LAKEWOOD, Ohio — When she heard Jimmy Adkins was running his own taxi service in Ohio she immediately warned her friends and family."We want people to know that he's out there," said a witness who did not want to be identified.That's because the Cuyahoga County Sheriff's Department says Adkins is a registered sex offender. One that's been convicted twice, in his most recent crime involving a young relative."My niece was living with him and that's when he made the attempt to have sex with her," said the witness.Adkins is running a service called Lakewood Smart Taxi.He needs a license to run his service, but he doesn't have one. Just last month, he got arrested for transporting passengers without it.But even if he applied for that license, there's no way Adkins could get one."That's the thing, within the city's ordinance, they require that you have a clean record," said Derrick Russell, a consultant of Ace Taxi, a legitimate taxi company in Cleveland.Five years ago Russell fired Adkins because of his criminal record."I was shocked, I've done investigations for insurance companies for a number of years and major companies, I had not seen a record like that," said Russell.He says Lakewood Smart Taxi isn't the first of its kind."Anyone can put a magnet on the side of their car and call themselves a taxi because unfortunately, the regulations are really gray in that area, but the other thing is there is no enforcement," he said.The family of Adkins' victims is advising against getting in his car."Lord knows what he can do, and it's just not safe, it's not safe, you know what I mean there could be anything that could happen," said the unidentified witness.Adkins was contacted multiple times for comment but never called back. 1765

LA MESA, Calif. (KGTV) -- A gas leak that forced residents in a La Mesa neighborhood to shelter in place Tuesday has been contained. According to firefighters, construction crews working on a wall hit the gas line around 3 p.m. on the 8000 block of Vista Drive. Two homes were evacuated following the incident, while nearby neighbors were told to shelter in place. 373

LEUCADIA, Calif. (KGTV) - Roberta Walker, Executive Director of the Cardiff 101 Main Street Association and longtime advocate for more bike lanes, was hit by a truck while riding her bicycle Saturday morning in the Leucadia community of Encinitas. Walker was riding past the Leucadia post office on North Coast Highway 101 just past 6 a.m. when she was rear-ended by a truck, according to a Sheriff's Department spokesperson. They would not release any formation about the driver. Walker is currently in critical but stable condition. She underwent a second skull surgery Monday morning, and has also had a lung operation. Friends say Walker was a beloved and active member of the Encinitas community who has campaigned for increased safety along the North Coast Highway 101 corridor. In particular, she is a supporter of the plan known as the Leucadia Streetscape, which would remove one lane of traffic in each direction, replaced by bike lanes and roundabouts. Supporters say the plan would make the area much safer for those traveling by means other than automobiles. While the plan was approved by the city of Encinitas in 2010, it has been held up by years of battling over the details. That includes a lawsuit filed earlier in 2018 by residents who say the Streetscape plan would make traffic worse in the area and make it more difficult to access nearby beaches. "There is a certain amount of resistance to that chance," says Kellie Shay Hinze, a friend of Walker's. "But I hope what's clear now is this is an emergency." LEMON GROVE, Calif. (KGTV) - An explosive fire broke out Wednesday afternoon at a home in Lemon Grove, Heartland Fire officials said.The flames erupted at 1783 Dupont Drive just before 4 p.m. and were accompanied by explosions, according to firefighters. When crews arrived at the scene, the home was 50 percent engulfed in flames.The Sheriff's Department told 10News neighboring homes were evacuated due to the safety risk.Crews at the scene resuscitated a cat in the front yard, 10News reporter Matt Boone said. It ran away after crews helped it.No one was injured.There was no immediate word on the cause of the fire. 628

But, this has many people wondering if the new version will cause more vehicle break-ins.
