BEIJING, Aug. 27 (Xinhua) -- Heavy rain battered several east China provinces Saturday, destroying homes and farmlands, while drought persisted in some of the country's arid central and southwestern regions.On Friday and Saturday, five counties in Anhui Province were hit by downpour, the provincial meteorological bureau said.It said 23 towns reported over 200 mm of rainfall in the 24 hours from 8 a.m. Friday to 8 a.m. Saturday. In some villages of Huaiyuan County, the precipitation topped 300 mm, about one third of the annual average volume.In Fengtai County alone, 2,048 people were stranded by rain-triggered flood. BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.

CANBERRA, Sept. 1 (Xinhua) -- Bushranger Ned Kelly's headless body has finally been identified in Australia, more than 130 years after his execution in the Old Melbourne Gaol, Victoria's Attorney- General Robert Clark announced on Thursday.Clark said the bushranger's remains have been identified by doctors and scientists at the Victorian Institute of Forensic Medicine (VIFM).Kelly was an Irish Australian bushranger, considered by some merely a cold-blooded killer, while by others a folk hero and symbol of Irish Australian resistance against oppression by the British ruling class for his defiance of the colonial authorities. He was hanged for murder in 1880 at Old Melbourne Gaol. His daring and notoriety made him an iconic figure in Australian history, folklore, literature, art and film.The project involved collaboration with the ancient DNA laboratory EAAF in Argentina, which has worked with the VIFM on other forensic projects.Clark said "This is an extraordinary achievement by our forensic team here in Victoria," he told reporters in Melbourne on Thursday."To think a group of scientists could identify the body of a man who was executed more than 130 years ago, moved and buried in a haphazard fashion among 33 other prisoners, most of whom are not identified, is amazing." The investigation started when a skull believed to belong to Kelly was handed to the VIFM on Nov. 11, 2009.The skull handed in in 2009 was found not to be that of Ned Kelly, and Glenrowan historian Gary Deans said the next step is to find Kelly's skull."The Government should put a request in the public arena for the return of Ned Kelly's skull," he told ABC News."We know thanks to Jack Cranston, who held the skull around 1929, that it was sitting on a detective's desk. BEIJING, Sept. 8 (Xinhuanet) -- Middle-aged white women drinking alcohol moderately are more likely to stay healthy than nondrinkers, according to a new study from Harvard.The study has followed about 14,000 mostly white women since 1976.As a result, compared with teetotalers, those who had 3 to 15 alcoholic drinks weekly in their late 50s were 28 percent higher of being free from physical disability, chronic illness, mental health problems, and cognitive decline at the age of 70.Even having just one or two drinks per week increased a woman's odds of good health by 11 percent.However, women should be aware that even moderate drinking has been linked to an increased risk of breast cancer, said Qi Sun, M.D., a lead author of the study and a nutrition researcher at the Harvard School of Public Health.These findings don't necessarily apply to men or to nonwhite women. But they reinforced the evidence for the health benefits of moderate drinking.
