NASHVILLE, Tenn. — Tennessee will soon have one of the most restrictive abortion laws in the nation.Just after midnight Friday morning, state lawmakers passed a fetal heartbeat bill. The law was one that Gov. Bill Lee said was one of his priorities for the current legislative session, adding that he believes that "every human life is precious, and we have a responsibility to protect it."The bill would ban abortions once a fetal heartbeat is detected, typically about six weeks into pregnancy. It's not uncommon for a fetal heartbeat to occur before a woman knows she is pregnant.The bill would also require mothers to get an ultrasound before an abortion and would forbid an abortion when the doctor is aware the decision is motivated by race, sex, health or disability."It does that in a way that we believe is legally defensible," Rep. William Lamberth, R-Portland, said. "Every time we have passed a measure that was in favor of a life in the womb, it has been challenged in the courts. This bill is in such solid legal footing. We feel good about the fact that it could save millions of lives. And those lives are their most vulnerable because they are still in their mother's womb."The passing of the bill shocked Democrats and anti-abortion activists because they had been told for weeks that the Senate would not take up the bill."The fetal heartbeat bill, which is one of the most extreme, anti-choice bills passed in the United States, was used as a trade-off by the House Republicans to get some budget concessions," Rep. Mike Stewart, D-Davidson County said. "I just don't think serious legislation like that should be used as a budget bargaining chip.""Lack of access to abortion care particularly harms those struggling financially and those who already face significant barriers to health care, including people of color, people with limited incomes, rural people, and young people," the American Civil Liberties Union said in a statement. "Politicians should not be deciding what is best for women and certainly not making reproductive health care decisions for them. "NASA officials subsequently offered to buy the rover, but the scrap yard owner refused and, realizing its historical value, sold the vehicle at auction for an undisclosed sum."In another instance, NASA lost track of a bag containing moon material, which was eventually sold for .8 million.The "Apollo 11 lunar collection bag" was "seized by the Federal Bureau of Investigation from the home of a former chief executive officer for the Kansas Cosmosphere and Space Center during a criminal investigation," the IG found, then sold at a Marshals Service auction. NASA learned of the bag in 2015 when the purchaser asked the agency to verify its authenticity, but a judge turned down NASA's request to take possession of the bag, and the unnamed individual auctioned it off.As the Space Shuttle program wound down, NASA improved its processes for keeping track of historical artifacts, the report said. But that has not helped the agency recover items dating to the Mercury, Gemini and Apollo space missions of the 1960s and 1970s.Items from that era, the report said, have shown up in online auctions because "NASA freely gave property as gifts to astronauts and other employees and contractors." 2360

  

Music producer DJ Khaled and boxer Floyd Mayweather Jr. were charged by the Securities and Exchange Commission with promoting investments in initial cryptocurrency coin offerings without revealing that they'd been paid.The SEC has said that cryptocurrency coins sold in initial coin offerings (ICOs) may be considered securities and subject to federal securities laws.Both Khaled and Mayweather settled with the SEC and agreed not to promote any securities, even digital ones, for two years and three years, respectively, the SEC said Thursday. They also agreed to give the money they'd received to the SEC and pay penalties and interest.Mayweather failed to disclose that he'd received 0,000 from three different ICO issuers, including 0,000 from Centra Tech. Khaled failed to disclose a payment of ,000 from the same company.Centra has separately been charged by the SEC, which alleged that its ICO was fraudulent.Centra could not immediately be reached for comment.Both Mayweather and Khaled promoted Centra's ICO on their social media accounts. Khaled called it a "game changer" while Mayweather encouraged his followers to get in on the ICO, saying he'd taken part.Mayweather also commented on another ICO, saying he was going to make a lot of money."You can call me Floyd Crypto Mayweather from now on," he tweeted.The SEC, which has made it clear that ICOs can be fraudulent, encourages would-be investors to be wary of those ICOs that are endorsed by celebrities."With no disclosure about the payments, Mayweather and Khaled's ICO promotions may have appeared to be unbiased, rather than paid endorsements," said SEC Enforcement Division co-director Stephanie Avakian."Social media influencers are often paid promoters, not investment professionals, and the securities they're touting, regardless of whether they are issued using traditional certificates or on the blockchain, could be frauds," said Steven Peikin, another SEC enforcement division co-director.This is the first time the SEC has brought charges against individuals for promoting ICOs and the investigation is ongoing. 2128
