(KGTV) — A North County student was arrested Friday after a reported school threat.Administrators at Oak Glen High School in Valley Center learned of a potential threat from a suspended, 15-year-old student at about 8 a.m., San Diego Sheriff's Department said. Deputies did not elaborate on the nature of the threat.The high school and nearby Valley Center High were placed in a lock down as deputies responded. For instance: What does Twitter incentivize its users to do?"Every product decision we make is 'telling' them to do something," Dorsey said.So he is thinking about how to help users follow topics and hashtags, not just people."We are aware of some of the silos and how we're isolating people by only giving them crude tools to follow accounts. But that transparency, some of which was on display during Dorsey's media tour this month, means asking questions without actually answering them.Among the questions Dorsey asked in the CNN interview: "How do we earn peoples' trust?" and "How do we guide people back to healthy conversation?"While he may get credit for asking big, philosophical questions about how his site operates, Dorsey remains vulnerable to criticism about Twitter's inaction.He responded to that by saying "we are taking a lot more action than we ever have in the past." But much of the action is invisible to users, he asserted.For example: The disabling of bot networks and other suspicious accounts. Dorsey said Twitter challenges "10 million accounts every single week to see if they're automations or humans," and takes action accordingly.But Twitter's stock plunged last month when its quarterly earnings report showed a decline in user growth, which the company attributed to its efforts to clean up the site, akin to gardeners removing weeds.Nonetheless, Dorsey is committed to what he calls "conversational health" -- the quality of an exchange on Twitter -- which he is trying to measure with the help of two research groups. I mean we, in comparison with our peers, we're a small company, but we have this outsized impact and I believe, importance."Later, he added, "We have to understand first the problem we're trying to solve, like what incentives we actually want to drive; not just what we want to remove, but what we want to drive." This week, 10News has learned that 30-year-old HM3 Michael Vincent De Leon may have been killed by someone else.10News began looking into the case last week after his father, Jose De Leon, contacted 10News for help. 10News interviewed De Leon over Skype because he and the rest of the family live in Texas. De Leon says his son was stationed at the Twentynine Palms Marine Corps base in San Bernardino County. It was almost two months ago when De Leon says that he was visited by military officers who informed him that his son had died and an investigation was underway.“I gathered my emotions and asked them ‘why?’ or ‘what happened?’ but they couldn't give me anything,” De Leon tells 10News.Since then, the family says they've largely been kept in the dark, but this week 10News learned from a source with close military ties that the Naval Criminal Investigative Service (NCIS) has confirmed that Michael's death is now being investigated as a homicide. It’s a very different story than what De Leon says he was lead to believe in the hours just after learning of his son’s death when he says the word "suicide" came up from service members on-base.De Leon didn't believe it, claiming there was no history of depression or substance abuse. He says his son was happy and excited about an upcoming deployment.“He was an extrovert. He could walk into a room and make friends,” he told 10News with tears in his eyes.De Leon is a former television news photojournalist. Using his skills, he started his own investigation. This is what he says he learned just 48 hours later from a service member who is close to the case. De Leon tells 10News, “I begged him, ‘Just tell me, did Michael pull the trigger or did someone else?’ There was a long pause and he [replies], ‘Mr. De Leon, someone else pulled the trigger.’"De Leon says that other service members who knew his son said that his son was shot on-base at another corpsman's going-away party in the military housing area. A full week passed, but De Leon says there was still no word from the base about what happened.“It’s a bunch of bureaucrats that are not vested at all in the family,” he adds.He says after formally complaining he finally got a call from an agent with NCIS, which is handling the investigation. De Leon says the agent would only confirm that there was a shooting on-base at a housing unit with corpsmen present and a firearm was produced. It’s now seven weeks later and 10News has verified with our source that agents are officially treating this investigation not as a suicide, but as a homicide. It remains unknown as to whether it was accidental or intentional.10News directly asked NCIS and the base for comment. On Thursday afternoon, a spokesperson for the base sent 10News the following statement:"I spoke with a representative from the Provost Marshall's Office and he has confirmed that the incident is currently still under investigation so the information you inquire is unable to be released at this time. However, I was able to confirm that the base policy for securing firearms for those who live on/work at/visit the military housing area is that all firearms need to be in a secured location in the home and must be in a secure location in order to get a weapon onto base and when being transported to and from the home. Weapons must be registered on the installation. As far as Marines living in the barracks, their firearms need to be stored in a unit armory. It is actually an inspectable item and part of the unit armory policy. I apologize I do not have more information for you at this time. Uber's IPO will likely arrive before the end of the decade.CEO Dara Khosrowshahi confirmed on Thursday that the company's "target" is to go public in 2019. The move is a departure from his predecessor, Uber co-founder Travis Kalanick, who had tried to put off an IPO as long as possible."We have all of the disadvantages of being a public company, as far as the spotlight on us, without any of the advantages of being a public company," Khosrowshahi said on stage at the New York Times DealBook Conference in Manhattan."Travis and the whole board now agree that we should just go public," he added.Uber currently has a valuation of billion, which makes it the most highly valued startup in the world. The company has raised more than billion in capital since its founding in 2009.SoftBank, the Japanese conglomerate, has also been in discussions with Uber for a massive private investment expected to total in the billions. Khosrowshahi expressed confidence about getting Uber's entire board on the same page and closing the deal."There's negotiations going on," he said. "They've probably taken longer than they should have, but we're gonna get there."The event marked Khosrowshahi's first extensive interview since taking over as Uber's CEO two months ago. In the conversation, he spoke candidly about his early doubts about the job given Uber's numerous PR crises at the time."It was this media circus that honestly I didn't want any part of," said Khosrowshahi, describing his initial feelings when he received a call about the CEO search. Khosrowshahi was then the CEO of Expedia. "But if the product is good, then if you can bring in good leadership, you can ultimately bring it together."Earlier this week, Khosrowshahi published a new set of "cultural norms" for the company, replacing Uber's "win at all costs" mentality with greater emphasis on corporate responsibility and inclusion. One of the norms: "We do the right thing. Period."But one of the biggest obstacles for Khosrowshahi's turnaround effort at Uber may be Kalanick. The former CEO continues to serve on Uber's board. In late September, Kalanick blindsided the company by using his power to appoint two new board members.Khosrowshahi admitted Kalanick wants to be more a part of the company than he currently is."It's a good relationship, but it comes with balance. What I told Travis very early on is that any new CEO needs space and needs distance from the old CEO," Khosrowshahi said. "I was a little worried about that conversation, but actually he took it very well and he's been very respectful."Khosrowshahi said he does anticipate leaning on Travis for insights on the business at a later date. "Over a period of time," he said, "I would be foolish not to use Travis's incredible genius and his knowledge that really was largely responsible for getting the company to where it is now."  3463
