SAN DIEGO (CNS) - San Diego City Council candidate Kelvin Barrios suspended his campaign today, following allegations of ethics violations.Barrios was running for City Council District 9 in the seat soon to be vacated by Council President Georgette Gomez.``Throughout this race I have been hit, morally and mentally, more times that I can even count,'' Barrios' statement released Monday said. ``And I get it -- there were issues, we needed to address them.``It seemed like every time I did, we would collectively shift away focus from the real needs of our community. The real struggle and hardships my neighbors are facing became second to the media blitz filled with negativity that just served as a distractor.''The San Diego Union-Tribune reported earlier this year that Barrios was under criminal investigation for alleged mishandling of campaign funds and was the subject of a California Fair Political Practices Commission complaint alleging he used thousands of dollars in contributions to political committees for personal use.Earlier this month, additional media reports alleged Barrios did not disclose more than ,000 he received while working for Laborers Local Union 89, and did not report a brief overlap that existed while he worked for both the union and Gomez's office.Barrios' name will still appear on the November ballot despite the campaign suspension.Barrios' campaign opponent, Sean Elo-Rivera, tweeted a statement saying Barrios suspending his campaign ``will allow our community to move away from focusing on scandals and toward focusing on the brighter future San Diegans deserve.''``Our campaign will continue engaging the community and building the momentum we'll need to make San Diego a world-class city with opportunity for all,'' the statement said. 1793

SAN DIEGO (CNS) - The San Diego County Board of Supervisors Tuesday unanimously signed off on a program that will provide quick access to help for first responders dealing with a mental health crisis. The Captain Ryan J. Mitchell First Responder Behavioral Health Program will offer confidential mental and behavioral health support by connecting first responders with a clinical professional via a dedicated phone line, website or smartphone app. The program will be open to first responders in any jurisdiction or branch of public safety. Supervisor Nathan Fletcher proposed the program after speaking with firefighters and law enforcement officials around the county during a listening tour earlier this year. The program is named after Cal Fire Capt. Ryan Mitchell, who took his own life in 2017. Mitchell's father thanked the board for approving the program. William Mitchell, who is a fire department chaplain, said sharing his son's legacy ``brings healing to our broken hearts.'' Fletcher said the board ``took an important step in furthering its commitment to behavioral health services'' with their support of the program. ``First responders across San Diego County in the midst of a mental health crisis will be able to quickly access clinician assistance confidentially without the barriers that today are preventing them from getting the help they need,'' he said. Fletcher unveiled the program during a Monday news conference with officials from Cal Fire Local 2881, the San Diego County Deputy Sheriff's Association and local first responders. 1566

SAN DIEGO (CNS) - The San Diego County Police Chiefs and Sheriffs Association announced Thursday its adoption of a collective set of strategies designed to "de-escalate" confrontational and potentially violent law enforcement situations.The policies unanimously adopted by the group on Wednesday are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue, according to the regional police leadership group.The panel included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new program was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.The plan calls on all police personnel to "use tactics and techniques to persuade (crime suspects) to voluntarily comply (in order to) mitigate the need to use increased physical tactics to resolve (standoffs) safely.""Some situations require an immediate response, while other situations may allow peace officers the opportunity to communicate with the individual, refine tactical plans and if necessary, call for additional resources," the agency stated.Whenever "reasonable opportunity exists," according to the association's strategy, peace officers should consider the following concepts:"Pre-engagement considerations," which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body."As part of this community, we understand the importance of violence prevention whenever possible, and de-escalation techniques are the best way to get there," Kennedy said.District Attorney Summer Stephan called the renewed commitment to de- escalation in policing a government approach that "respects life itself and advances a blueprint for transformation we set in motion two years ago based on community input.""When translated into action, de-escalation policies are the opposite of de-humanization and are an action-based response to calls for equality, fairness and dignity," Stephan said.The association comprises the law enforcement leadership of the county and all local cities, as well as San Diego Harbor Police, the county Probation Department and the police departments of the San Diego Community College District, San Diego State University, San Diego Unified School District and the University of California San Diego. 3398

  

SAN DIEGO (CNS) - Ride hailing company Lyft announced a partnership with San Diego's Fashion Valley today to establish dedicated pick-up and drop-off zones at the mall.The partnership creates six official Lyft Zones that will make it easier for drivers to find riders in areas of the shopping center that are less congested, company officials said. Using the zones will also give riders access to special discounts, according to Lyft.``Transportation can be a challenge when it comes to shopping at busy malls,'' Lyft San Diego Market Manager Hao Meng said. ``The introduction of Lyft Zones at Fashion Valley Mall will offer shoppers a seamless door-to-door solution that enhances their overall ridesharing experience.''The six Lyft Zones around the mall are adjacent to Verizon Wireless, the Nordstrom eBar, So Sushi, JC Penney, the AMC Fashion Valley 18 theater and Forever 21. On Saturday, staff will conduct a smaller drop on portions of Los Penasquitos Lagoon and San Elijio Lagoon in Cardiff to reduce saltwater mosquito numbers.High tides can expand lagoon water into areas that are normally dry, creating new pockets of stagnant water where mosquitoes can breed, especially when combined with rising temperatures.
