Many small businesses are struggling after the pandemic shut down a number of industries. Recently, more than 2,400 small businesses gave their thoughts on how various levels of government are helping them during this tough time.Nate Chai, who heads up the Pro Engagement Team at Thumbtack, says "the purpose of the survey is really to find out how small businesses across the country feel about the public policies that they're working with at the local, state and national levels. Do they feel supported? Do they feel the right policies are in place? Are things changing year-over-year for them?"Thumbtack, an online company that connects people with local independent professionals in industries like construction, wellness and music, conducts a small business friendliness survey every year. This year, they wanted to check in with the small businesses on their site to see how they were doing amid this COVID-19 pandemic."What we did notice is that there were strong divergent between how many felt their states and local governments were doing versus what they saw from the federal government. To put that in perspective, we saw many states score A, A- or B in terms of that local response but at the federal level people almost universally what people were seeing was not good enough," said Chai.Chai says overwhelmingly, small business owners gave the federal government an F when it came to their response. "We saw several states earn Fs and unfortunately the worst of those, starting from the bottom up were Arizona followed by Oregon, Missouri, Georgia and Tennessee," said Chai. The highest ranked states were Vermont, which received an A+, followed by A ratings for Rhode Island, Connecticut, Massachusetts and an A for Maryland. They were very proactive in how to address the pandemic. What I basically mean is they were going by the science," Cassagnol said. Cassagnol says the funding, though, from State and Federal levels, was lacking, as well as information and guidance about programs and how to operate has been inconsistent. Cassagnol says before the pandemic, 80 percent of his company's revenue came from work from the government. Over the last three months, that dwindled down to 5 percent, putting his business in a dire state and prompting him to lay off staff. "It's a survival instinct right now that we're operating on," said Cassagnol.Of the roughly 2,400 businesses that took the survey, 65 percent had only one employee, in that the person owned their business and works alone; 28 percent had two to five employees and the remaining six percent had more than six employees."Given what’s going on, it's a great time to consider reaching out to small businesses if you’ve got those projects on the back burners, and finding ways to support small businesses if you have the means," said Chai."We've got to find a solution to this. America is going to suffer ultimately if the small business isn't there," said Cassagnol. MEDINA, Ohio — With every move of a foot or lift of a leg, 13-year-old Isabel Kirby inspires herself and the people around her."More exercise equals more progress," she said. "If you don't have a good attitude about it, you're not gonna feel up to doing things."The teen from Chippewa Lake, Ohio, was suddenly paralyzed from the waist down eight months ago and was diagnosed with a rare, rapid onset disease known at acute flaccid myelitis or AFM.Isabel is making great progress working with therapists twice a week at the main campus at Akron Children's Hospital and their facility in Medina, Ohio.Back in January, Isabel said she was unable to move her legs.During therapy this week, she lifted her legs from a table and a wheelchair and walked with braces called reciprocating gait orthosis (RGO). Physical therapist Renee Parsons provided assistance and encouragement.Isabel is also able to move the pedals on a stationary bike with electrical stimulation and swim in a pool on her own. She can almost stand upright holding the sides of the pool."She just blows me away, honestly. Amazing. She is focused and motivated and strong and brave," said her mom, Noel Kirby.In a few weeks, the family will head to New Jersey to allow Isabel to participate in Project Walk, which helps people recover from life-changing paralysis. Donations through a GoFuneMe account are helping to pay the out-of-pocket costs for the five-day visit.Isabel, who plays softball and is heading into eighth grade at Cloverleaf Middle School, remains hopeful that one day she will be able to walk again on her own."I think I could get to that point," she said."She's gonna do it. "She's trying everything she can to get to where she wants to walk again."Hours after the Kirby family opened presents on Christmas morning, Isabel complained of weakness in her legs.Her parents thought it was growing pains or possibly dehydration, but the next day, Isabel was unable to walk. The eventual AFM diagnosis stunned the family."I just think that people need to know that this is out there, that this exists because we didn't," Noel said.The Centers for Disease Control and Prevention recently warned of a potential AFM outbreak by the end of the year.There have been more than 600 confirmed cases nationwide since the CDC began tracking the illness in 2014. The numbers have spiked higher in even years, which is part of the reason for the concern over 2020.However, Dr. Matthew Ginsberg from Akron Children's Hospital, stressed AFM is still very rare with about 200 to 250 U.S. cases in peak years."Any child who has an onset of weakness in the arms and legs should seek emergency medical attention," Ginsberg said.Medical experts say many children with AFM will have a fever or respiratory illness days before the weakness occurs. AFM has been associated with Enterovirus D68."It's thought to be caused either by a viral infection that affects some of the nerve cells in the spinal cord or inflammation reaction to that viral infection," Ginsburg said.Isabel is thrilled that she's doing better as she works towards her goal to walk again while stressing that keeping a positive attitude is important to her recovery."Life happens, honestly. Los Angeles-area protests calling for justice for an 18-year-old man shot and killed by police last week ended Sunday when police reportedly fired tear gas and rubber bullets at protesters.Video from Sunday's demonstrations shows police using chemical dispersants and shooting projectiles at protesters in Compton.One protester told CNN that the confrontation escalated into violence when a demonstrator wouldn't "back down" to police.KCBS reports that six people were arrested for unlawful assembly, and one person was charged with resisting arrest.Demonstrators were calling for justice for 18-year-old Andres Guardado, who was shot and killed by Los Angeles County Sheriff's deputies in an alley behind a Los Angeles auto shop on Thursday.Police say Guardado flashed a gun and then fled as officers chased him. CNN reports that a deputy fired six rounds at Guardado. Investigators say they recovered an unregister semi-automatic pistol at the scene that included an illegal extended magazine loaded with live rounds.Guardado's family maintains that he was working as a security guard at the body shop at the time of the shooting, and added that they do not believe he owned a gun. But police officers claim that Guardado was not recognizable as a security guard because he did not have a uniform on and was not wearing a gun belt.California law also requires that security guards be at least 21 years old.Capt. Kent Wegener, the head of the department's Homicide Bureau, says investigators have taken six or seven exterior cameras from the scene of Thursday's shooting.
