BEIJING, April 6 (Xinhua) -- China will promote health-care reform in four areas -- public health services, medical treatment, medical insurance and drug supply -- for both urban and rural residents, according to a central government document released on Monday.     The reforms will make health-care more convenient and affordable and narrow the urban and rural gap, said the reform guidelines, jointly issued by the Central Committee of the Communist Party of China (CPC) and the State Council.     The government will provide unified education on disease prevention and control, health-care for women and children, first aid, blood donation and family planning to both urban and rural residents, the guidelines said.     Efforts will be made to further improve the sanitation of living and working conditions for urban and rural residents and to deal with all forms of pollution, said the document, adding that the monitoring for food sanitation and sanitation at work places and schools will be strengthened.     Medical treatment will mainly depend on nonprofit medical organizations with state-run hospitals playing the major role and commercial hospitals developing in a complementary way, the guidelines said.     The medical service in rural areas will be greatly improved, with emphasis on county-level hospitals. Large hospitals in cities should provide long-term aid to county-level hospitals in terms of clinical services, personnel training, technological guidance and equipment sharing, according to the document.     The reform will set up a new urban medical system based on community health-care services, which can help lower the medical expenses and provide more convenient service.     Chinese traditional medicine will play a bigger role in disease prevention and control, and in dealing with emergency public health incidents and medical care services, the document said.     The guidelines said a comprehensive medical insurance system composed of the basic medical insurance for urban employers and employees, basic medical insurance for urban residents and a new rural cooperative medical care program will cover 90 percent of the population by 2011.     In 1998, China began to establish a medical care system, aimed to cover all employers and employees in urban areas. The country introduced a comprehensive medical insurance program, which covers all urban residents, including children and the unemployed, in July 2007. A total of 79 cities were selected to launch the pilot program.     The insurance system's principle will shift from major diseases to also covering minor diseases. Commercial medical care insurance will also be made available to meet individual needs, according to the guidelines.     The document said China will speed up the establishment of a drug supply system to ensure basic supply and safety. The system is based on a catalogue of necessary drugs that are produced and distributed under government control and supervision.     The basic medical insurance will cover all listed drugs to effectively provide access to a range of basic medicines and to reduce quality problems, and prevent manufacturers and business people from circumventing the government's price controls.

NAIROBI, Feb. 8 (Xinhua) -- Chinese President Hu Jintao will pay state visits to the African countries of Mali, Senegal, Tanzania and Mauritius in mid-February, his second trip to the continent in search for closer cooperation since the 2006 Beijing Summit of the Forum on China-Africa Cooperation.     The top-level visit follows a four-nation African tour by Chinese Foreign Minister Yang Jiechi in intensified efforts to forge full partnership with Africa.     China and African countries have made great achievements in developing a new type of strategic partnership since the Beijing Summit, with more frequent high-level exchanges.     Three months after the summit, President Hu Jintao embarked an African tour of eight countries initiating the process of implementing the achievements of the summit to benefit the continent. Some senior Chinese officials also went to Africa on friendly missions in 2008.     On African side, more than 20 leaders visited China last year, attending the opening ceremonies of the Beijing Olympics and Paralympics or watching the Olympic Games.     African countries have always been supportive on issues concerning China's core interests since the establishment of diplomatic ties decades ago and offered aid and support to China's quake relief efforts last year, showing the deep friendship between the two sides.     China cherishes the support from the continent and pledges to further implement the achievements of Beijing Summit by helping African countries maintain political stability and boost economic development.     China devised an eight-measure policy to enhance economic and trade cooperation with Africa in 2006 Beijing Summit, including assistance, preferential finance, construction of a conference center for the African Union, debt cancellation, more African market share in China, professional training, and establishment of trade and economic cooperation zones in Africa.     The policy has been effectively carried out with remarkable achievements in the past two years.     By the end of 2008, the China-Africa Fund had invested nearly 400 million U.S. dollars in 20 projects, generating an investment in Africa by Chinese enterprises to about 2 billion dollars.     Bilateral trade hit 106.8 billion dollars in 2008, after exceeding 10 billion dollars in 2000.     The made-in-China brand finds its way into African families, while market share for a variety of African commodities in China has also snowballed.     China has also cancelled part of debts for the most indebted and least developed countries in Africa, at the same time, lifting tariffs on imports from those countries.     In addition, the construction of economic and trade zones or duty free trade zones in Africa is progressing smoothly, including the Zambia-China Economic and Trade Cooperation Zone, the Guangdong Economic and Trade Cooperation Zone in Nigeria and the Lekky Duty Free Trade Zone in Lagos, Nigeria, the Egypt-Suez Economic and Trade Zone and Ethiopian Orient Industrial Park.     Cultural exchanges have also been active and fruitful between the two sides.     African song and dance have gained their audience in China and China's Confucius Institute has also taken root in Africa since its first landing in the University of Nairobi, Kenya, in December 2005.     Cooperation and exchanges between China and Africa have enhanced friendship and understanding between the two peoples.     Malian President Amadou Toumany Toure, whose country is the first in sub-Saharan Africa to establish diplomatic ties with China, applauded the Chinese President's upcoming visit, hoping it will bring bilateral cooperation to a new height.     Mali will warmly welcome President Hu, Toure said, adding that he will invite Hu to attend the inauguration of a China-aid bridge project in the country's capital Bamako.     Senegal is also looking forward to Hu's visit. Abdoulaye Balde, spokesman for the presidential office, said his country was bracing itself for the first visit by a Chinese head of state since the two countries resumed diplomatic ties three years ago.     Senegalese President Abdoulaye Wade visited China twice in 2006 in a bid to boost bilateral ties, Balde said, expressing his belief that the top-level exchange would give impetus to the development of strategic partnership between the two countries.     Officials in Tanzania and Mauritius also welcome Hu's upcoming visits, hoping to further enhance cooperation with China, which they see as a rising power that will benefit Africa as well as other developing nations.

