SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) -- Officials with the Marine Corps Air Station Miramar Air Show announced this year's air and ground military event has been canceled citing the coronavirus pandemic.The 66-year-old air acrobatics demonstration is one of the nation's largest military air shows drawing several hundred thousand spectators over the three-day weekend event.MCAS Miramar tweeted, "Due to the continuing spread and health concerns of #COVID19, @MCASMiramarCA must formally announce the cancellation of the 2020 Miramar Air Show. It is a disappointment to us as well as many across the world, but the safety of our Marines and fellow San Diegans must come first."This is the first time the event has been canceled since 2013 when the U.S. Department of Defense slashed budgets due to a government shutdown.This year's event was scheduled for September 25-27. Officials said they are aiming to bring back the event next year.“While we had initially hoped to host the show and help usher in a re-opened San Diego, there are still a great many risks posed with a mass gathering of this size and scale to do it in a way that ensures our guests absolute safety," said Col. SAN DIEGO (KGTV) -- Proposition 16 takes on the issue of affirmative action, which has been banned in California since the mid-1990s.Voters approved the ban on affirmative action in the form of Proposition 209 in 1996. It added a new section to the State Constitution which “generally banned the consideration of race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting in California,” according to the Legislative Analyst’s Office.Ahmad Mahmuod is a San Diego native and third-year student at UC Berkeley. He plans to become an attorney.“Growing up, I've never known a single black lawyer,” Mahmuod said. “Even coming to UC Berkeley, I've had challenges connecting with other black male lawyers.”He approves of Proposition 16.“You can’t be what you can’t see,” Mahmuod said. “I do see when companies and environments and campuses are more diverse and inclusive, that they thrive, and they end up doing better.”Legal analyst Dan Eaton examined the Yes on 16 ads airing on television.“Proposition 16 takes on discrimination. Some women make as little as 42 percent of what a man makes. Voting yes on Prop 16 helps us fix that,” according to the campaign ad.“The interesting thing about Prop 16 and this ad in particular, is it doesn’t talk about how it takes on discrimination,” Eaton said.Eaton adds that the source of the statistic on women in the ad is not given.The official ballot argument on the voter guide talks about “white women [making] 80 cents on the dollar” compared to men, but does not refer to any number less than that.According to a campaign spokesperson, the 42 percent figure refers to a statistic from the National Women’s Law Center about Latinas in California.The ad is paid for by a group called Opportunity for All Coalition. It said the Yes campaign is supported by leaders, like Senator Kamala Harris. In the 30 second advertisement, it also shows a group of men in a march carrying tiki torches, saying that Prop. 16 is “opposed by those who have always opposed equality.”The search of the video used showed the men carrying tiki torches is not from California, but from a white supremacist rally in 2017 in Charlottesville, Virginia.“The implication… is that all of those who oppose Proposition 16 are racist or are women haters and that is certainly an opinion, but it is certainly not a verifiable fact,” Eaton said.Mahmuod said Prop. 16 would not establish racial quotas, which was ruled unconstitutional by the Supreme Court. 2520

SAN DIEGO (KGTV) -- Public health experts are worried that with COVID-19 cases surging, family gatherings during the upcoming holiday season could make for an epidemiological disaster. While officials are urging people to follow stay-at-home orders and avoid indoor gatherings with those outside of the immediate household, they realize that many families will get together regardless of the risk.“There are a lot of reasons why don’t do the thing that your physician or your county board of supervisors would label compliant," said Dr. Rebecca Fielding-Miller, a social epidemiologist and associate professor at UC San Diego. "And so the best thing that we can do is say, OK. In the absence of perfection, here are the other things you can do to protect yourself.”Fielding-Miller recommends that a family that insists on getting together for Thanksgiving create, in effect, its own version of a bubble such as the one successfully used for the restart of the NBA season. To create the safest bubble possible requires invitees to the dinner to isolate beginning at least by Wednesday the week before Thanksgiving. Each person should then get a COVID test three days before the holiday so there is enough time to get the result back. Fielding-Miller said it's critical to have a conversation with guests to make sure they understand and agree to those safety measures. "When we talk about bubbles, your bubble is really only as safe as the person who is the least interested in maintaining the safety of the bubble," Fielding-Miller said.Once Thanksgiving Day arrives, eating outdoors is much safer than indoors. Fielding-Miller also suggests trying to keep members of different households spaced out as much as possible. It is also critical to wear masks as much as possible.She also said that safety efforts do not end on Thanksgiving Day. "You need a plan for, I would say, testing five to eight days after you spent time with your family, so you can immediately let people know if you are positive and they need to get tested,” Fielding-Miller said. She also recommends keeping your children home from school for at least the first two days after the holiday, to protect them from children who may have contracted the virus during Thanksgiving trips.Fielding-Miller said how San Diego behaves to control the spread of the virus over Thanksgiving will help determine the severity of the situation for the December holidays. But while she said this is likely to be a very difficult holiday season, there is reason for optimist. “A vaccine is coming and it really is darkest before the dawn. LAUSD and SDUSD join numerous other school systems taking similar measures as the number of COVID-19 cases continue to rise.Superintendent Austin Beutner of Los Angeles and Superintendent Cindy Marten of San Diego have issued the following joint statement: “California has now entered a critical new phase in the fight to stop the spread of the Covid-19 pandemic,” they said. “There is evidence the virus is already present in the communities we serve, and our efforts now must be aimed at preventing its spread. We believe closing the state’s two largest school districts will make an important contribution to this effort. For that reason, we plan to close, effective Monday, March 16. “Later today, we will be providing students, parents and staff with more information on our plans to continue providing learning opportunities for students during the closure. We have also directed staff at both districts to prepare to continue providing nutrition and other supports through family resource facilities.” The boards of Los Angeles Unified and San Diego Unified School Districts have unanimously approved this action.
