San Diego (KGTV)- As Westin Hotel workers fight for better wages, local business owners are fighting to keep business.Hotel workers have been on strike for the past few weeks. Business owners say customers are now avoiding the area and its costing them money.Joey Aiello owns a shoe shine stand that sits outside of The Westin Hotel. He says he’s seen fewer customers this month because of the strike. “People don’t think its a big business but it supports my family,” says Aiello. He says since the workers hit the picket line, he’s lost 00 in business. “The first week they were here I made less than 0 a day. We have to make 0 a day to stay a float.” Other business also say they are concerned about the noise. The San Diego Police Department says they have received six complaints since October 9th. A spokesperson with Marriott International sent us this statement that says in part:“We are disappointed with some of the tactics the union has deployed including the noise levels. We continue to work with local police to address these issues and we are grateful to our guests for their patience during this time.”The Unite Here Union President, Bridgette Browning, says employees are now in negotiations with the hotel. She also sent us a statement that says:“While we are sympathetic to neighboring businesses - we believe the Marriott has the power to fix this strike and the businesses should be demanding that Marriott do the right thing. The workers are not to blame for the low standards that Marriott has created at the Westin San Diego Gaslamp. The workers are prepared to settle as soon as Marriott decides to do the right thing and sign a contract that provides living wages.”For business owner Joey Aiello, he says he won’t be able to make back the money he’s lost. “I just have to work harder and keep everything a float the best I can.” 1869

SAN DIEGO (KGTV)-- Protests around the nation have put police officers' less-lethal use-of-force under the microscope. A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. I'm going to leave,' that is what you're hoping for," LaChapelle said. But to avoid these violent clashes, LaChapelle believes it is crucial to build relationships and dialogue between departments and the community."Lawlessness isn't the answer, but there has to be reform because what's worked in the past does not work for the future," LaChapelle said.ABC10News asked the La Mesa Police Department for its exact protocols for the use of projectiles during violent riots. They sent us a link to their less-lethal weapons manual. Its philosophy states: 2448

SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223

San Diego (KGTV) One plate at a time, a San Diego couple is hoping to help those living on the streets with no food to eat. They’re using their new food trailer to do just that. ‘#FeedingEveryone’ is the goal for the Duwara Consciousness Foundation. “Our foundation is about serving anyone and everyone,” says co-founder Harisimran Khalsa. Through donations from the community, couple Davinder and Harisimran were able to purchase a food trailer to help feed the homeless. The couple says they’re committed to helping others. They left their jobs, sold businesses, and are now living a simpler lifestyle. “When your passionate about something, you have to live the life of and see how it is,” says Davinder Singh. “We decided that we would give up the house that we were living in.”The 16-foot trailer is equipped with a griller, 2 part stove, refrigeration and prep space. Every food item made is plant-based. Donations and volunteers strictly power the organization. They are serving at least two locations every week. They hope to grow the non-profit and eventually purchase a shower bus for the homeless.  The organization has partnered with the Jewish Family Service to feed the homeless on Thursdays and Fill-A-Belly to serve those in need on Tuesdays. They are also working on a partnership with the Alpha Project in Downtown. Serving locations and times, as well as a donation page, is listed on the Duwara Consciousness Foundation website.  1507
