SAN DIEGO (KGTV) — Construction has started on Mission Valley's first public elementary school.The new preschool through 5th-grade campus at the corner of Via Alta and Civita Boulevard will serve residents living in the Civita residential development. Families living in the Mission Valley and Fashion Valley neighborhoods will also make use of the new school.The campus will feature classrooms with roll-up doors that open to the outside for 1st- through 5th-grade students; dedicated play areas for preschool, kindergarten, and 1st- through 5th-grade students; "makerspaces" for students; and an indoor-outdoor multipurpose facility.San Deigo Unified School District provided a virtual walkthrough of the campus here."With more significant growth planned in the area, we must prepare for the influx of new families and students," said Dr. John Lee Evans, Board of Education President. "This community deserves a quality neighborhood school."The campus will enroll up to 500 students and construction is expected to finish in spring 2022.The new school is funded through 2012's voter-approved Proposition Z bond measure, state schools facilities funding, and developer fees, according to San Diego Unified School District. 1231

SAN DIEGO (KGTV) -- As the nation continues to process what happened during the first presidential debate, many are expressing frustration about what didn’t happen.Local and national Latino American leaders are calling out the moderator and the candidates for making no mention of the millions of Latinos in the country.Just moments after the debate ended Tuesday night, organizations like the National Association of Hispanic Journalists shared a series of tweets highlighting that Latinos were not mentioned during the debate.According to the Pew Research Center, more than 32 million Latino voters are eligible to vote in November.Voters like Denisse Roldan Newell wanted to hear more from both candidates about their policies on a range of issues.“It's not just immigration, it's not just the border wall, it's having to do with economics, with smalls business development, with affordable health care, with education,” said Roldan Newell.Roberto Alcantar with the Chicano Federation told ABC 10News it was concerning that the candidates made no mention about COVID-19 and it’s disproportionate affect on the Latino community.In San Diego, Latinos make up 34% of the population but 65% of COVID-19 cases."These are not just Latino issues, these are issues for all of us as American. While, yes, we are Latinos, we are American and our issues are America’s issues," said Alcantar. Locally, Latino leaders like Roldan Newell and Alcantar hope the debate organizers and moderators to make a change before the next debate.The next debate is between the vice presidential candidates on Wednesday, October 7th. 1616

SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. Another 14 miles of secondary barrier inside San Diego will also be replaced.RELATED: President Trump says San Diego 'desperately' wants a border wall while touring prototypesIn Calexico, officials are on schedule to build a new 30-foot high wall, replacing two miles of pedestrian barrier, Vitiello said."We appreciate this down payment for our needs," Vitiello told reporters but added the appropriations do not fully fund their needs in other critical locations.The wall system being installed will not utilize the prototypes President Donald Trump recently visited the San Diego area to inspect. SAN DIEGO (KGTV) -- At the Sycuan Visitors Center in El Cajon, you'll find pieces of history on display. Tools, clothing, baskets, even instruments, all tracing their origin to the Kumeyaay people."We were very important in shaping this landscape, so we developed the landscape and the landscape developed us," said Ethan Banegas, who teaches Kumeyaay history and is Kumeyaay himself.The Kumeyaay people live on 12 reservations in southern California and six in Mexico. Their history is rooted deeply in the San Diego area."We have old village sites all over. Old Town, where the first mission was, was an old village called Kasoy, " Banegas explained. According to Banegas, at one point, the Kumeyaay people lived from the desert to the mountains to the ocean and numbered between 30 and 50 thousand.RELATED: Native American tribes join to celebrate life and heritage at San Diego powwowBy the late 1800s, historians estimate the Kumeyaay population had dwindled to as low as 1000. Even as numbers started to rebound, the language and music continued to fade. Banegas says at one point traditional singers had all but disappeared. However, there was a resurgence in the 1960s that continues today."We have a whole generation learning these songs that were basically gone."As for the language, there are only about a dozen speakers left in the U.S. and a few dozen more in Mexico. But there's an effort underway to teach young people and keep it alive. Banegas says a turning point for many tribes was gaming, which provided an economic solution to the severe poverty many people experienced on the reservations. Today Banegas and others are using education to keep their culture alive and hope that during this Native American heritage month, San Diegans take time to remember the people who've called this land home for thousands of years. 1849
