SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. She says there has to be other areas he can go."Where are the other 700 places they checked out. I question that and I question if they checked out over 700," Jacob said.This hearing comes just after the court of appeals threw out a judge’s decision that would have freed the man known as the “Bolder than Most Rapist,” Alvin Quarles. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. SAN DIEGO (KGTV) -- 2018 was a big year for SeaWorld and new rides opening in San Diego seem to be paying off. In a new report, the company announced its first increase in attendance since 2015. A newly-released report by SeaWorld Entertainment, Inc. found that attendance increased to 22.6 million guests in 2018, up more than eight percent. According to Statista, 2018 marked the first time SeaWorld saw an increase in attendance since 2015. The report comes as SeaWorld San Diego gets ready to open another big attraction this spring. Construction on a new roller coaster, called Tidal Twister, is set to be finished in May. The coaster will feature a figure-8, horizontal design and dueling trains. Riders will be able to sit both backward and forward. SAN DIEGO (KGTV) -- A 65-year-old woman was rushed to the hospital after being struck by a vehicle in Serra Mesa on Christmas eve. According to police, the incident happened just before 8 p.m. at the intersection of Ruffin Road and Village Glen Drive near the Village Glen Apartments. Police say the woman was crossing the street when she was struck by a 16-year-old driver. The woman was rushed to the hospital with major injuries. The teen remained at the scene after the crash. SAN DIEGO (CNS) - UC San Diego is the seventh-best university and the best public school in the country, according to just-released rankings from Washington Monthly.UCSD fell slightly in the nonprofit magazine's rankings compared to 2017, when the school ranked sixth overall but second to Texas A&M among public universities. Harvard took over the top spot on the list from Stanford, first on last year's list, with MIT, Princeton and Yale rounding out the top five.Washington Monthly ranks schools based on a number of factors, the theme being how positively each school impacts its community and the country at large. Magazine contributer Kevin Carey called UCSD "a research powerhouse" at the time of 2017's rankings and noted that roughly one-third of the school's population is made up of first-generation and low-income families."We are proud to be recognized as the leading public university in the nation for expanding educational opportunity for diverse students, conducting bold investigations that benefit all and infusing a service-oriented outlook into all of our research and teaching," said UC San Diego Chancellor Pradeep K. SAN DIEGO (KGTV) - A controversial retirement center proposed by Skyline Church is moving ahead following a San Diego Planning Commission vote Friday.Officials voted five to one in favor of advancing to the development to the next step.Church officials are looking to build the retirement center in the Valle De Oro neighborhood. It would be located on almost nine acres next to Skyline Church. The 232 units would be made up of independent and assistant living spaces. The facility would also have a walking trail, offices, a pool, and clinics.Those who are in support of this plan say it’s needed because of the growing aging community in the San Diego County. "This application is more than just a request. It’s asking the County’s permission to serve our community, by seeking your permission for this retirement center," said Pastor Dan Grant of Skyline Church.Opponents say this will cause traffic problems in an already congested location along I-94 just East of Via Mercado. They add, this would be a huge environmental impact on the area.Now that the Planning Commission has agreed to move forward, they will bring this recommendation to the Board of Supervisors. 1180
