SAN DIEGO (KGTV) - For the second time in a month, Mexico is mobilizing its National Guard. According to our reporting partner, Televisa, 15,000 troops will be at the U.S. border Monday morning.Earlier in June, Mexican authorities announced they were sending hundreds of troops to it's southern border to keep migrants from entering from Guatemala. All this in an effort to curb rampant migration."It's exploded without a solution," Foreign Affairs National Security Analyst Ron Bee said. "It's the Mexican response to the threat of tariffs made by President Trump. if they don't do enough to stop Central Americans from entering their country, and traveling across Mexico and entering our country."Televisa tells 10News that 500 troops will patrol from Calexico to Tijuana. There will be a ceremony Sunday in Mexico City."If they [troops] come across illegal immigrants they'll have to apprehend them and take them to a facility to hold onto them until they decide what to do," Bee said, whether that's sending them back home or allowing them to apply for asylum.Mexico already ramped up pressure on migrants, by cutting funding to overflowing migrant shelters, "shelters in Mexico have less access to resources, they are receiving hundreds and hundreds more people than before. They are setting up tent cities," Alex Mensing, Project Coordinator with Pueblos Sin Fronteras, said.He added Mexico has taken other measures to discourage migration, "at this point even private bus companies are being pressured to not allow people onto buses without presenting valid government ID."Bee says this is all a symptom of a bigger problem, saying the U.S. needs to adjust how we handle the large flow of migrants, or we'll repeatedly see this issue. 1749

SAN DIEGO (KGTV) -- Employees at a Little Caesars franchise location in Logan Heights say their paychecks are bouncing and management is not responding to their concerns. The workers say the problems started in March, and they told 10News they've received paychecks, only to have them bounce a few days later and racking up banking fees every time. The employees 10News spoke to, from the National Avenue location, did not want to be identified. When they spoke out to supervisors, the employees claimed they were told to not to bother upper management. Other times, they said, they were left in the dark with no response. Employees identified the owner as Tony Bith, saying he owns at least a dozen Little Caesars locations throughout San Diego County. The one in Barrio Logan on Main Street is also closed; the National City Location on Plaza Boulevard is still open. 10News tried to reach Bith by phone but did not hear back as of the publication of this story. 10News also attempted to make contact with him at his home address, but could not access him because he lives in a gated community. 10News reached out to Little Caesars corporate to find out if they were aware of what was going on and they sent the following statement: 1243

SAN DIEGO (KGTV) -- Democrat Ammar-Campa Najjar and Republican Darrell Issa have emerged as the favorites to represent East County's 50th Congressional District, according to a scientific poll released Tuesday. The 10News/Union-Tribune scientific poll comes one week before the March primary, in which voters will head to the polls for the first time since Republican Congressman Duncan Hunter resigned in January after pleading guilty to one count of felony campaign fraud. The poll, of 552 likely voters, shows Campa-Najjar, the lone household Democrat, leading the field with 35 percent of the vote. Former Congressman Issa, a Republican, comes in second with 21 percent, with former San Diego City Councilman Carl DeMaio at 15 percent. The poll had 12 percent undecided and State Sen. SAN DIEGO (KGTV) -- Employees at Sovereign Health in Rancho San Diego tell 10News they have not been paid for weeks.Tracy Hydorn is one of those employees. She wiped away tears, thinking about her piling expenses."I haven't been able to send my son to his prom, buy his yearbook, get tires on my car," Hydorn said. She got emotional as she talked about being able to do "basic paying" of items.Hydorn works at the Sovereign Health facility on Steele Canyon Road. She said her paychecks are five weeks behind."The people that I work with are good people and they're working hard, but the corporation doesn't care at all," Hydorn said.She is not alone. The company has six locations across the country with about 500 employees. Eugene, a driver for Sovereign Health in Florida, said his paychecks are weeks late. He was forced to take on another job as an Uber driver to make money. "I Uber'ed until 5:30 in the morning... and still didn't make enough money to pay my rent," Eugene said.A spokesperson for Sovereign Health told Team 10 payroll issues have been going on throughout the company for six weeks due to a transition to a new vendor. He would not say who that vendor was. They are hoping the situation will be taken care of by early next week and apologized to its employees. Hydorn is trying to hang on, but she is tired of the company's excuses."If anything they had said had been genuine or you could believe it, it would be easier to deal with," she said.  1496
