ESCONDIDO, Calif. (KGTV) -- Hundreds of people attended a carnival hosted by a celebrity chef on Monday to raise money for an Escondido restaurant owner nearly killed in a hit-and-run last December. Kaitlyn "Rosie" Pilsbury was riding her motorcycle when she was hit head-on by the driver of an SUV. The driver ditched the vehicle and took off. It happened in Vista just days before Christmas. Pilsbury suffered massive injuries and was in a coma for 12 days. "When I heard this happened my first call was to the network, my second call was to the mayor, and my third was to all these people, this is a 'Restaurant: Impossible' family in a community that cares about that young girl," said celebrity chef Robert Irvine of the Food Network. "She looks way better than she did four days ago. And today, she looks way better than she did yesterday." Pilsbury's mom flew in from New Jersey the moment she heard about the accident. Marie Pilsbury said the support is overwhelming. "She is, I believe, a miracle, in my opinion. I'm sorry, all the prayer and all the love I know that she felt it and I know that it made a difference," Pilsbury said tearfully. Her daughter is scheduled to be released from a rehab center on Tuesday. "She is so positive and so thrilled and so thankful for everything," said Pilsbury. FALLBROOK (CNS) - A fire broke out Wednesday morning in the garage of a Fallbrook home, authorities said.The non-injury blaze was reported around 5:45 a.m. at a single-story home on Wintergreen Lane off Via Del Robles, west of Interstate 15, NorthCounty Fire Protection District Capt. John Choi said.It took crews roughly an hour and 15 minutes to fully extinguish the fire, which started in the garage and eventually spread to the attic, Choi said.A damage estimate was not immediately available.Investigators from the sheriff's Bomb/Arson unit were sent to the scene, and an investigation into the cause of the blaze was underway. 640

FARMINGTON, Utah — A man faces felony charges after he admitted to stabbing a woman and throwing her out of a moving car in Sunday night, killing her. At about 9:50 p.m., emergency dispatch started receiving calls about a body in traffic on northbound I-15. Witnesses reported seeing a vehicle driving erratically and nearly hitting the median."A short time later, witnesses stated a person or what appeared to be a body came out of the vehicle on the driver side. The vehicle then continued for a distance continuing to drive erratically before it came to a stop," a probable cause statement said.A Davis County Sheriff's Office deputy made contact with Oscar Cuevas-Landa near State St. and Main St. in Farmington.According to the probable cause statement, Cuevas-Landa had blood on his hand, forearm and pants, and he was wearing no shirt and only one shoe."After being advised of his Miranda [rights] the subject spoke about the incident stating that he had stabbed the victim multiple times, unbuckled her seat belt, reached over and opened the door and then pushed the victim out of the driver side door," the statement said.Investigators believe Cuevas-Landa had hitched a ride with the victim, whom he didn't know."During that journey, [Cuevas-Landa] stated that the victim looked at him funny, so he stabbed the victim several times and then pushed the victim (driver) from a vehicle moving at freeway speeds," the probable cause statement said.Cuevas-Landa also told investigators he had been using marijuana and LSD.A State Bureau of Investigation agent responded to the area where witnesses reported seeing the body and found the woman dead.Police didn't identify the victim, but said she suffered extensive injuries , including two wounds consistent with stabbing injuries.Cuevas-Landa faces a first-degree felony charge of murder and a second-degree felony charge of aggravated assault resulting in serious bodily injury.This story originally reported by David Wells on fox13now.com. 2006

ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase.
