SAN DIEGO (KGTV) - A vandal targeted at least a dozen vehicles at a popular shopping center in University City on Friday, flattening tires across one of the parking lots."It's very upsetting," said Camille Bsaibes.Bsaibes showed 10news a Toyota RAV4 with a flat tire. The vehicle belongs to his son. Bsaibes, who owns Amardeen restaurant, located in the Renaissance Towne Centre, experienced his own flat tire Friday while driving his van. Bsaibes didn't notice it until he was one the road."When I was driving, I was shaking ... wondering why it was shaking," said Bsaibes.Bsaibes pulled over and found three of his tires flat. His total bill to replace tires? Nearly 0. That day, three of his employees also felt their tires go flat as they were driving home from work. They were all parked in the same back lot. It was a similar story for four employees of the L-Transformation beauty boutique. In all, at least 12 vehicles from 4 of the businesses were hit in one day. It happened in broad daylight at the busy shopping center, sometime between 11 a.m. and 3 p.m."The tire shop said somebody used a long, sharp object and punctured the side of the wheel," said Bsaibes.The flat tires weren't immediately obvious and didn't become a problem until the vehicle were on the road. Many working at the shopping center wonder if that was on purpose. Was the vandal hoping to cause havoc on the roads? "I'm glad everyone is safe. It could have been worse. SAN DIEGO (KGTV) -- A San Diego native made history at the Ironman World Championships in Hawaii, becoming the first above-the-knee double amputee to finish what many consider the world's most grueling endurance race. Roderick Sewell crossed the finish line of the 140-mile triathlon race in 16 hours and 26 minutes and immediately embraced his mother. The two lived in San Diego homeless shelters when Sewell was growing up."It's amazing to see how far we've come in 20 years," said the 27-year-old.It's even more amazing when you consider that Sewell had never completed a marathon before Saturday's competition. The Ironman triathlon consists of a 2.4-mile swim, a 114-mile bike ride, and ends with a 26.2-mile marathon.On top of that, Sewell had only six months to train after receiving an invitation from the Ironman organization."I had no bike. I didn't own one" until a few months before the competition, said Sewell. Sewell raced with strategy help from his longtime friend and mentor Rudy Garcia-Tolson. Garcia-Tolson became the first above-the-knee double amputee to finish any Ironman 10 years ago."Back when I first met Roderick, he was about 8 years old. He was actually petrified of the water," Garcia-Tolson said. "Whatever life is throwing at you, mental or physical challenges, you have to fight and get over those and strive for better."Sewell, whose legs were amputated at 2 years old because he was born without tibias, credits much of his success to the San Diego-based Challenged Athletes Foundation. He was introduced to the group at 8 years old."I didn't do any kind of sports. I wasn't very physically active," he said. "And then I started with them and got started in every sport I could."CAF gave Sewell his first running blades at a time when he and his mother were living in homeless shelters."If I can inspire someone, it's a blessing," he said. SAN DIEGO (KGTV) - A San Diego woman bought a puppy for her kids. Four hours later, it was dead. Team 10 investigative reporter Jennifer Kastner spoke to local veterinarians who say that a new state law is, in part, to blame. “It was beautiful. It was sweet,” says Enjoli Spaulding of her former Golden Retriever puppy. The San Diego mother of three had been looking for a family Golden Retriever for some time. She checked with formal breeders but the prices were high. “Those dogs are about ,500, minimum,” she tells us. Then she found an adorable Golden Retriever puppy for 0 on a buy-sell website called Recycler.Spaulding, along with her mother, Kathy Pardini, met the seller in a parking lot.“[The puppy] seemed like it had been very loved,” says Pardini. Spaulding adds, “She gave me a vaccination record. She also gave me a bill from the vet when the dog had a physical exam.” The deal appeared to be legitimate, so Spaulding handed over the cash, and they went to surprise her son at school. “He said, ‘Mom, you got me a dog! My very own dog!’ He was just over the moon,” she tells us.The family took the puppy home and played with it in the backyard. “My daughter got her tea set ready,” says Spaulding. Then the playtime took a terrifying turn. Parvovirus suddenly wreaked havoc on the puppy’s bowels and it was bleeding. The puppy was rushed to the hospital, where he was put down. The family was devastated. “The vet told me the dog had been sick for a long time. This was not a new situation,” she tells 10News.“It was surreal,” adds Pardini.Spaulding says the seller would not return her calls. She also discovered that the puppy’s paperwork from the seller was apparently forged. “It was a completely fake document,” she says. She has since filed a police report.Dr. Scott DiLorenzo is a veterinarian and owner of Escondido's Animal Urgent Care. “We have seen an uptick in these cases,” he tells 10News. He says a new California law is part of the problem. It bans pet stores from selling dogs, cats and rabbits, unless they come from shelters or rescues. The law was intended to stop harmful breeding operations like puppy mills. Yet now, consumers aren't always sure where to turn to for specific breeds that they want. “There's just limited sources for people to go out and get the breeds that they want so they're turning to unvetted websites,” adds Dr. DiLorenzo.The American Kennel Club writes, in part, to 10News, "The uptick in this trend corresponds precisely with the implementation of California's new ban on the sale of purpose bred pets at regulated pet shops…”San Diegan Lisa Hexom says she got scammed with a sick dog, too. “I don't want to lose him,” she cries from the veterinary hospital. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. Ingram was booked on suspicion of felony hit-and-run and felony DUI. 10News learned she has a prior DUI charge from 2011. Smith said returning to work Friday was tough. 1702
