The family of a Rochester, New York man killed during an encounter with police earlier this year, says officers' use of force led to his death as he suffered a mental health crisis.Following the release of the arrest video by Prude's family on Wednesday, protesters called for the city council to pass legislation that would forbid police officers from responding to mental health crises.On March 23, police encountered Daniel Prude in a Rochester street, naked, bleeding and unarmed. According to ABC News, he had been brought to the hospital earlier that evening after experiencing suicidal thoughts and had been subsequently released.Prude initially complied, and officers placed him in handcuffs.With the coronavirus pandemic in its infancy, officers then chose to place a spit hood over Prude's head. The hood appears to agitate Prude, and he asked officers to remove it.Moments later, Prude attempted to stand up, and officers wrestled him back to the ground.Video shows officers pressing Prude's face into the pavement for two minutes.It was then that police realized that Prude had stopped responding. Officers administered CPR, and he was rushed to the hospital.On March 30, Prude died when he was taken off life support."I tell this particular officer that comes to my door (prior to the incident), don't you kill my damn brother," Prude's brother Joe said on Wednesday. "Not even 15 minutes later, he comes back and tells me my brother is dead. You put a bag over his head — what did you put a bag over his head for?"An autopsy from the Monroe County Medical Examiner found that Prude died from complications of asphyxia from physical restraint. He also may have had PCP in his system.The Rochester Police Chief said he ordered criminal and internal investigations following the incident. The case was sent to the New York Attorney General's office, as required by state law when investigating in-custody deaths.None of the officers involved in the incident have been suspended. The FBI is warning financial institutions that their ATMs could be targeted in a hacking attempt.The threat was reported Sunday by Krebs On Security, a popular cybersecurity blog run by the journalist Brian Krebs.Krebs reported that the scheme is known as an "ATM cash-out," which means the attackers can hack a bank or payment card processor and use stolen information to withdraw large sums of money at ATMs worldwide. His report cited a confidential alert the FBI shared with banks last Friday.The FBI did not comment specifically on this potential attack. The CDC is recommending Americans not travel for Thanksgiving during the current spike in coronavirus cases nationwide.“As cases continue to increase rapidly across the United States, the safest way to celebrate Thanksgiving is to celebrate at home with the people you live with,” the Centers for Disease Control and Prevention website reads. “Travel may increase your chance of getting and spreading COVID-19. Postponing travel and staying home is the best way to protect yourself and others this year.”This is the strongest urging from the health agency, which is part of the Health and Human Services Department, asking Americans to take stricter precautions to slow the spread of the coronavirus.There are more than 11 million reported cases of COVID-19 in this country since the pandemic started, and more than 250,000 Americans have died."We're seeing exponential growth in cases," CDC COVID-19 incident manager Dr. Henry Walke said during a press briefing. "The opportunity to translocate disease or infection from one part of the country to another leads to our recommendation to avoid travel at this time."If people are still planning to travel for the Thanksgiving holiday, the CDC has a series of questions on their website for travelers and family members to consider before going ahead with travel plans.Questions include: Are you, someone in your household, or someone you will be visiting at increased risk for getting very sick from COVID-19? Are cases high or increasing in your community or your destination? Are hospitals in your community or your destination overwhelmed with patients who have COVID-19? Do your plans include traveling by bus, train, or air which might make staying 6 feet apart difficult?“We understand that people want to see their family and relatives and do it as they’ve always done it. But this year we’re asking them to limit their travel," Dr. Walke said. The Federal Trade Commission (FTC) is cracking down on glasses and contact prescribers who may try to stop you from shopping around.The FTC sent warning letters to almost 30 different eyeglass prescribers. The letters say the prescriber must give a copy of the prescription to the patient without them asking.They can't charge a special fee for doing that and they can’t force you to buy from them just because they did the examination.“However, there were a lot of prescribers that just weren't doing that,” said Linda Sherry, Director of National Priorities at Consumer Action. “If you asked for it, in most cases, you would get it. They also are required to post notices in the offices to say that you have a right to your prescription and a lot of prescribers we're not posting those notices.”Consumer Action is educating people on their eyeglass and contacts prescription rights. Sherry says prescriptions allow you to go online and to other eyeglass and contact sellers to shop for the best deal.Another thing she says to ask for, especially if you're shopping online, is pupil distance. It may not be on the prescription.“I had an experience where I asked for the pupil distance and was told that would be to put the pupil distance on, so I was like, ‘I've been coming here for three years and you've obviously measured my pupil distance, because I bought glasses from you. While every pet – even indoor cats – should have a collar with an up-to-date ID tag, collars can be easily removed or slipped. That's why a microchip is your best bet for being reunited with a lost pet. Microchips - the size of a grain of rice - are a form of permanent ID injected just under the skin. It's important that owners keep microchip information current.Use pet ID tags. Make sure your pet has an ID tag and that it's being used to its best advantage. Don't waste tag space with the pet's name, your name, or your address. Instead, put "Reward!" on the tag and as many phone numbers as you can fit, including area code. It's best to meet anyone who has found your pet on safe, neutral ground.Talk to your veterinarian about anti-anxiety medications. In recent years, safe and effective medications to treat noise phobia in pets have become widely available. Pick these up before the Fourth of July and follow your veterinarian's guidance on administering them. Once a pet's noise phobia has been activated, it can be difficult to manage the panic and fear they feel.Keep pets secure at home while out. It's not the best idea to take your pet out on the Fourth, but if you do, always use a leash. Once the fireworks begin, bring your pets inside, pull drapes to keep bright lights out, and turn on "white noise" to help dampen the sound. While classical music has been clinically shown to be calming, you can also find playlists or CDs arranged specially to help keep pets more relaxed.If your pet escapes, begin looking for them right away. Remember that a frightened pet can travel pretty far or be picked up by someone out of the area, so cover nearby areas as well. Cats tend to hide when lost or frightened, so post flyers in your neighborhood and ask neighbors to check sheds, garages, and other possible hiding places.Keep looking. Pets can be found weeks and months after they're lost and are usually reunited because of a microchip.Remember - fireworks aren't the only hazard. While parties may not be as common this year because of social distancing, even small family gatherings can be troublesome. Make sure visitors keep medications locked up and are asked to help keep doors and gates closed. In addition, summer celebrations mean food and other hazards that should be avoided.
