SAN DIEGO (KGTV) - The family of a man who died after sky-diving in Otay Ranch created a Gofundme page for his two sons left behind.Jonas Wingen said his brother, Joe, died Sunday after suffering a medical emergency while sky diving."Deployed his chute, everything was fine... While he was descending something happened, he had a heart attack I'm not sure," said Wingen.Joe's two sons, Jo Jo and Riley, now moving to Lake Elsinore to live with their mom, while grieving the loss of their father."Jo Jo, it's hitting him hard, he's 14... Riley's handling it well," Wingen said. He said the family created a Gofundme to help ease some of the hardship and support the boys' future."Jo Jo is going to get braces... We're going to put some of it in a college fund for when they hit 18," he said.Riley created a memorial video showing how much they idolized their dad, remembering jam sessions and adventures. Wingen said Joe liked to ride dirtbikes, go surfing and play instruments."You know he worked hard and he played hard. That was Joe, and he loved his two boys," he said. "The last thing he said to me was, 'I'm going sky diving tomorrow wish me luck, woo!'"Wingen said Joe's last text he sent captured his essence: "fears lead to an average life."Wingen said their family is planning a celebration of life for August 5, which would have been Joe's birthday. SAN DIEGO (KGTV) - The National Weather Service says that conditions are in place for a La Ni?a weather pattern in the fall and winter of 2020-21. That could bring warmer, drier than usual weather to San Diego over the next few months.By definition, La Ni?a happens when the water along the equator is colder than usual. That pushes the jet stream farther north and directs storms away from the Pacific Southwest region of the United States.Because of that, Southern California typically sees less rain during La Ni?a years."What that means for everyone is that our winters can be variable, meaning they can be all or nothing," explains National Weather Service Meteorologist Alex Tardy. "It doesn't necessarily result in more or less rain, though. You just have a very inconsistent winter in general with a La Ni?a pattern like we're seeing developed now."The numbers bear that out. According to the San Diego County Water Authority, San Diego averages 10.34 inches of rain every year, with most of it falling from December through February.But in La Ni?a years, the rainfall is usually below average. During La Ni?a in 2018, San Diego only saw 3.34 inches. A La Ni?a in 2017 brought 12.73 inches. La Ni?as in 2017 and 2012 got 8.18 and 7.90 inches of rain, respectively."The bulk of the historical cases have been somewhat below average," says Dan Cayan from the Scripps Institution of Oceanography. "It's 10 to maybe 30% below what we would normally achieve in those in those core winter months."That's bad news for firefighters across California. Already this year, the state has set records for wildfire disasters, with 7,982 wildfires burning more than 3.6 million acres. A dry, warm fall and winter will prolong wildfire season."That's not a real welcome signal for us here in Southern California, particularly after this extended dry period and heatwaves," says Cayan. "A wetter winter this next year would have been a welcome relief. But the roll of the statistical dice right now does not look like they're in our favor."Tardy puts it more bluntly."We are a tinderbox," he says. "We're looking at fuel moisture that is not just dry the way it should be, but it is record dry."La Ni?a weather also brings more Santa Ana winds, which can help wildfires spread. Tardy says we can expect this to last for several months."The prediction is for the fall is to be warmer than average," he says. SAN DIEGO (KGTV) -- The FBI is asking for the public’s help identifying the man who reportedly robbed a San Diego bank. According to the agency, the man robbed a U.S. Bank located inside a Vons grocery store at 665 Saturn Boulevard. The suspect reportedly approached the teller and made a verbal demand for cash, telling the employee he had a gun. The man made off with an unspecified amount of cash. Pictures show the man wearing a hooded Padres sweatshirt and mirrored sunglasses. He is described as a white or possibly Middle Eastern man in his late 20s or early 30s. SAN DIEGO (KGTV) - The father accused of causing a condo fire in Rancho Bernardo that killed his two children appeared in court Tuesday afternoon for a preliminary hearing.Henry Lopez is accused of passing out drunk with a lit cigarette, setting his condo on fire last October.His children, 10-year-old Cristos and 7-year-old Isabella, were in the home at the time and suffered smoke inhalation. Both children died as a result of their injuries.Lopez was also burned in the fire and hospitalized for some time.One witness told the court Tuesday he heard a female screaming at the scene, but the screaming stopped.RELATED: Father charged after children killed in fireHenry Lopez' ex-wife Nikia Lopez testified the two were in the midst of a divorce. They shared joint custody of their children.  Lopez told the judge her former husband was an abusive alcoholic.She claims she had warned him previously not to smoke in the house around the children."He drank a lot. My goal was to keep it from the kids.  I would wake up in the middle of the night and throw away the bottles in the trash. I would pull him upstairs before the kids woke in the morning... sometimes I would have to clean up his throw up."  He’s not in custody because his defense attorney says he needs to be out to receive medical treatment for the burns he sustained during the fire.Prosecutors believe the fire started in his bed and ultimately spread to the rest of the home.  Investigators found discarded smoking materials and alcohol near the start of the fire.If there’s enough evidence against Lopez and the case goes to trial, he faces up to 14 years in prison for several felony counts including involuntary manslaughter and child endangerment.Lopez is not charged with intentionally starting the fire. 1809

SAN DIEGO (KGTV) - The local ACLU is now firing back at ICE officials after news broke Tuesday of a new measure in place of blocking certain calls from detainees’ being housed at the Otay Mesa Detention Center.“For the government to interfere with the people's ability to make those calls and advocates abilities to receive those calls is deeply troubling,” said ACLU senior staff attorney Mitra Ebadolahi. She’s now sent a letter to both ICE and ICE’s contractor, CoreCivic, demanding answers and writing in part, "…legally, these blockages may violate the constitution."On Tuesday, Alex Mensing with Pueblo Sin Fronteras said his number was blocked along with numbers to another immigrants rights' activist group, Otay Mesa Detention Resistance. Mensing told ABC 10 News, “Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people.”The Otay Mesa Detention Center has come under fire for allegations of poor health conditions and abuses inside as hundreds of people being housed there were testing positive for COVID-19.“Without more information, it does appear that his kind of blockage is either retaliatory or at least viewpoint discriminatory,” added Ebadolahi.The ACLU is demanding that ICE remove the blockage and offer a response by next Tuesday.CoreCivic referred ABC10 News to ICE which sent a statement Wednesday reiterating part of a statement from Tuesday which reported that it temporarily blocked detainee calls to a specific San Diego area phone number after calls resulted in disruptive behavior from detainees.
