Detective Scott Mandella is hiking near Burien, Washington. With him are two outreach workers. They’re looking for homeless people who, Mandella says, live in the woods.Right now, he’s looking for someone in particular: a man by the name of Ed Davis.“Have you made any efforts to reach out to the VA lately? What do you got going on man? You deserve a lot more than this,” Mandella said to Davis after locating him.Davis replied, "Well, I applied for the stimulus and all that."Davis says he’s lived in these woods for about three years. It's been three years with no heat, dealing with the elements, and fighting to survive.His story is a lot like others who end up homeless. He made some mistakes, and now he’s paying for them.“Years ago, I sold my house, out in the peninsula. I had good intentions of reinvesting it," he recalled. "When I have problems, I kind of get into a self-destructive mode, and I blew the money. Started doing drugs and everything. You know, I battled with it for quite some time and ended up out here,” said Davis.It may not look like much, but Davis has built a walkway down to where he sleeps, decorated his front entrance, and he even keeps fresh milk from spoiling by cooling it in the stream that runs by.He isn’t the only one who lives here. The outreach workers brought sandwiches and left some for the other people living in the camp, who were present at the time.But Mandella came for a different reason, and it was to let Davis know he has to leave his home in the woods. Mandella says the city parks department is going to evict him, and the others who live in the woods, within a few weeks because of complaints from walkers and people who live nearby.Davis likely only has a few weeks left before he’s forced to leave the place he has called home for the last three years. He hopes to get a hold of his stimulus check and use it to find a place to live.He said he's hoping to find a new place to live that offers some solitude. Solitude he may have to cherish for just a few more weeks before he faces more uncertainty. 2069

DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. DALLAS — Southwest Airlines is moving closer to the first furloughs in the airline's nearly 50-year history. The airline warned nearly 7,000 employees this week that they could lose their jobs unless labor unions accept concessions to help Southwest cope with a sharp drop in travel during the pandemic. That's roughly 12% of the airline's staff.The jobs impacted include customer service agents, ramp agents, operations agents, provisioning agents and freight agents nationwide. Last month, Southwest warned another 400 mechanics could be furloughed. Southwest is seeking pay cuts of around 10% in exchange for no furloughs through 2021. In WARN letters required by law of the possible involuntary furloughs, Southwest says they were able to operate without any employee pay cuts, layoffs or furloughs this year because of the Payroll Support Program in the CARES Act from Congress. Once the protections and funding expired on September 30, the airline says they implemented voluntary separation opportunities, "with approximately 25 percent of Employees taking voluntary options," the airline writes. The airline’s top labor-relations official says negotiations with unions have stalled. Unions say they have proposed cost-cutting measures to Southwest, but management has rejected them and refuses to consider any more voluntary buyouts to reduce the workforce. 1372
DEL MAR, Calif. (KGTV) -- A push is underway to protect the Del Mar bluffs from crumbling with a stabilization project set to start soon. It’s part of a long-term effort to protect the trains and tracks running along the fragile cliffs. Some residents say it’s not a permanent solution. "Anyone that's ridden on the trains through Del Mar… knows you have a great view there but that's because the train tracks are fairly close to the Del Mar bluffs."A little too close for comfort. Heavy rainfall this winter triggered several Del Mar bluff collapses, reminding the county just how fragile they are. "What was very tragic and unfortunate in Encinitas was loss of life. Bluffs in Del Mar had a number of failures just this past winter. And we were very lucky here was nobody on top or below when those bluffs failed."But Jim Linthicum, SANDAG's Director of Mobility, says right now the train tracks are safe. “Had a number of projects since 2003 to stabilize, but public doesn't normally see because they are buried piles 65 feet deep."Now they're in phase 4, the million dollar project includes repairing seawalls, storm drains and drainage channels. “We're even doing drainage on side, drainage holes, drain water out of bluffs to reduce pressure." "This is a short-term fix, you're trying to slow down the inevitable."Geologist Pat Abbott says the problem is a hard one to solve, but believes the current plan is just a band-aid. "The easiest thing to do, what has been done, is let's do a band-aid now and pass it on to the next generation as if it will be simpler for them to solve than us."Regional planners say they are thinking long term, hoping to construct a tunnel after the year 2050. But that will be costly and complex, so SANDAG says it will do what's necessary to protect what's here now. Monday night, the Del Mar City Council approved the encroachment permit, allowing SANDAG stabilization of bluff to move forward in September. 1957
