Gavin Newsom will concluded his "California for All'' Health Care Tour in San Diego Saturday by holding a rally to reaffirm his position on women's reproductive health services.Newsom had been on on the promotional tour since Tuesday, stopping in San Francisco, Los Angeles and Sacramento to discuss the health care initiatives in his proposed budget for the 2020 fiscal year.According to Newsom, his proposed initiatives would lower health care costs, expand on former President Barack Obama's Affordable Care Act and make progress toward a single-payer health care system.The program would also bring back the Obamacare-era healthcare mandate that penalizes anyone who doesn't have healthcare coverage. Should state legislators approve Newsom's proposed budget, it would expand Medi-Cal coverage to adults ages 19-25 in California without illegally, offer subsidies to middle-income families with private health insurance and allocate 0 million for reproductive and sexual health care education and programs."No state has more at stake on the issue of health care. Andra Brown said.Paramedics took Castro to a hospital, where he was pronounced dead, Brown said.While officers were at the hospital, a 30-year-old man suffering from a gunshot wound was brought in by a private vehicle, the lieutenant said. The man told officers he was also at the Linda Vista Recreation Center when he was shot.Witnesses told police that a man wearing a mask and shorts was seen running from the scene and getting into a white four-door vehicle that sped off southbound on Linda Vista Road, Brown said. SAN DIEGO (CNS) - A short-circuit on a power line near the intersection of Interstate 805 and state Route 905 knocked out electrical service to about 1,600 nearby homes and businesses Tuesday and sparked a small brush fire. The switch malfunction on a utility pole on Hawken Drive in Otay Mesa occurred shortly before 1 p.m., according to San Diego Gas & Electric and the San Diego Fire-Rescue Department. The equipment failure sent melted materials dripping onto the ground, setting grass and other vegetation on fire, SDFRD spokeswoman Monica Munoz said. It took firefighters about 30 minutes to subdue the flames, which blackened about a half-acre of brushy terrain, Munoz said. No structural damage or injuries were reported. Utility crews expected to have power restored to the affected areas, which included pars of Nestor, Otay Mesa and San Ysidro, by early evening, SDG&E spokeswoman Jessica Packard said. 929

SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint.In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer.
