A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. A van slammed into a crowd Saturday in an apparently deliberate act in the German city of Muenster, killing two people and leaving 20 others injured, officials said.The driver also shot and killed himself, a police spokeswoman said. The driver was a German citizen, said Herbert Reul, state minister for internal affairs in North Rhine-Westphalia state.Authorities are treating the incident as an attack. There is no known connection to radical Islam but investigators are still looking into the driver's background, Reul said.Police earlier said there were three deaths. Reul clarified later Saturday that the total included the attacker.Muenster police spokesman Andreas Bode said law enforcement is looking into witness reports that some people fled the attacker's van after the attack. He also said there was a suspicious object in the vehicle that was under investigation.Bode said the motive of the driver is unknown.The attack happened in the old part of the western German city, an area popular on weekends. A San Diego woman spent months stealing from visitors inside some of the city's fanciest waterfront hotels, Harbor Police say.Anjeanette Crumrine, 49, allegedly stole more than ,000 worth of items -- largely from the Hilton Bayfront, Manchester Grand Hyatt, and Sheraton Harbor Island. Harbor Police say she also stole a violin worth ,000 from a classroom at Point Loma Nazarene University. "It worked for her, so she just continued to do what she was comfortable with," said Harbor Police Sgt. Michael Dye. Crumrine often targeted guests attending conventions at the large hotels. She'd walk in, pick up a suitcase, purse, or briefcase, go into an empty bathroom, pick through it, before leaving, police say. Crumrine is also accused of using the stolen credit cards to buy gift cards, and one time changed into stolen clothes inside one of the hotel bathrooms before walking out. "If it's a convention you have people moving in and out of rooms," Dye said. "It's an easy target because she would go unnoticed."Police arrested Crumrine?on April 18 after a slow speed chase through Valencia Park. But the threat of petty crime isn't over.Harbor Police report 218 property crime instances so far this year, up 22 percent from the same time period in 2017."We're just extra careful. We carry all of our stuff most of the time," said Jennifer Jones, visiting from Denver. "I don't put my stuff down. A Texas jail guard suffered a heart attack two years ago, and if not for a group of inmates, he could have lost his life, WFAA-TV reported.Gary Grimm of Weatherford, Texas is thankful for those inmates who gave the now 52-year-old retired jail guard a second-chance at life."Instead of overtaking me and taking my gun, and killing me or taking a hostage and escaping, they looked at me as a human being," Grimm told WFAA. The inmates reportedly had to knock down a locked gate to get to Grimm after they realized he was having a medical emergency. The group of eight inmates were able to get the attention of others in the jail, who were able to help Grimm seek medical attention. Grimm never got the opportunity to personally thank the inmates as they were transferred to other institutions."I get emotional. If they wished harm for me, all they had to do was sit there and do nothing," Grimm told WFAA. Grimm said he treated inmates the way he would want to be treated. Perhaps, that is why they came to his aid when he needed it."I don't care if they're a drug user, hot check writer, or child molester. They're still a human being. I don't have to like what they did, but it's not my position to be the judge and jury," Grimm told the station. 1275
