GUANGZHOU, Aug. 4 (Xinhua) -- Tap water supply was resumed Wednesday in a south China town after a manganese contamination had led to drinking water shortage for 13,000 people since Monday.Local authorities in Lufeng City, Guangdong Provinceon Wednesday installed three temporary pipes to be connected to another local tap water plant that was not affected by manganese, amid efforts to ease drinking water shortage for residents. The city government said the manganese level in the contaminated tap water provided by a local supplier in Da'an town was 1.2 mg per liter since Monday, 12 times the maximum amount allowed in drinking water. The cause of the contamination was still under investigation and environment specialists from Lufeng City were in town to conduct further analysis, said Huang Xianjia, a city government spokesman.According to the safety standards for drinking water, jointly issued by the Ministry of Health and the Standardization Administration in 2007, the maximum manganese level allowed is 0.1 mg in every liter of drinking water.Huang said the contamination was "not serious." "Tap water still appears clear with no odor. It's safe for washing and bathing."But a resident surnamed Wang showed reporters two pails of water he stored on Monday. Dark sediment was seen clearly on the bottom of the pails."It takes time for the mineral to settle and become visible," said Wang.Wang and his neighbors have joined a rush for spring water in mountains near their homes. "Many families have bought new pails. Some carry water on motorbikes while others use shoulder poles," he said.

BEIJING, July 30 (Xinhua) -- The Chinese government will offer greater financial support to education for ethnic minority groups in the next decade, says a national education plan released Thursday. The Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020) says allocation of public educational resources shall favor minority-inhabited areas."Speeding up educational development for ethnic minority groups is of far-reaching importance for promoting socioeconomic development among the people and in the areas inhabited by them, and for enhancing unity between people of different ethnic backgrounds," the outline says.Efforts shall be made to promote coordinated development of all kinds of education at all levels in minority-inhabited areas, it says.Border counties and impoverished counties in ethnic autonomous areas shall be supported to meet government standards for the construction of school buildings for compulsory education, with special efforts devoted to building boarding schools, it says.Development in senior middle school education in the minority-inhabited areas shall be speeded up. BEIJING, Aug. 4 (Xinhuanet) -- Rising domestic iron ore production and slowing steel demand have hit some foreign miners and affected the global market, industry leaders said on Tuesday.China's iron ore imports dropped for the third straight month to 47.2 million tons in June, while spot prices have dropped to about 2 per ton after peaking at 5 per ton in April. The country's iron ore imports rose 4 percent year-on-year in the first half of this year, figures from the China Iron & Steel Association (CISA) showed. But domestic ore output increased by 28 percent year-on-year to 485 million tons in the same period, with output rising 37.6 percent in the second quarter from the first quarter."Rising domestic ore production is the main factor that drove down imports, largely impacting supply and demand on the global market," CISA vice-chairman Luo Bingsheng said. The figures form part of the bad news for international mining companies in Australia and Brazil that provide more than half of the ores to China.Iron ore imports from Australia, Brazil and India accounted for 62.3 percent of the country's total ore consumption last year.Brazilian company Vale already predicted in June that the share of imported ores in China would drop this year.About 40 percent of Chinese steel mills have to make cutbacks or put plants on maintenance, blaming increasing costs of imported ores and declining steel prices. Oversupply in the industry will continue to lower production, further driving down ore imports in the third quarter, Luo said. The CISA will also reduce the number of licensed iron ore importers to regulate the imported ore market."We will announce new rules for the industry soon, which include higher standards on the environment, energy consumption and capital requirement," Luo said.

BEIJING, Aug. 13 (Xinhua) -- Chinese military forces are rushing to prevent disease in mudslide-devastated Zhouqu County in northwest China's Gansu Province as high temperatures hit the area where at least 1,156 people were dead. While giving medical treatment to 12,000 local residents, soldiers have also sterilized an area of 128,000 square meters in the disaster-hit county, Wang Wenjie, a senior officer with the Lanzhou Military Area Command of the People's Liberation Army (PLA), said Friday. On Thursday, the Ministry of Health warned of disease-prevention challenges in Zhouqu, as dead bodies and dead animals entombed in the mud may easily decay in the hot weather.Although wells have been dug up to ensure water supply, the ministry said sterilization work is difficult as the water may be contaminated during transportation and storage. In order to ensure rescuers' health, more disinfectant and anti-sunstroke medicine has been dispatched to Zhouqu along with fresh clothing. While more equipment is en route to Zhouqu, Wang said more epidemic prevention workers are ready to go to Zhouqu if needed.Tuo Chengxiang, a senior officer with the Chinese People's Armed Police Force, said the main roads into the township are covered in sludge, hampering vehicular access to the area.A total of 6,281 soldiers and armed policemen are participating in the rescue and relief work in Zhouqu. They have saved 45 lives and delivered 808 tonnes of relief supplies.Besides personnel, 17 helicopters and aeroplanes and 35 rubber rafts have been mobilized to the disaster-hit area. Also on Friday, the PLA General Political Department issued a circular ordering soldiers and policemen in Zhouqu to lead the rescue and relief work while giving top priority to saving people's lives.

BEIJING, Aug. 5 (Xinhua) - China's banking regulator on late Thursday said the hypothetical situations in the risk tests of banks, such as a possible slump in property prices, does neither indicate the regulator's judgment on the property market nor possible changes in government property policies. The China Banking Regulatory Commission (CBRC) reaffirmed in an online statement that it allows banks in regions with soaring property prices to suspend loans for third homes according to their assessment on credit risks. The CBRC also said the down payment and the lending rate for third homes mortgage loans should be raised, but the specific amount should be determined by banks. The declaration was made in response to domestic reports that the CBRC had ordered banks in Beijing, Shanghai, Shenzhen, and Hangzhou to stop issuing loans to third home buyers.According to Bloomberg's Thursday report, the banking regulator had told lenders to include worst-case scenarios of prices dropping 50 to 60 per cent in cities where they have risen excessively, which signaled that the government might be growing more concerned about the health of the real estate market.