BEIJING, March 7 (Xinhua) -- China should keep potential polluters away from the industry-heavy Yangtze river, the country's longest, by raising threshold and readjusting industrial layout, a political advisor said here Saturday.     "We must set quotas on and raise threshold for potential polluting plants along the Yangtze River to wipe out pollution from the roots," said Chen Qinghua, a member of the 11th National Committee of Chinese People's Political Consultative Conference (CPPCC), the top political advisory body.     A monthly report on China's surface water quality showed the Yangtze River was slightly polluted in December 2008 and its branches suffered medium-level pollution, according to the Ministry of Environmental Protection.     China's sizzling economy has seen a surge of heavily polluting industries along the lower valley of the Yangtze River.     Nearly 10,000 of the 21,000 chemical companies in China are along the 6,300 km-long Yangtze River, according to Chen. More than 20 chemical industry parks were under construction.     Local governments had built more than 40,000 reservoirs along the river and its branches in a scrabble for water resources, which has further degraded Yangtze's ecological system, he said.     The government was expanding domestic demand and increase investment amid the global financial crisis, he said.     "We should take the opportunity to improve sewage treatment facilities in cities, and move faster to readjust industrial layout and structure along the river," said Chen, also chief of the Jiangxi Provincial Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), one of China's eight non-Communist parties.     China has seen a spate of industrial accidents along major rivers that disrupted water supplies in cities in recent years.     In the latest incident, at least 200,000 residents in Yancheng,a city in eastern Jiangsu Province, were deprived of tap water supply for three days last month after a chemical factory illegally dumped the disinfectant phenol into a local river.     The city mayor promised earlier this month to shut 33 of the city's 317 chemical plants to check contamination.

  

  

BEIJING, April 7 (Xinhua) -- Chinese Vice Premier Li Keqiang told former French Prime Minister Jean-Pierre Raffarin Tuesday that efforts should be made to ensure the "healthy" and "stable" development of Sino-French relations.     Li recalled the experiences on the bilateral ties since China and French forged diplomatic relations 45 years ago, noting that sound political relations and trust served the fundamental interests of the two peoples and were vital to boost cooperation.     Li also briefed Raffarin on China's economic situation, adding the measures China adopted to curb the global financial crisis "have been taking some effect."     "We are confident of maintaining China's stable and rapid economic growth and highly value foreign trade cooperation with countries such as France," Li said.     Raffarin, who is in Beijing to attend a Sino-French economic seminar, said expressed his commitment to continuing to promote the bilateral strategic partnership.
