SAN DIEGO (KGTV) – San Diego Mayor Kevin Faulconer announced Wednesday that the San Diego Padres will oversee the creation of an all-new, mixed-use district outside of Petco Park.Moving forward with plans to revitalize the neighborhood adjacent to the downtown ballpark, Faulconer announced the winning proposal to transform the space in the East Village known as Tailgate Park into the East Village Quarter -- a project consisting of retail, housing, open space, parking, and more, with the Padres as a partner.The area is bordered by 12th and Imperial avenues and K and 14th streets. The City of San Diego has owned the four blocks since the ballpark district was developed.Last December, the city formalized its intent to sell or lease the space, and on Wednesday, Faulconer said the Padres came up with the best proposal to revitalize the area.The city also held a virtual open house to get public input on the top two proposals and the community’s priorities for the development.Padres President Erik Gruepner said they want the space to embody the “live, work, play” vision of the East Village, so much of which is already influenced by the team’s presence.Gruepner spoke about holding neighborhood festivals and farmers markets to help create a feeling of community, turning a parking lot into a neighborhood.When it comes to parking, the Padres plan to add 600 more spaces than what currently exists in a multi-level structure.The cost for the project is expected to exceed billion.The proposal will go to the City Council for a review and vote, and if approved, the goal is to have a final plan in place by next year. 1637

SAN DIEGO (KGTV) -- San Diego County is letting voters know that they have options when it comes to dropping off their mail ballots.The county says voters can send in their mail ballots, drop them off at the Registrar of Voters in Kearny Mesa or drop them off at any of the 41 additional sites throughout the county.According to the county, the faster the ballots are returned, the quicker they can be prepared for counting on election night.The 41 drop-off locations are not early voting locations, but for mail ballots only, the county says.Click on the map below for a full list of drop-off location: “More than 1 million San Diego County voters use mail ballots, and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites are convenient for the voter, they help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”   960

SAN DIEGO (KGTV) -- San Diego Police Chief David Nisleit has ordered an internal investigation into a controversial arrest that is making the rounds on social media. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. (WATCH VIDEO IN PLAYER ABOVE STORY)The woman detained in the video is a 20-year-old biracial San Diego State University student, Shayla Piccini. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. After several hours, the group was walking back to their car when Shayla saw several police motorcycles driving past them. At that moment, Shayla held up her cardboard sign, according to her mother. 1060

SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. SAN DIEGO (KGTV) — San Diego Padres players and city leaders surprised more than 140 elementary school students with new bicycles Friday.As part of the Padres Holiday Giving Tour, the team partnered with Bikes for Kids Foundation to gift 141 students at Horton Elementary School. At first, the group of second- and third-grade students thought they were gathered to learn which student had won a bicycle after an essay challenge. One name was read. But then a second student won. A third student had their name read.Just when the streak seemed to come alive, chants of "one more bike" broke out among the students.
