SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067

San Diego Union-Tribune staff members, who occupy space in the building, were forced to evacuate, 10News learned."We’ve seen some different tragedies in newsrooms around the country so I don’t think this is 100% a surprise for any newsroom to face something like this. Kamala Harris, the San Diego Fire Department headquarters, and other government offices.10News spoke to Christine Otis, who owns Christine's Coffee & Co., a small stand on the corner of B Street and 6th Avenue. She said she noticed the packages at 6am when she opened her stand. She thought nothing of them until she was suddenly forced to close her shop.“I had some people in line. It was a really busy time, so it wasn’t a good time to leave," Otis said. At 8:15 am, a passerby had flagged down Lt. Kevin Wadham, saying this cannot be a coincidence. Hours earlier, news of the Secret Service intercepting suspicious packages addressed to Former First Lady Hillary Clinton, President Obama, and CNN broke. The boxes in San Diego were at the SanDiego Union-Tribune headquarters, Senator Kamala Harris’ office, and other businesses.“Out of an abundance of caution, this building at 6th and B was evacuated, and all the neighboring businesses," Lt. Kevin Wadhams said. San Diego Police immediately called their Bomb Unit. They X-Rayed the boxes and found they contained nothing suspicious. The contents were a shoe, a football, an empty bag of chips, two children’s books, and a hat. An hour later, and after a whirlwind of emotions, Otis was able to re-open her shop.“It was kind of scary. I’ve been here for 15 years. And nothing like that has ever happened," Otis said.Following an inspection by a bomb squad, evacuation order was lifted.None of the packages were addressed to anyone specific or implied a threat. The packages were not sealed and also had a mixture of writing on them. Surveillance video showed an unknown person placing the packages at the location at about 1:45 a.m., according to San Diego Police. Police added that the area is frequented by transients at night.SDPD, ATF, and FBI officials were all taking part in the investigation.10News spoke to Threat Assessment Professional, Wendy Patrick. She said the FBI investigators are now focusing on profiling the senders.“What do the targets have in common? This case appears to be political ideology. But is it more than that" Patrick said. These acts of terror can be inspired by a variety of things, Patrick said. It could be a stab at a political party, a news organizations, or a personal vendetta or grievance. While this morning’s incident at the San Diego Union-Tribune headquarters turned out to be non-threatening, Patrick said the heavy police presence and bomb squad response were appropriate."We want to make sure that we never let our guard down and we take every report as serious as we can," Patrick said. Unlike political figures, regular citizens do not have the luxury of having the secret service monitoring our mail. So Patrick said it is essential that we be extra vigilant, especially during the season of giving. “Even rudimentary bombs can explode in your face," Patrick said. "Unfamiliar packages should be treated with caution. Is there a return address and is it a name you don’t recognize? You might want to check that out before you just rip the thing open.”Earlier Wednesday morning, the U.S. Secret Service intercepted two suspicious packages -- one addressed to former President Barack Obama and the other addressed to Hillary Clinton -- that contained potentially explosive devices.A suspicious package in the mailroom of CNN's New York City newsroom led to a building evacuation. 4441

  

SAN DIEGO (KGTV) — The King family, who launched "Chelsea's Light" after the rape and murder of their daughter Chelsea in 2009, has decided to end the popular "Finish Chelsea's Run" event after eight years.In an interview with 10News from the family's home near Chicago, Chelsea's father, Brent, said they are proud of the impact they have been able to have through "Finish Chelsea's Run," but that it was time to move on from the event."Our family wants to thank everybody that has ever come out to run in our race. It's spectacular. It's beautiful. It brings us a lot of joy. But at the same time, it reminds us how we lost our little girl," King said.Chelsea was a 17-year-old student at Poway High in 2010 when she went for a run at Rancho Bernardo Community Park. A registered sex offender, John Gardner, later pleaded guilty to dragging King into a secluded area near Lake Hodges, raping her, and strangling her to death. He buried the body nearby.Shortly after his arrest, Gardner also admitted to the murder of an Escondido teen, Amber DuBois, who had disappeared a year earlier.The King family began the "Chelsea's Light" Foundation, through which it carried out "Finish Chelsea's Run" and a companion baseball tournament. King says "Chelsea's Light" will continue to exist and raise money. However, he has launched a new nationwide organization called "Protect the Joy."King says he will use the experience he gained helping pass "Chelsea's Law" legislation in several states to protect youth from sex offenders to help build a bigger, stronger organization dedicated to issues of defending children."I've built an organization that mirrors the Sierra Club, or the Surfrider Foundation, or Greenpeace. SAN DIEGO (KGTV) - The Central San Diego Black Chamber of Commerce announced a new relief fund for Black owned business meant to keep them afloat during the pandemic.They held a press conference Sunday afternoon at Waterfront Park announcing the Black Business Relief Grant Fund.Lance Growth, member of the chamber and CEO of Growth 1031, organized the press conference and says this is going to fill the gap where the government's Paycheck Protection Program fell short, "for the COVID crisis yes this is a light at the end of the tunnel."Growth says about 95% of black owned businesses did not get federal money."I don’t want to say insulting but disheartening where you watch this crisis unfold then you see your government say, 'Hey we know how bad this is we are going to provide you help,' but then you read about the businesses that [didn't get] PPP, and it just folds into the social unrest," he said.He said the grants and microloans will pay for anything from rent to supplies to payroll.Growth said they weren't going to make the application nearly as time consuming and invasive as the PPP, "we’re just going to try and get you this money as fast as possible because everyone is hurting from this pandemic."Applications open Wednesday, June 17, and priority will be given to small disadvantaged businesses in low income neighborhoods.Specific criteria for the grants will be defined Wednesday, according to the chamber.They are expecting a very high demand, compared to the amount they can give out. "One of the big things we announced is a goal that we want to raise million dollars in 60 days," Growth said, urging San Diegans to use this opportunity to get involved and make a difference.He said supporting black owned businesses help them thrive and remove barriers for the next generation. 1817
