WASHINGTON, Jan. 14 (Xinhua) -- U.S. Secretary of State Hillary Clinton on Friday rejected a zero-sum formula on U.S.-China relationship, saying that the two countries have much more to gain from cooperation than from conflict.Delivering a speech on the future relations between the U.S. and China at the State Department, Clinton said it does not make sense to apply zero-sum 19th-century theories of how major powers interact in the 21st century."We reject those views," she said, referring to views which depict China's growth as a "threat" or U.S. policy on China as " containment."The State Department described the speech, delivered to inaugurate an annual forum dedicated to veteran U.S. diplomat Richard Holbrooke, as setting stage for a state visit by Chinese President Hu Jintao next week.Clinton said that the world is moving through uncharted territory and needs new ways of understanding the shifting dynamics of the international landscape, a landscape marked by emerging centers of influence, but also by nontraditional, even non-state actors and the unprecedented challenges and opportunities created by globalization. This is a fact that is especially applicable to the U.S.-China relationship, she said, noting that the engagement between the two countries can only be understood in the context of this new and more complicated landscape."We are in the same boat. And we will either row in the same direction or we will, unfortunately, cause turmoil and whirlpools that will impact not just our two countries, but many people far beyond either of our borders," she said. The secretary said although the United States and China are two complex nations with very different histories, with profoundly different political systems and outlooks, there is a lot about the two peoples that reminds them of each other: an energy, an entrepreneurial dynamism, a commitment to a better future for one' s children and grandchildren."We are both deeply invested in the current order, and we both have much more to gain from cooperation than from conflict," she said. "That doesn't mean we will not be competitors ... But there are ways of doing it that are more likely to benefit than not.""A peaceful and prosperous Asia-Pacific region is in the interest of both China and the United States. A thriving America is good for China and a thriving China is good for America," the secretary said."So all of this calls for careful, steady, dynamic stewardship of this critical relationship," she said."The choices both sides make in the months and years ahead and the policies we pursue will help determine whether our relationship lives up to its promise, and it is up to both of us to translate high-level pledges of summit and state visits into action, real action on real issues," Clinton said.

BEIJING, Jan. 8 (Xinhua) -- All China Federation of Trade Unions (ACFTU) said Saturday it had allocated 2 million yuan (about 303,000 U.S. dollars) to relief efforts in Guizhou and Hunan provinces, where days of snow and icy rain have disrupted people's lives.Freezing weather in south China has forced the evacuation of at least 58,000 people from their homes over the past week, according to the Ministry of Civil Affairs. The hardest hit has been Guizhou and Hunan, which will continue to experience the inclement weather over the next three days, the National Meteorological Center (NMC) said Saturday. The ACFTU urged local trade unions to work closely with governments and related departments to minimize the impact of the bad weather on people's life.

BEIJING, Nov.18 (Xinhua) -- Premier Wen Jiabao's visit to Tajikistan next week will deepen friendly cooperation between China and Tajikistan, said Cheng Guoping, Chinese Assistant Foreign Minister, Thursday."Since the establishment of diplomatic ties between the two nations in 1992, bilateral relations have witnessed steady and sound development with extensive high level exchanges and increasing political mutual trust," said Cheng at a press conference. He said because of the joint efforts by the two sides, cooperation in trade, transportation, communications, electricity and infrastructure had been expanding and fruitful.Total bilateral trade volume in the first 10 months this year reached 1.08 billion U.S. dollars, a 2.5-percent rise from the same period last year, Cheng said. The two countries had also supported each other in major issues of mutual concern and maintained close coordination within multilateral institutions like the UN and the Shanghai Cooperation Organization (SCO), effectively guarding their own interests and making positive contributions to the world peace and development, he said.During the visit, the leaders of the two countries would exchange ideas about bilateral cooperation as well as international and regional affairs.Wen would also attend ninth SCO prime ministers' meeting in Tajikistan's capital of Dushanbe on Nov. 25, said Cheng. He said the SCO member nations were expected to find common ground in promoting regional cooperation, facilitating investment, and enhancing the organization's internal construction.Sun Yongfu, director general of department of European affairs at Ministry of Commerce, who also attended the press conference, said economic cooperation among SCO members had been fruitful due to their close trade links. He said in the first 10 months this year the total trade volume between China and the other SCO states reached 67.9 billion U.S. dollars, up 37.4 percent year on year.Sun said the close cooperation among SCO member nations had made positive contributions to returning the world economy back to growth.

NEW YORK, Nov. 12 (Xinhua) -- China and the United States will continue to pursue the common interest without being affected by the recent changes of the U.S. political landscape, said a U.S. scholar on Friday."There is a lot of consistency in China-U.S. relations. If you look back over time, whether it is Democrats or Republicans in the Congress or in the White House, China has always been an important country for the United States. Both countries will continue to pursue the common interest," said Elizabeth Wishnick, Research Associate at Weatherhead East Asian Institute, Columbia University. She told Xinhua in an interview that it would be difficult to see major changes occurring between U.S.-China ties after the U.S. midterm elections, because both countries share so many common interests in terms of preventing the nuclear proliferation weapons and reducing the problems of terrorism, etc."Keep in mind the long-term interests we share and the long history of cooperation we have, China and U.S. will find ways to move forward and have good possibility for future cooperation," she stressed.Wishnick admitted that it is a difficult time right now for U.S. and China, because "the economy is pulling both nations in different directions and no solution has been worked out yet to resolve the pressing economic problems that divide us.""It's a challenge for us to keep focus on what can be accomplished bilaterally, instead of getting too distracted by pressing current problems. If we could have better understanding of each other's domestic concern, it will help have less confrontational dialogue," she added. She regarded Chinese President Hu Jintao and U.S. President Obama's meeting on the sidelines of the G20 Summit, as well as President Hu's coming visit in January, as good opportunities for two leaders to further deepen mutual understandings."It is a process of building trust. As long as they are able to discuss their differences, they have better chance to be able to address them more effectively," she said.

BEIJING, Nov. 28 (Xinhua) -- China on Sunday proposed emergency consultations among the heads of delegation to the Six-Party Talks next month as tensions rise on the Korean Peninsula."The Chinese side, after careful deliberation, proposes emergency consultations among the heads of delegation to the Six-Party Talks in early December in Beijing to exchange views on major issues of concern to the parties at present," said Wu Dawei, Chinese special representative for the Korean Peninsula affairs. It is China's latest move with regard to tensions on the peninsula, following the exchange of artillery fire Tuesday between the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK).The ROK and the United States on Sunday launched a four-day joint naval drill in waters west of the divided Korean Peninsula, the U.S. aircraft carrier USS George Washington joined the drill.A statement from the U.S. Forces Korea (USFK) said it "demonstrates the strength" of the alliance between Seoul and Washington and their "commitment to regional stability through deterrence."But the DPRK on Sunday blasted the ROK-U.S. joint exercises, saying they were bringing war to the Korean Peninsula.China has repeatedly called for calm and restraint, urging the resumption of the stalled Six-Party Talks among China, the DPRK, the United States, the ROK, Russia and Japan.Wu told a press conference the consultations would aim to properly address the situation on the Korean Peninsula and were in accordance with the Joint Statement of the Six-Party Talks issued on Sept. 19, 2005.
