I am always very careful about spending money," she said.A survey done by the China Youth Daily Survey Center in December last year showed that 81.6 percent of 4,060 surveyed tenants around China thought that their rent had increased, and 80.6 percent said the soaring rent has greatly affected their lives.More and more young, white-collar Chinese have found themselves in an embarrassing situation: they have to bear a heavy financial burden from soaring rent and housing prices while not qualifying to enjoy preferential policies the government offers to low-income people, such as low-rent apartments.Lu Wei, a programmer working at a leading portable website, witnessed the housing rent increasing over the past four years."It would cost nearly 1,000 yuan less per month for a midium-decorated two-bedroom apartment in 2006," he said, now sharing a two-bedroom apartment with a friend near Beijing's downtown.Liu Qingzhu, research fellow with the Chinese Academy of Social Sciences, argued that housing rent has taken up too much of young people's income."Spending one-third or even a half of their income in housing rent is too much. BEIJING, Nov. 20 (Xinhua) -- China Petroleum and Chemical Corporation (Sinopec), China's largest oil refiner, said Friday it has suspended diesel exports to relieve shortages in the domestic market.Sinopec also said it is seeking to import 200,000 tonnes of diesel.PetroChina Co., China's largest oil producer, plans to import 200,000 tonnes of diesel. Some 35,000 tonnes of it has already arrived.Insiders said China's diesel output in the first nine months soared, prompting the two oil giants to expand exports.Sinopec attributed recent hikes in the domestic price of diesel to hoarding, seasonal factors, transport factors and energy-saving measures."The fundamental reason for the diesel shortage is the industry monopoly. Oil refiners are not keen to increase production because profit margins in the sector are relatively low," said Qi Fang, director of the Hebei Provincial Petroleum Industry Chamber of Commerce."The two oil giants operate on a planned-economy basis, resulting in an unbalanced supply-and-demand situation. Supply and demand can easily outstrip each other as government planning cannot keep pace with changes in the market," Qi said.Statistics from the General Administration of Customs show China exported 360,000 tonnes of diesel in October - only slightly lower than the 368,100 tonnes it exported in September - even as diesel shortages worsened.Diesel imports in October rose to 400,000 tonnes, up from 250,000 tonnes in September.

The development of animal husbandry not only helps herders improve their living standards but also concerns cities' non-staple food supply, the Premier said."Periodic bans are an important step to restore the grasslands. They should be implemented gradually. Herders' living standards should not be lowered and pastoral regions' supply of beef and mutton should not be reduced during the process," he said.Officials should visit yurts to discuss the policy with affected herders, Wen said while inside a yurt, a traditional Mongolian tent.He called on authorities to devise policies for the sound and fast development of pastoral regions, on the basis of the new reward-compensation mechanism.He urged local governments to make more efforts to improve grass seeds, livestock and irrigation systems, to provide vocational training for herders and to facilitate the modernization of stock breeding and pasture areas.

BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting.In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.

BEIJING, Jan. 8 (Xinhua) -- Just about two months ago, with a few clicks of the mouse, Chen Ying was able to watch her favorite American TV series, The Vampire Diaries or Gossip Girl, online for free.Like Chen, an employee of a foreign-invested company in Shanghai, many U.S. TV series fans in China have little choice but to watch video clips online because domestic cable channels do not broadcast copyrighted ones. Some even volunteer to upload clips onto video-sharing websites without any charges.But now Chen can rarely find such unauthorized online videos of foreign TV series.In November 2010, the State Administration of Radio, Film and Television (SARFT) announced a ban on any forms of trading and supplying unauthorized foreign TV series.Along with the ban, the Ministry of Culture launched a six-month nationwide crackdown on counterfeiting in October to halt the theft of intellectual property rights (IPRS) and promote public awareness in IPRS protection.In response, China's major video-hosting websites, including Youku.com, Tudou.com and Ku6.com, removed unauthorized foreign TV series videos.A podcastor, using an online name "Xueselaoxie" on the Nasdaq-listed Youku.com, said some 7,000 unauthorized videos of American TV series he had uploaded were deleted by the website in one night.To fans of foreign TV series, the ban might be a nightmare. But to the country, it was an important step in fighting IPRS infringement, said Li Yongqiang, assistant to CEO of Beijing Baofeng Inc., a provider of online video-hosting service.Similar regulations were issued earlier. But never had they received as many reactions as did this one, Li said."I checked some portals after the ban became effective. Some websites removed all the unauthorized videos of American TV series in just one night," Li said."I believe the entire online video-sharing industry had realized the importance of a healthy development environment, and people's awareness of IPRS will be raised," Li said.Following the order from the central government, many provinces beefed up their efforts in cracking down on online IPRS infringement.In northeast China's Jilin Province, the provincial copyright administration shut down two websites, o2sky.com and imdj.net, after they were found illegally providing unauthorized videos of South Korean movies.The ban has resulted in a reshuffle of online video-sharing industry in China, with major domestic websites gearing up to offer copyrighted imports of TV series and films.Sohu TV offered many copyrighted online videos of American TV series, including Gossip Girl, the Big Bang Theory and Nikita, after signing agreements with Warner Bros..Youku.com signed agreements with three major South Korean TV stations - MBC, KBS and SBS. It has also purchased rights from Warner Bros. to stream the hit movie "Inception," and charged five yuan (about 75 U.S. cents) for each view.Additionally, Tudou.com is trying to produce its own films and TV series."From website operators to video producers, content copyright has become more crucial to the survival of video portals," said Li Shanyou, CEO of Ku6.com."It's good to protect IPRS, but I would still like to watch the TV series online for free," said Cui Shan, a citizen of Changchun, capital city of Jilin Province."Definitely there are markets for foreign TV series or movies in China," Cui said. "I think those websites should import more copyrighted movies and keep offering them at a low price to win markets."China now has more than 200 million video website users and the market is growing, said Li Yongqiang. More paid online video programs will emerge as the cost of importing authorized films and TV programs rises.Li said it is likely that video-sharing websites join hands to import copyrighted programs from overseas in order to lower the cost of watching TV series online."But after all, the spirit of the Internet is to share resources. So as China's online video industry becomes more regulated, more resources should be encouraged to be shared for free on the Internet, " Li said.
