SAN DIEGO (KGTV) - A woman visiting San Diego to spend time with her daughter is dead after being struck by a car near San Diego State University Friday evening. San Diego Police Department says the woman was hit at the 4800 block of College Avenue just south of Montezuma Road in the College Area at approximately 7:45 p.m. The 48-year-old female victim was transported to an area hospital where she died. Police say the victim was not using a crosswalk when she was struck in the number two northbound lane of College Ave.The driver fled the scene according to SDPD but returned about an hour later.The driver is a 40-year-old female and detectives say they are still determining if this will continue to be classified as a hit-and-run.Police expect the intersection to be shut down for several hours. SAN DIEGO (KGTV) - A World War II veteran is being honored not only for his service to our country but to the San Diego community.With the help of former students, current students, and staff at Hilltop High School in Chula Vista, the library was dedicated to World War II veteran Tom Rice. The lifelong Coronado resident was an Army paratrooper in the 101st Airborne Division on D-Day. He was the first to jump out of his C-47 after it crossed the English Channel.RELATED: Retired Chula Vista teacher grateful for war hero's inspirationRice taught U.S. government in the Sweetwater Union High School District for more than 30 years, mostly at Hilltop High.The surprise was unveiled to Rice on Thursday. "Everyone has given me their grace, and I have nothing to return but just my presence, and that was it. The two women say Rice didn't talk about the war when he was a teacher; it wasn't until years later they learned of his bravery. "We are honored to know him and honored by what he did for us as students and what he did for our country," said Cappos Hardy.Rice is well known for returning to Normandy to reenact his D-Day jump in honor of those who never made it home. SAN DIEGO (KGTV) -- An Amazon delivery driver was caught on video tossing a package onto a driveway like it was a newspaper, and the customer is not happy about it. “I order books. I’ve ordered Echos. I’ve ordered cameras on Amazon,” Del Cerro resident Yung Jun Kim said. He was worried someone might, one day, steal a package.“I ordered the ring camera to monitor the delivery,” Kim said “The first time the Amazon delivery happened on-camera, the driver drove into the driveway, didn’t even get out of his car, rolled down his window and threw my package onto the driveway."Kim found the package on the porch when he got home. What happened was also caught on video.“It was really great, because my mailman came by about 15 minutes later and he picked it up from the driveway and left it on my doorstep,” Kim said.Kim thinks the Amazon deliver driver threw his neighbor's package as well.“The video showed him pulling into her driveway for about 10 seconds and pulling back out. So, in that time, I don’t think he got out of a car and went into her courtyard and delivered it that way," Kim said. "He probably just threw it on the driveway."This time, Kim’s package was not fragile - but the driver didn't know that. Kim emailed Amazon and complained.“Customer service responded that same day, and they gave me a long apology and said they were going to look into it, which, I don’t know if they did," he said. "They also gave me a credit for my troubles."Kim says he hopes Amazon will get better drivers, because based on the video - they've got at least one with a negative attitude. "It takes very little effort to get out of the car to make a delivery onto a porch," Kim said. 10News reached out to Amazon. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform.
