PEORIA, AZ - An Amber Alert for a 2-year-old girl abducted from Peoria Monday morning has been canceled after the girl was found safe several hours later. According to Peoria police, Khaleesi Morales was taken by her non-custodial father, 32-year-old Luis Jesus Morales, around 6 a.m. from a residence near Lake Pleasant and Beardsley roads.Luis is the defendant on an Order or Protection not to have contact with the girl or her mother. According to officials, Luis was arrested and booked into jail by Peoria police Sunday night after violating that Order of Protection, but was released at 5:14 a.m. on Monday.Police said Luis went to the child's Peoria home Monday morning, opened a window, broke the screen out, stepped on his young son's hand and assaulted the mother before taking Khaleesi. He reportedly stole the mother's vehicle and headed southbound on Lake Pleasant Road. Police say there were several box knives in the stolen vehicle. An Amber Alert was issued around 8 a.m. Monday for Khaleesi.Around 1 p.m., police said the Peoria SWAT team was able to locate the girl and Luis at a business near 99th Avenue and Beardsley Road, just a short distance from where the toddler was abducted. Khaleesi was "safe and unharmed" and was asking for her mother. Luis was taken into custody without incident.Khaleesi was reunited with her mother at the Peoria Police Department Monday afternoon. Luis is being charged with kidnapping, burglary, aggravated assault, violation of a court order and auto theft. Police in North Haven, Connecticut have arrested a man they said implied he was going to hand out candy filled with poison to trick-or-treaters.Detectives received an anonymous tip about alarming statements made by 57-year-old Ronald Przybylo.Upon their investigation, police said they found disturbing posts and videos that led them to believe the man was possibly dangerous.Police said Przybylo allegedly posted comments implying that he planned to provide candy filled with rat poison to trick-or-treaters.Przybylo also reportedly referenced several mass killings from around the country and “dubbed himself the Halloween Lunatic,” police said.When officers responded to his home, they found floors and furniture to be completely covered with animal urine and feces.The North Haven Animal Control and the Quinnipiac Valley Health Department responded and removed three dogs, three cats, and an Amazon African Bird.Ronald Przybylo was arrested and charged with second-degree breach of peace, seven counts of animal cruelty, and was held on a ,000 bond.Maryellen Przybylo was also arrested and charged with seven counts of animal cruelty and was released on a ,500 bond.She’s expected to appear in court on Nov. 9. 1233

PHOENIX (AP) — The 5,200 active-duty troops being sent by President Donald Trump to the U.S.-Mexico border will be limited in what they can do under a federal law that restricts the military from engaging in law enforcement on American soil.That means the troops will not be allowed to detain immigrants, seize drugs from smugglers or have any direct involvement in stopping a migrant caravan that is still about 1,000 miles from the nearest border crossing.Instead, their role will largely mirror that of the existing National Guard troops — about 2,000 in all — deployed to the border over the past six months, including providing helicopter support for border missions, installing concrete barriers and repairing and maintaining vehicles. Over the past few weeks, the University of Farmington (Farmington), an undercover investigation run by Homeland Security Investigations (HSI), has been the focus of several media reports. These reports mischaracterized the purpose and rationale for the investigation, and I want to set the record straight. HSI is responsible for enforcing more than 400 federal statutes, including laws related to the student visa system. An estimated 1.2 million nonimmigrant students studied at more than 8,200 U.S. schools during 2018, promoting cultural exchange, providing billions of dollars to the U.S. economy, and contributing to research and development. Criminals and some students, however, exploit the student visa system, allowing foreign nationals to remain in the United States in violation of their nonimmigrant status.When a nonimmigrant student decides to enroll in a program of study in the United States, the student must abide by U.S. laws and regulations to maintain their nonimmigrant status. Above all, their primary purpose while in the United States must be to study. Every nonimmigrant student is required to "make normal progress toward completing a course of study" as a condition of maintaining their status. If they don't meet that standard, they are subject to arrest and removal from the country. The individuals who enrolled at Farmington, knowingly and willfully violated their nonimmigrant visa status and consequently were subject to removal from the United States.These individuals were not new to the U.S. student visa system; they were familiar with its requirements and their obligations. They secured visas to enroll in another U.S. school, and were already in the United States when they transferred to Farmington. In addition, prior to enrolling at Farmington, each prospective enrollee was informed that there were no classes, curriculum or teachers at Farmington. Despite this, individuals enrolled because they saw an opportunity to avoid any academic requirements and, instead, work full-time, which was a violation of their nonimmigrant status. Evidence, including video footage, audio recordings, and correspondence collected during the investigation supports that each prospective enrollee knowingly and willfully violated their nonimmigrant status.Farmington is a clear example of a pay-to-stay scheme, which is against the law and, not only creates a dangerous lack of accountability, but also diminishes the quality and integrity of the U.S. student visa system. Undercover investigations like this one provide law enforcement an inside look into how these networks operate, which was the primary purpose in establishing Farmington. The investigation provided HSI with a better understanding of how recruiters and others abuse the nonimmigrant student visa system. This, in turn, informs and improves DHS' efforts to uncover fraud at schools, provides insight into networks within the United States that facilitate such abuse, and serves as a deterrent to potential violators both in the short- and long-term.As sworn civil servants, HSI special agents will continue to uphold the Constitution and protect the country's borders and immigration laws. The rules and regulations that govern the student visa system help protect the country from individuals who seek to abuse the system or remain illegally in the United States. HSI is responsible for investigating these kinds of violations, which is precisely what it did by establishing Farmington to investigate a complex fraud scheme used across the country to undermine U.S. laws and individuals' safety. 3603
