Richardson IV formally assume duties as deputy commanding general for operations of III Corps and acting senior commander of Fort Hood.The change will take effect on Sept. 2.Army officials say the change in leadership was previously-scheduled and will enable "continuity of command" as III Corps returns from its role leading the Combined Joint Task Force-Operation Inherent Resolve.Maj. Gen. Richardson previously served as FORSCOM's director of operations from 2019-20 and was selected in March 2020 by the Department of the Army to serve as the next DCG for III Corps.Maj. Gen. Scott Efflandt will continue to serve as the deputy commanding general for support and will remain at Fort Hood to assist with the reintegration of III Corps as they return from their mission supporting Operation Inherent Resolve.With Maj. Gen. Efflandt remaining at Fort Hood, the Army will announce the name of a new commander for the 1st Armored Division, which Efflandt had previously been designated to lead. The state of Texas has already had nearly as many voters cast ballots in the 2020 election than in the all of the 2016 election.This year’s election is still five days away.Throughout the country, lines have formed at early voting centers to cast a ballot in next week’s election. According to the US Elections Project maintained by University of Florida professor Michael McDonald, more than 80 million voters have already submitted a ballot. Millions more are expect to vote between now and Election Day.In Texas, the number of early votes equals 95% of the total ballots cast in 2016. Part of what has driven the vote in Texas is for the first time in the 21st century, Texas is considered a battleground in the presidential election. In Travis County, which is where Austin and University of Texas is located, more voters have cast ballots there than in the 2016 election.Who is winning the early vote?According to a CNN poll released on Wednesday, Joe Biden is leading among those who have already voted by a 64-34 margin. Other national polls have similarly showed Biden leading early voting by up to a 2-to-1 margin.The challenge for Trump will be to make-up ground on Election Day. The same CNN poll showed Trump leading 59-36 among those who plan on voting on Election Day. Trump will need a strong Election Day turnout in order to overcome the lead Biden has likely established in early voting. In Pennsylvania, the early vote equals 34.3% of the 2016 vote.Similarly to Texas, Georgia, which has been a traditional GOP stronghold in recent decades, is a battleground state in 2020. There, the number of early voters equals 82% of the 2016 count.How votes will be tallied on Election DayEach state will release early voting numbers differently, and with such stark differences in how Trump and Biden voters are casting ballots, the numbers could have significant swings.In Pennsylvania, the early vote is expected to come in last after all ballots counted on Election Day are tallied. That means Pennsylvania will likely show a significant lead for Trump on Election Night, with the former vice president trying to make up ground. Some counties have said they will not even start counting the early vote until the day after the election.In close states that release the early vote first, Biden will likely amass a huge lead that will slowly evaporate throughout the night. According to the COVID Tracking Project, the U.S. has recorded at least 100,000 new cases of the virus every day since Nov. 3. Since that time, the rolling 7-day average of new cases has nearly doubled from about 85.000 a day to about 159,000 a day.And health experts expect deaths and caseloads to further increase in the coming weeks. The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124
