BEIJING, Nov. 1 (Xinhua) -- China has enacted 10 measures to prohibit better than average primary schools and junior high schools from charging "enrollment fees," or selling enrollment quotas, according to a statement posted on the website of the Ministry of Education on Monday.The statement reads, due to the difference in quality among schools, and a shortfall of excellent schools as compared to actual demand, the problem of "enrollment fees" has been reported, particularly in big cities.This is a particular problem in China, where parents pay to secure seats for their children in key schools if their children do not score high enough on entrance exams.The measures include forbidding schools from selling extra enrollment quotas in whatever names or methods, obliging schools to publicly disclose enrollment information, improving sub-quality schools, supporting private schools to enrich superior education resources, carrying out supervision and others regulations.

BEIJING, Oct. 22 (Xinhua) -- China's top political advisory body decided Friday to commemorate the 100th anniversary of the 1911 Revolution in 2011.The decision was announced on the last day of the 11th session of the Standing Committee of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC).The 1911 Revolution, led by Dr. Sun Yat-sen, broke out on Oct. 10, 1911. FUZHOU, Sept. 2 (Xinhua) -- Tropical storm Lionrock, the eighth of this year, made landfall on east China's Fujian Province early Thursday morning, local meteorologists said.The storm landed at Gulei Town of Zhangpu County at around 6:50 a.m. with a speed of 82.8 km per hour near its center.Under the impact of Lionrock, torrential rain was seen along the coast of Zhangzhou City, and the rain was the heaviest in Dongshan and Zhangpu counties.No casualties have been reported.Local meteorologists have warned residents of mudflows and landslides that might be triggered by the tropical storm.The meteorologists forecast that rainfalls would be up to 100 to 200 mm in Zhangzhou, Quanzhou, Xiamen and Putian cities of Fujian from Thursday to Friday.By 7:00 p.m. Wednesday, 162,200 people in the province had been evacuated to safe places, and 50,703 fishing ships had been back to harbors.

BEIJING, Sept. 28 (Xinhua) -- Chinese Vice Foreign Minister Fu Ying said Tuesday Premier Wen Jiabao's Europe trip aims to promote the two sides' comprehensive strategic relationship.Fu made the remarks at a press briefing at which she and Vice Foreign Minister Zhai Jun briefed the press about Wen's upcoming visit to Europe.Wen will pay an official visit to Greece, Belgium, Italy and Turkey from Oct. 2 to 9 at the invitations of Greek Prime Minister George Papandreou, Belgian Prime Minister Yves Leterme, Italian Prime Minister Silvio Berlusconi and Turkish Prime Minister Recep Tayyip Erdogan.Wen will attend the eighth Asia-Europe Meeting (ASEM) and the 13th China-European Union (EU) summit from Oct. 4 to 6 as guest of European Council President Herman Van Rompuy, Belgian Prime Minister Yves Leterme and European Commission President Jose Manuel Barroso.The Greece visit is the first by a Chinese premier in 24 years. During his stay, Wen will meet George Papandreou and discuss China-Greece relations. The two leaders will also witness the signing of several cooperation agreements. Wen will also deliver a speech in the Greek parliament on China-Greece relations and China-EU relations."Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. BEIJING, Oct. 20 (Xinhua) - China's State Council, or the Cabinet, unveiled a set of guidelines Wednesday, aiming at helping reconstruction work in landslide-hit Zhouqu County in Gansu Province.The guidelines affect taxation, finance, education and employment policies in the region which was devastated by the massive mudslide on Aug. 8.The document clarified that funds for the reconstruction would come primarily from central government subsidies.It said that priority would be given to rebuild damaged residential houses, public services, infrastructure and prevent the spreading of diseases.It specified tax reduction measures for enterprises and individuals who had organized and collected donations, and encouraged banks and financial institutions to increase loans to the mudslide-hit areas.Land required for housing, infrastructure and reconstructing public facilities will be allocated by the local government, according to the document.Local governments or universities have also been directed to financially assist Zhouqu-born college students, while high-school students in the landslide-affected areas have been exempted from paying tuition fees, the document said.A massive mudslide triggered by rainstorms slammed Zhouqu county in northwest China's Gansu Province on Aug. 8, leaving 1,472 dead, 294 missing and more than 15,000 people homeless.
