with the wilderness, we have wild animals. So that's definitely a side of the ocean that people need to keep in mind when they go swimming or surfing."Biologists say remember, this summer when you are going to the beach, you are stepping into the animals' homes. So do not forget to be respectful and careful, while you are having fun. Meanwhile, Tobias has one more day in Coronado before he leaves for Phoenix. He hopes to enjoy what he can. "It's going to be a long drive home. Hopefully, they'll have hot water there," Tobias said. 2599
