BEIJING, Oct.25 (Xinhua) -- The China Banking Regulatory Commission (CBRC), the country's top banking regulator, on Tuesday revealed detailed plans to encourage financial support for the country's small and micro-sized enterprises.In a supplementary notice issued to its previous support plan for financing small enterprises, the CBRC said banks should ensure that the growth of loans to small firms will not be slower than that of the average lending, and the growth should be higher than the level of the previous year.Also, commercial banks should give more support to enterprises that borrow less than 5 million yuan (787,401 U.S. dollars), and increase tolerance for non-performing loans to small and micro-sized firms, it said.The regulator has set detailed rules for the establishment of financial institutions serving small businesses, and encouraged banks to create financial instruments to support the development of small high-tech enterprises.The CBRC has also allowed banks to issue special financial bonds to boost financing for small businesses.By the end of August, outstanding loans to small and micro-sized enterprises stood at 14.6 trillion yuan, accounting for 27.2 percent of total lending.

Instead, it can go through swings in a few years, according to a British study reported online in Nature.Teenagers' IQ can rise or fall 20 points over time, researchers from Wellcome Trust Centre for Neuroimaging of Kings College, showed in their study.IQ (short for "intelligent quotient") is an gauge of mental capability measured through a series of standardized tests of language skill, spatial ability, arithmetic, memory and reasoning.To get the findings, Cathy Price, senior researcher of the study, and her colleagues tested 33 British teenagers between the ages of 12 to 16 in 2004, who had average IQ scores around 100. Then the teenagers were retested four years later.The researchers found the volunteers' IQ scores went up and down over the four years, with some teenager's scores rising by as many as 20 points, and others' dropping by the same points."That is quite astounding," cheered psychologist Robert Plomin from the same university but not involved in the study. Dr. Price and her colleagues don't know the causes of such fluctuations in the scores they tested, but speculate that learning experiences might account the changes, reported by the Wall Street Journal Today. BEIJING, Nov. 13 (Xinhua) -- China has established an operation committee for management of the country's first space lab module, Tiangong-1, during its two-year orbit of earth.The committee will deal with operations planning, technical appraisal and flight control of the target orbiter after the unmanned Shenzhou-8 spacecraft returns to earth after its mission, the official website of China's manned space program said.The Tiangong-1 space lab module was launched on Sept. 29 and docked with Shenzhou-8 precisely on Nov. 3, China's first ever space docking attempt. The second docking between Tiangong-1 and Shenzhou-8 is scheduled for Nov. 14.The manned space program said earlier that the same target orbiter Tiangong-1 will accommodate another two docking missions performed by two other Shenzhou spaceships, at least one of which will be manned.The 8.5-tonne Tiangong-1 is the first space lab module that China has built, and the committee will also be the first in taking care of a long-running space asset.The operation committee for Tiangong-1 heralds China's manned space program entering a new phase for lengthy flight missions, Niu Hongguang, director of the operation committee, said on the website www.cmse.gov.cn.The orbiting module management will include taking care of the space lab, making preparations for any further docking tests and gathering experience for building a future space station, Niu said.

HANOI, Oct. 25 (Xinhua) -- The hand-foot-mouth disease (HFMD) and dengue were on the rise across Vietnam, reported the Vietnam Preventive Medicine Administration (PMA) on Tuesday.As of Oct. 23, the country had more than 76,120 HFMD patients and 135 fatalities. The number of incidents has increased significantly over the last few weeks, with an average of 2,000-2, 500 new cases reported each week.Southern Ho Chi Minh City and Binh Duong, Long An and Quang Ngai were the most-hit localities, said the report.Meanwhile, dengue was also reported on the rise. In the first ten months of the year, there were more than 41,200 infected cases and 32 fatalities. Currently, an average of 2-3 cases a day were hospitalized by dengue infections, mainly from capital Hanoi.Epidemiologists said that the increase of HFMD and dengue was due to the lack of specialized medicine and preventive vaccines. In addition, complicated climate change, environment pollution and low awareness of the disease among the community have contributed to the spread of the diseases nationwide.
