American Airlines said Wednesday evening that it was moving ahead with furloughs for 19,000 employees as CARES Act stimulus funds expire. In a letter to employees, American Airlines CEO Doug Parker said the furloughs would begin Thursday."Despite enormous bipartisan support for an extension of the (Payroll Support Program), our elected officials have not been able to reach agreement on a COVID-19 relief package that would enable this extension," Parker wrote. "As a result, tomorrow, we will begin the difficult process of furloughing 19,000 of our hardworking and dedicated colleagues."Parker added that he spoke with Treasury Sec. Steve Mnuchin on Wednesday, who told him that the White House is continuing to negotiate with House Speaker Nancy Pelosi on another COVID-19 stimulus package that would include further stimulus for the airline industry."Unfortunately, there is no guarantee that any of these efforts will come to fruition," Parker wrote. "However, in an effort to encourage cooperation and keep hope alive for our team, I informed the Secretary that if these efforts to extend PSP are successful over the next few days, we will reverse our furlough processes and recall any impacted team members."Past by Congress and signed into law by President Donald Trump in March, the CARES Act included billion in stimulus for the airline industry in March. However, payroll support included in that package expired Thursday, as did a provision that required airlines who took the funds to hold off on mass layoffs and furloughs. In August, Delta Airlines also warned employees that furloughs and layoffs might be on the way if lawmakers could not pass another COVID-19 stimulus package. United Airlines announced Monday that it had reached an agreement with pilots to avoid furloughs through June 2021, but that pilots had agreed to reduce their working hours.According to figures from the Transportation Security Administration, the agency is routinely screening more than a million fewer airline passengers every day than it would have at the same point a year ago — an indication that demand for air travel is still lagging amid the COVID-19 pandemic. 2175

Americans are calling out practices at some car lots more now than ever before.“We found a pattern of abusive and deceptive practices that the auto loan industry has been employing and unfortunately these complaints have sharply increased during the pandemic,” said Lucy Baker, Consumer Program Associate at U.S. Public Interest Research Group (PIRG).Looking at the Consumer Financial Protection Bureau's consumer complaint database, the U.S. PIRG found between March and July, there were more than 2,800 auto loan and lease complaints. That's more than any other 5-month period. This includes complaints like not getting auto loan relief, which the CARES Act didn't specify, but some lenders offered to work with customers. Also, complaints about broken payment systems that led to late fees, and issues with loan terms changing or yo-yo financing.“You go into a dealership, you buy a car you sign on the dotted line, but as your driving away, you get a phone call from your dealer that says, ‘hey the financing has fallen through, I’m going to take your car back unless you agree to pay more or pay a higher interest rate,’” said Baker. There were complaints about harassment over repossession and debt, as well as expensive add-ons like warranties, insurance, and service plans.High pressure tactics were another problem.“If you put somebody in a room for a long period of time, they're going to be so frustrated that they are going to want to get out of there and then you can pressure them into buying these things they don’t need,” said Baker.U.S. PIRG is pushing policymakers for auto loan relief programs, banning repossession, debt collection and negative credit reporting. It also has some recommendations for customers: Don't roll an old auto loan into a new loan, avoid buy here – pay here lots, and don’t get focused on low monthly payments. Instead, compare the total cost of the loan including interest paid.Officials also suggest filing complaints with the Consumer Financial Protection Bureau. It creates pressure on lenders to make things right. 2068

Anyone using public transportation during the COVID-19 pandemic should not just wear a mask while in transit, but they should also leave their mask on while waiting at bus stops, train stations and other hubs, according to Centers for Disease Control and Prevention (CDC) guidance issued on Monday. In guidance published on the CDC website on Monday, the agency "strongly recommended" anyone using public transportation to wear masks during their rides, while waiting at transportation hubs and while boarding planes, trains and buses. The agency also said that all public transportation workers should also wear masks. Not only did the CDC recommend all passengers be required to wear masks, the agency also said that transit workers "should refuse to board anyone not wearing a mask" and require all passengers "to wear masks for the duration of travel." The only time a passenger should remove their mask is to eat, drink, take medication, or identify oneself to a security agent.Transit workers should also be provided with spare masks so they can give them out to riders who are not in compliance, the CDC added. Not covered in the guidance were children under the age of two, those instructed by medical professionals to not wear a mask for health reasons, those with disabilities or mental health conditions who find wearing masks to be difficult, the deaf and hard of hearing or transit workers whose jobs and the safety of others would be jeopardized by wearing a mask. The CDC recommends that all Americans wear masks in situations where keeping six feet distance from others is difficult. Masks limit the spread of nasal and throat droplets that carry the virus, making it less likely for an asymptomatic carrier of the virus to spread it to others.Read more about the CDC's guidance here. 1804

An online service that allows people to track criminal activity in their neighborhoods is now available throughout the San Diego area, officials announced Thursday.VIEW CRIME TRACKER MAPThe CrimeMapping.com website initially only covered communities under the jurisdiction of the sheriff's department, but it has been expanded to serve the entire county, according to sheriff's spokeswoman Melissa Aquino."CrimeMapping.com analyzes and maps crime data from arson to assault, burglary, drugs (and) alcohol violations, DUI, fraud, homicide, car theft, robbery, sex crimes, vandalism, car break-ins, weapons violations and even multiple crimes at a single location," Aquino said.Data resource users can view maps in either a satellite-photo view or on a road map, find crime listings compiled in a report format or shown as a graph to identify patterns or trends and get crime prevention tips."There is also an option to sign up for email alerts and to email a link to others, which would be useful for neighborhood-watch groups," Aquino said. The service is a joint program of the sheriff's department, the Automated Regional Justice Information System, the San Diego Association of Governments and law enforcement agencies across the county. The sheriff's department provides law enforcement for unincorporated communities and several area cities that contract with it in lieu of forming their own police departments. 1422
