SAN DIEGO (KGTV) - The former head of the Poway Unified School District appeared in court Monday for a preliminary hearing on five felony charges.Officials charged John Collins with misappropriating and misuse of public money.The complaint accuses Collins of misappropriation of public money dealing with vacation time and sick leave. Poway Unified fired Collins in 2017 after a scathing audit had alleged he received more than 0,000 in overpayments and unauthorized payments.The audit also claims there were an additional ,000 in other transactions that violated district policy and some questionable purchases for airline tickets, dinners and hotel fees.Collins attorney did not respond to 10News request for a comment, but in the past, Collins denied engaging in conduct that was dishonest.If convicted on all charges, Collins could face more than seven years behind bars. 894

SAN DIEGO (KGTV) – The City Council is expected to decide on a proposal that would turn two purchased hotels into housing for San Diego’s homeless, and on Monday, Mayor Kevin Faulconer made a push in favor of the plan.Part of California’s Project Homekey includes an initiative to provide more homeless Californians with permanent housing amid the COVID-19 crisis. The project’s budget is 0 million, with million for San Diego County.At a Monday press conference, Faulconer said, “Our goal was to reimagine our homeless system to get folks into housing more quickly with an emphasis on 'quickly.’ Tomorrow, the City Council will have the opportunity to put these dollars to good use for hotels to be transformed into 332 new housing units.”The city is working with San Diego's Housing Commission (SDHC) to turn two Residence Inns -- one in Mission Valley's Hotel Circle and the other in Kearny Mesa -- into apartment-style homes for the homeless.The hotels-turned-apartments would ideally create 300 units for over 400 homeless individuals, many of whom are currently staying inside the San Diego Convention Center's temporary housing facility.But some San Diegans like Josh, who resides next door to the Residence Inn in Mission Valley, are in favor of finding solutions for the homeless crisis but against the locations the SDHC has chosen."If you see the homeless shelters in downtown, those don't look like the best places on outside. SAN DIEGO (KGTV) — The National Parks Service will survey San Diego's Chicano Park and its murals as part of efforts to add the land to the national list.The reconnaissance survey is expected to be completed next year and will evaluate the significance of the park and its artwork.The NPS announcement comes after Rep. Juan Vargas introduced a bill in 2019, The Chicano Park Preservation Act, that would require the Department of Interior to conduct a study of the park's merits for national affiliation.RELATED: Bill pushes to add San Diego's Chicano Park to National Park SystemVargas said in a release Wednesday that the NPS is willing to conduct the study without passing a bill requiring the department to do so."I’m very pleased to learn that the National Park Service will begin their preliminary assessment of Chicano Park early next year. SAN DIEGO (KGTV) -- The Border Patrol is working to upgrade the fence that sits along the U.S.-Mexico border as more and more people attempt to cut through the barrier, forcing agents to spend time making repairs.According to the agency, an average of 540 cuts are made in the fence per year. Border Patrol says some tools enable crossers to cut through the fence in as little as 20 seconds.The agency added that, since 2016, the number of arrests at the border has seen a sharp increase. In 2016, 26,000 arrests were made. SAN DIEGO (KGTV) -- The City of San Diego is set to open a third homeless storage facility on Monday. The facility will be similar to the locations in downtown and Logan Heights, allowing homeless to safely store their personal belongings while trying to get back on their feet. The new location is located on 54th and Lea Street in El Cerrito. It will be operated by Mental Health Systems (MHS), a nonprofit that also operates the Logan Heights location. The organization helps people that are affected by substance abuse and behavioral health disorders. With the addition of this third location, the city now has storage space for over 1,400 people. 10News spoke to homeowners near the new storage location and neighbors had mixed reactions. Some worried the facility would attract more homeless to the area and others worried about people leaving trash behind in their neighborhoods. Some neighbors told 10News they welcome the facility and hope this will help people get back on their feet. The facility opens at 10:30 a.m. on Monday. 1047
