(KGTV) -- A local family is mourning the loss of a teenage girl killed in a weekend hit-and-run crash in the North County.Kirsten Tomlinson died in the early morning hours of June 6 after authorities said she was struck by a vehicle in an unincorporated part of Escondido.The 17-year-old was several feet from her home on Mesa Rock Road when the incident occurred. The teen was with her siblings and some friends, and as the group prepared to head inside for the night, Tomlinson was hit by a car as she crossed the street.RELATED: 17-year-old killed in unincorporated Escondido hit-and-runThe driver never stopped, according to witnesses and the California Highway Patrol.The teen’s father, William Tomlinson, said he attempted CPR, but it was too late.“It’s a parent’s worst nightmare. ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. (CNS) - A 53-year-old Fallbrook man was fatally struck by a car while attempting to cross a street in Fallbrook, authorities reported Monday.A 58-year-old man was driving a Toyota Camry northbound on South Mission Road about 12:15 a.m. Sunday when the victim ran westbound across the northbound lanes near Peppertree Lane and was struck by the sedan, California Highway Patrol Officer Mark Latulippe said.The pedestrian was taken to Temecula Valley Hospital, where he was pronounced dead, the officer said. The victim's name was withheld pending family notification.The Toyota driver remained at the scene and intoxication was not a factor in the crash, Latulippe said. 695

Ever since their older brother competed in the Scripps National Spelling Bee years ago, twin brothers Garrett and Pierce Bryner have dreamed of making it to the bee — together.This year, they’ll see that dream become reality. “It’s kind of historical, I guess you’d say,” said Garrett, who made it to the national bee — without his brother — last year.Previously, twins would never have been able to make it to the bee together, as one would have always beaten the other out. But thanks to new qualifying rules put in place this year which incorporate a point system, two sets of twins are now going to be on the national stage for the first time in the spelling bee's 91-year history: the Bryner twins, and another set of twins from Mississippi.Garrett’s brother Pierce will become the third sibling in the Bryner family to attend the bee.Their mom, Liz Bryner, who has shepherded her kids through her share of bees, says that while the two will be nervous, for the parents, its on a whole other level.“I think nothing compared to the Bee in terms of the stress level,” Liz said from her home in Utah. “If you look around at the parents they’re often more nervous than the kids.
