SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened. The money goes back into the fund that pays for the next group of cohorts. "With a student loan you're paying that back regardless of whether or not you are securing a job upon graduation," said Adrienne Chuck, an Income Share Agreement Analyst with the San Diego Workforce Partnership. "With an Income Share Agreement, you only pay it back if you secure a job and get a minimum salary."No student will ever pay more than ,800, according to the program's website.According to UCSD Extension, the programs currently offered cost ,875 for Java Programming, ,775 for database management, and ,400 for user experience design. Those prices exclude textbooks and other course materials. "We know that upskilling and training in particular fields with a particular skill set is something that industry is willing to pay for, and that really is the role of extension, to ensure that San Diego and California and the nation as a whole, individuals are getting trained for those skills that industry is looking for," said Josh Shapiro, assistant dean of innovation and research affairs at UCSD Extension. The Bureau of Labor Statistics says that Database Administrators earn a median ,750; Software Developers 5,000, and a Web Developers ,760. SAN DIEGO (KGTV) -- The Sweetwater Union High School District Board of Trustees on Thursday responded to a scathing audit that alleged evidence of fraud or misappropriation of funds leading to a multi-million dollar deficit.In their response to the audit, the district’s Board of Trustees acknowledged the importance of an independent state agency’s audit and said they “intend to cooperate fully with these agencies should they require additional information.”“We acknowledge that, as required, you notified the local district attorney, State Superintendent of Public Instruction, and State Controller that the FCMAT AB 139 report found there is sufficient evidence to demonstrate that fraud, misappropriation of funds, or other illegal fiscal activities may have occurred," the Board of Trustees said."We understand the importance of having these agencies review the report and intend to cooperate fully with these agencies should they require additional information," said the board.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was made public June 22. According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.The audit also reportedly found the district kept borrowing from capital projects in the South Bay, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The board said that individuals and outside entities identified by FCMAT as having enough evidence to suggest they were engaged in illegal acts are "either no longer employed by the District or are removed from all involvement in the District’s current operations."RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe board also said that since the audit, they’ve taken other actions based on recommendations from the FCMAT, including:The district will be implementing the INFOR financial module in the 12 to 18 months. The new system replaces the one the FMCAT said said led to accounting errors and will interface with the County Office of Education for monitoring.The District will provide Board and leadership training to enhance awareness of fraud, including detection and prevention. An anonymous hotline for reporting fraud will continue to be available internally and to the public.The District staff will ensure that the Board and County receive updates on the progress to address the recommendations set forth in this report.“As a Board and as acting superintendent, we are committed to ensuring we implement and improve our systems and supports to best serve our community and understand that this process starts with the superintendent and the Board,” said the board.The response was signed by current trustees Nicholas Segura, Board Vice President; Arturo Solis, Board Member; Paula Hall, Board Member; Kevin J. Pike, Board Member; Frank A. Tarantino, Board Member;and Moisés G. Aguirre, Ed.D Acting Superintendent.On June 24, two days after the release of the FCMAT audit, the district voted to cut more than 220 educators. The board also voted 4-1 to place its beleaguered superintendent Dr. Karen Janney on paid administrative leave.Janney had been under public pressure to step down following a multi-million dollar budget shortfall in 2018 which prompted an investigation. Since then, the district's budget crisis spiraled into teachers and programs being cut, bus routes eliminated, and increased class sizes. The board previously said its action against Janney is not disciplinary but it is to support and ensure an efficient investigation of the concerns raised in the FCMAT audit.With the release of the FCMAT audit, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The San Diego County District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site.
