SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to expand city-imposed curfews on five local parks in North Park, City Heights and near Balboa Park. The vote will establish a midnight-to-6 a.m. curfew at Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park and a 9 p.m. to 5 a.m. curfew at City Heights Square Mini Park. The council added curfews to the five parks after residents expressed concerns about people breaking the law after-hours on park grounds. The city does not currently have a blanket park curfew, which would make it illegal to be in a park after a certain time, but many of the city's parks generally close at or some time after sunset. Multiple City Council members expressed concern that the curfews could unfairly target homeless residents. North Park, City Heights and areas adjacent to Balboa Park currently have a significant portion of the city's homeless population. "This is about trying to address legitimate public safety concerns," said City Councilman Chris Ward, who represents the district encompassing all five parks. "A huge focus of mine is to make sure that this is not inappropriately used to criminalize homelessness." With the vote, the five parks will join Children's Park, Gaslamp Square Park, Pantoja Park, the Children's Museum Park, Fault Line Park, Cortez Hill Park and the Spruce Street Pedestrian Bridge as public spaces with overnight curfews. 1473

SAN DIEGO (CNS) - The Board of Supervisors Tuesday directed San Diego County's chief administrative officer to create a stronger wildfire protection plan.By a unanimous vote, the board asked Helen Robbins-Meyer to find ways to expand and more strongly support fire-safe councils, enhance pre-fire vegetation management, improve pre-fire emergency planning, strengthen fire-safety measures in new construction, and reduce loss from wildfires in existing buildings.Robbins-Meyer will work with the Fire Authority, Sheriff's Department and other relevant county departments and outside agencies to present recommendations within 90 days.There are 60,000 homes in the county's unincorporated areas that are at a high risk for wildfire, board Chairwoman Dianne Jacob said. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future. SAN DIEGO (CNS) - San Diego is the fourth-best large city in the country in which to live, according to a ranked list released Tuesday by the personal finance website WalletHub.WalletHub ranked cities with a population above 300,000 by evaluating their affordability, economic strength, education and health quality, quality of life and safety. A total of 62 cities were sampled for the list, with Virginia Beach, Virginia, taking the top spot.San Diego ranked 51st in affordability but ranked among the top-10 cities in education and health, quality of life and safety, and 12th in economic strength. According to WalletHub data, San Diego had the second-lowest crime rate behind Virginia Beach and was tied for first for coffee shops per capita.Joining San Diego and Virginia Beach among the top five were Austin, Seattle and Las Vegas in second, third and fifth, respectively. Rounding out the top 10 were San Francisco, New York, San Jose, Honolulu and Portland, Oregon.Detroit, Michigan, ranked last among large cities due to its dead-last ranks for economic strength and health and education quality. Memphis, Cleveland, Baltimore and St. Louis also sat in the bottom five. SAN DIEGO (CNS) - Prior to today's San Diego County Credit Union Holiday Bowl, the Port of San Diego will host the annual Solar Turbines 5K run/walk and the Holiday Bowl Parade along Harbor Drive.The Port will host the 24th annual Solar Turbines 5K run and walk at 9:45 a.m. and the parade at 10 a.m. Participants in the 5K will run and walk from the corner of Harbor Drive and Ash Street to Ruocco Park. The parade will begin in front of the County Administration Building and process south down Harbor Drive to its intersection with Pacific Highway.According to Port officials, the parade will include 29 giant balloons, 10 marching bands and multiple floats and drill teams. The marching bands from Northwestern University and the University of Utah, the two teams playing in the Holiday Bowl, will perform during the parade."The Port of San Diego Holiday Bowl Parade is one of the Port's signature events, bringing approximately 100,000 spectators, including many from out of state, to the beautiful San Diego bayfront," said Board of Port Commissioners Chairman Rafael Castellanos. "It's a wonderful way to activate the waterfront and to add an economic boost to the region."County Supervisor Ron Roberts will serve as the parade's grand marshal. Holiday Bowl organizers named Roberts the game's honorary chairman Nov. 26."I'm flattered to be the honorary chairman of the 2018 SDCCU Holiday Bowl," Roberts said. "Over the years this game has always been one of the best during bowl season and I'm sure this year will be fantastic. I can't wait to be part of the many bowl activities."Sections of Harbor Drive and Pacific Highway will close at 7:45 a.m. to prepare for the parade. Harbor Drive will close from Grape Street to Pacific Highway and Pacific Highway will close from Harbor Drive to Broadway. Parade attendees are advised to take public transit and can visit the Metropolitan Transit System's website, sdmts.com, for the agency's New Year's Eve bus and trolley schedules.The parade will air live nationally on Fox College Sports, beginning at 10 a.m. It will also air on Fox Sports San Diego, Fox Sports Prime Ticket in Los Angeles, Las Vegas and Hawaii and Fox Sports Southeast in Florida. 2213
