SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. Cate said he would prefer to address homelessness with a system of incentives rather than mandates and punishments, but said he was reserving judgment on the plan until more details are released.The Council of Regional Homeless Advisors wants to put the issue before voters on the November ballot. SAN DIEGO (KGTV) -- A toddler found near Lincoln High School Thursday afternoon has been reunited with his parents.According to a witness, the child was found wandering around near the corner of Franklin Avenue and Gloria Street.The witness, who had just dropped her granddaughter off at cheer practice, said the toddler wasn’t crying, but simply standing on the street alone.The woman approached the child and asked if he was lost before the toddler smiled back at her. She then asked where he lived.After the child pointed down the street, the woman took his hand and called out loudly asking if anyone lost a child.After no one came forward, the woman took the young child to a nearby fire station where a fire crew was able to call police.Police were able to bring the child safely to a police station where they took care of him until he was brought home. 868

SAN DIEGO (KGTV) — A San Diego woman is calling for the community’s support and the power of social media to find a match for her kidneys. According to “Donate Life,” nearly 20,000 people need a kidney transplant in California alone, and the number of registrants grows every day.38-year-old Ann Brown has been married to husband Jason for 20 years. The couple has two children: Van (18), who was recently accepted into the US Navy, and little Sammantha (9). The family has always enjoyed taking vacations, and going to the beach and mountains. But that all stopped seven years ago.“He asked how long I had polycystic kidneys and I’m like, ‘Excuse me?’” said Brown, recalling a routine visit to the doctor.That day, the Brown family found out that Ann had stage three kidney failure. Both of her kidneys were riddled with inoperable cysts, becoming much larger than normal. Nearly a year ago, Ann was placed on the kidney donor registry, but so far, has been without a match. “My husband was going to donate to me, but he wasn’t a match,” Brown said. “It makes me feel helpless I can’t do anything,” said her husband, Jason.With a rare B+ blood type, only those with B or O types can even attempt to donate to Ann. Her high antibody count also makes her case extremely hard to match. “Doctors said only 10% of the population could even donate,” Brown said. The only thing keeping her heart beating is the massive dialysis machine in the master bedroom. “Nine to ten hours a day, I’m trapped,” Brown laughed. “But it keeps me alive. It keeps me healthy enough until the next morning, and gives me another day.”Doctors told her that waiting for a cadaver kidney match can take up to ten years. With no live donor in sight, the odds are not good. Jason set up a Facebook and website and even had son Van share the links to his favorite professional athletes and social media influencers. But they still got no responses. The Brown family exhausted all resources. At a recent photo op, 9-year-old Sammantha even asked help from Santa Claus.“I asked him for a kidney donor for my mom,” Sammantha said. Brown said she was caught off guard. Her daughter’s wish moved her to tears.“At nine years old, she should be asking for toys or candy,“ said Brown. “But she asked for the most selfless gift, something for someone else.”Sammantha also wrote a card to her mother.“I drew a kidney right here. It says 'So here’s mine. But I wish it was real,'” Sammantha said. “And in the back, it says Merry Christmas.”The family is hoping for a Christmas miracle to give Ann a new lease on life. “I’m just hoping someone has a good heart, and give us the most beautiful gift that anybody can have. Gift of life,” said Ann’s mother Elizabeth Graves. “It’s a huge thing that I am asking, and I understand that,” Brown said. “And it would be really appreciated though. My kids would appreciate. SAN DIEGO (KGTV) — A staff member at West Hills High School has tested positive for COVID-19, according to Grossmont Union High School District.The families of 23 students in classes affected by the positive test have been notified and will not participate in in-person classes for 14 days, according to GUHSD PIO Catherine Martin.Those students will continue their instruction virtually during that time, Martin added. All other West Hills students will continue their in-person or distance learning classes as scheduled.In a letter to parents, West Hills High principal Robin Ballarin said after reviewing the positive test with public health officials, there is no need to close the school for in-person learning."We have cleaned and disinfected, as appropriate, and our campus has been deemed safe for occupancy. We understand that this information is concerning. Staff members and students who may have come into close contact with the individual will be directly contacted by San Diego County Public Health with further instructions. We are working with public health to continue monitoring the situation, and we are strictly following all public health guidelines," Ballarin wrote.The identity of the staff member was not released due to privacy laws.According to the California Department of Public Health's guidelines for school reopenings, two-week closures will be put in place if at least 5% of the total number of teachers, students, or staff test positive in a classroom or school, or 25% of a district’s population tests positive.10News is monitoring this breaking news. 1593
