BEIJING, Feb. 10 (Xinhua) -- China's drought control authorities announced Thursday that hours of snowfall and irrigation have eased to some extent the severe drought in parts of the nation.Rapid spreading of the dry spell in the country's winter wheat producing regions has been curbed by wide-spread snowfall in the areas along the Yangtze, Huaihe and Yellow rivers and in the country's northern part on Wednesday and Thursday, the Office of State Flood Control and Drought Relief Headquarters said in a statement on its website.Drought-hit areas in Henan and Anhui, which are two major wheat-producing provinces, were reduced by 6.3 million mu (420,000 hectares) and 4.1 million mu, respectively, from Wednesday, the statement said. The agency added that irrigation also contributed to easing the effects of the drought.The statement said that as of Thursday, eight drought-hit provinces had irrigated 143 million mu of drought-affected wheat producing areas, which accounts for 52 percent of the combined winter wheat producing areas in the provinces. The eight provinces include the territories of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.As of 3 p.m. Thursday, the drought had affected 101.28 million mu of crops nationwide and left 2.81 million people and 2.57 million heads of livestock short of drinking water, said the statement.Cloud seeding on Wednesday and Thursday during a recent cold front, also helped alleviate drought in some regions, according to a report posted on the website of the China Meteorological Administration on Thursday.The report also said that the artificial precipitation had mitigated the shortage of moisture in the soil in parts of Henan and Anhui. The situation is expected to improve as the rain and snow continues.However, experts urged more measures from local governments to ensure winter wheat production since the current precipitation is not adequate to "completely ease the drought", the report said.

KAMPALA, May 14 (Xinhua) -- The deadly Ebola hemorrhagic fever has broken out in Uganda, killing one person and leaving over 30 others being monitored by health officials, ministry of health announced here on Saturday.The epicenter of the outbreak is in the central Ugandan district of Luwero located about 50 km north of the capital Kampala.According to Anthony Mbonye, head of the community health department at the ministry of health, a 12 year old girl in Zirombwe Sub-county developed symptoms of Ebola and when she was admitted at a military hospital in the district, laboratory test confirmed that it was Ebola.The Ebola virus is highly contagious and causes a range of symptoms including fever, vomiting, diarrhea, generalized pain or malaise and in many cases internal and external bleeding.The girl died on May 6 and about 30 people who she got contact with are being asked to not get into contact with the public as health officials monitor them for about 21 days.The 30 people have not yet developed the symptoms but if they do, they will be isolated from the public.Mbonye said that preliminary investigations have showed that this Ebola virus is similar to the one that broke out in Sudan, thus named Sudan Ebola.The epicenter of the outbreak is also located along the high way to southern Sudan.This viral subtype has a human case fatality rate of 60 percent meaning that it will kill 60 percent of the infected people.The other subtype is the Congo Ebola which also attacked Uganda in 2007. This one has a human case fatality rate of over 80 percent.The 2007 outbreak which occurred in the western district of Bundibugyo bordering eastern Democratic Republic of Congo claimed 37 lives out of the 148 infected.Mbonye said that there also ongoing investigations to find out whether the index case got into contact with moneys or bats, the known reservoirs of the Ebola virus.Following the outbreak, government has reactivated the National Ebola Task Force (NETF) to coordinate the fight against the disease at the national level.District task forces are also in the process of being formed according to Mbonye, who is the chairperson of the NETF.

BEIJING, Feb. 12 (Xinhua) -- China's recent revocation of a national scientific award due to academic fraud has been welcomed by the public, but experts warn the country still has a long way to go to bring an end to such dubious academic practices.On Feb. 1, China's Ministry of Science and Technology, revoked the State Scientific and Technological Progress Award (SSTPA) given to Li Liansheng, former professor of Xi'an Jiaotong University in 2005.An investigation found Li had plagiarized others' works and fabricated data in his winning project, a research on key technologies for designing and manufacturing scroll compressors. Li was investigated after the science ministry received tip-offs from six professors (including four retired) in his university.The ministry subsequently canceled his prize and retrieved the money awarded.Zhao Baojing, a senior official with the National Office for S&T Award, told Xinhua it was the first time China had withdrawn a national scientific honor.The revocation soon sparked pubic discussion over academic integrity. Tan Gang, a citizen in Shenzhen, wrote on his microblog, "Though the revocation came a bit late, it is progress. SAN FRANCISCO, April 4 (Xinhua) -- Google Inc. on Monday announced that it is bidding for patent portfolio of Nortel Networks in the bankruptcy auction for the Canadian telecommunications equipment maker.In a press release, the Toronto-based Nortel said Google has agreed to buy all of its remaining patents and patent applications for 900 million U.S. dollars in cash.Nortel, which filed for bankruptcy protection in 2009, expects the auction to be held in June this year, pending Canadian and U.S. court approvals.Nortel has selected Google's bid as the "stalking-horse bid," or the starting point against which others will bid prior to the auction.The agreement with Google includes the planned sale of about 6, 000 Nortel patents and patent applications spanning wireless, wireless 4G, data networking, optical, voice, Internet, service provider and semiconductors.According to Nortel, the patent portfolio touches nearly every aspect of telecommunications and additional markets, including Internet search and social networking."This is an unprecedented opportunity to acquire one of the most extensive and compelling patent portfolios to ever come on the market," George Riedel, Nortel's chief strategy officer, said in a statement.Google argued that the bid would help protect it from patent litigation and foster innovation.The technology industry has recently seen an explosion in patent litigation, often involving low-quality software patents, which threatens to stifle innovation, Kent Walker, Google's general counsel, said in a blog post, believing the best defense against such litigation is to have a "formidable patent portfolio.
