ESCONDIDO, Calif. (KGTV) -- The man accused of hitting and killing an Escondido bicyclist appeared in court Wednesday on unrelated charges. Jamison Connor, 41, pleaded not guilty at his arraignment. The charges were unrelated to the deadly hit-and-run and were instead a result of parole violations in which Connor was found with a bag of methamphetamine and a loaded gun during a traffic stop. Also in the truck at the time of the stop was Connor's young son, prosecutors say. The District Attorney's office went into detail outside the courtroom about the arrest. "During their investigation, police noted several signs and symptoms the defendant was under the effect of controlled substances and alcohol," said Assistant DA Chris Campbell. "When they took the defendant out, law enforcement searched the truck. They found a bag of meth in passenger side door and loaded 25 caliber firearm in glove compartment."After his arrest, police announced Connor as the suspect in a hit-and-run crash that killed 36-year-old Kevin Lentz. Lentz was cycling with a group along La Honda Road north of El Norte Parkway when he was hit head-on November 23. “The driver of the car was on the wrong side of the road, traveling at high speed on a blind curve when he hit Kevin head-on, killing him instantly,” wrote Devin Rickey on a GoFundMe page set up for Lentz’ family.RELATED: Friends mourn bicyclist killed in hit-and-run crashOfficers later found a dark Toyota sedan abandoned about a half-mile away from the crash on the 600 block of Aster Street. (KGTV) -- An Encinitas family is thanking surfing legend Laird Hamilton after they say he rescued them during a flood while on vacation in Kauai.The Gwilliam family says they were enjoying a normal vacation on the island when, like usual, it started to rain.The family says they weren’t worried until the heavy rain got even heavier. “It was the type of rain that was so heavy, we would say there’s no way I could get worse," recouted Erin Gwilliam. "Then it got worse."The family says so much rain had fallen, the ground was no longer absorbing the water. That’s when the trouble started.Erin and her husband Jamas took photos of the homes all around them, some of which collapsed from the strong floodwaters.The only bridge in and out of the small town of Hanalei was covered by several feet of water. By the end of their trip, not only had the Gwilliam family run out of food, they also needed to catch their flight.The family was almost out of time when a friend called with a plan. The plan? Big-wave surfer Laird Hamilton.Erin says her family was a little star struck. "Being in the same boat as him was a little intimidating, but he didn't let that be, it was just like hurry get on we gotta go.”Hamilton took them to safety across the river and to a dock where the family was able to drive to the airport.Erin says she is thankful the surfer came to save them from a dangerous situation. “The ocean and water is his life he was so comfortable and confident in what he was doing, he was extremely capable, having him get you out it was a huge relief.”Due to the severe damage, Hamilton and his wife have set up a GoFundMe account to raise money. Federal health officials Wednesday issued insurance coverage rules designed to deliver on the promise that every American will have access to free COVID-19 vaccines when they are approved.The regulations from the Centers for Medicare and Medicaid Services, or CMS, will also increase what Medicare pays hospitals for COVID-19 treatments. The changes arrive at a time when coronavirus infections are rising in much of the country, signaling a third wave that could eclipse the number of cases seen earlier this year.Congress and President Donald Trump have already enacted legislation that calls for vaccines to be free, but the new rules were needed to align that policy with the many arcane payment requirements for public and private insurance.“CMS is acting now to remove bureaucratic barriers while ensuring that states, providers and health plans have the information and direction they need to ensure broad vaccine access and coverage for all Americans,” agency head Seema Verma said in a statement.The rules aim to resolve potential legal issues over whether Medicare could cover a vaccine that receives “emergency use authorization” from the Food and Drug Administration. That’s a step short of full approval, and questions arose about whether Medicare could pay under its standard coverage policies.Under Wednesday’s announcement:— Seniors with traditional Medicare will pay nothing for COVID-19 vaccines, and any copays and deductibles are waived.— The government will pay private Medicare Advantage plans to administer the vaccine to seniors. Enrollees will not be charged.— Workplace and individual health insurance plans will cover the COVID-19 vaccine as a preventive service, with no cost sharing. ESCONDIDO, Calif. (KGTV) - One of the two victims killed in a crash in Escondido Sunday night has been identified as 19-year-old Ana Lira.The crash occurred just before 11:30 p.m. on El Norte Parkway and Ash Street, according to Escondido police.A witness told 10News he believed a Dodge Charger ran a red light and collided with a Ford Mustang in the intersection.Police confirmed one of the cars ran a red light, but they could not confirm which car committed the violation.One person was ejected from the Mustang and landed in the front yard of a nearby home. That person was declared dead at the scene, and another person inside the Mustang was also killed in the crash.The Charger’s driver and another person from the Mustang were taken to the hospital with serious injuries.The crash forced police to close El Norte Parkway between Conway Drive and Fig Street.
