SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

SAN DIEGO (KGTV) — In a move to help shed the mounting costs of a real estate deal gone wrong, the City of San Diego says it is stopping lease payments on the sharply criticized 101 Ash Street building.The city sent a letter to Cisterra Development, which brokered the real estate deal, that it will be "suspending further lease payments for the 1010 Ash Street building," starting with the Sept. 1 payment. The letter adds that the city will not be making any lease payments "until these issues are fairly resolved.""The City has lost use of the building due, in part, to direct physical loss and damage to the premises, including widespread and negligent disturbance of asbestos," the city's letter reads.RELATED: Options and possible consultation costs for vacant buildingThe property at 101 Ash St. has sat vacant in downtown San Diego for most of the last four years. As it remains empty and unused, taxpayers are paying a daily bill to the tune of ,000.The city intended to move 1,100 city employees into the building, but officials soon discovered problem after problem to the site's 19 floors. She said it's not just the economy, but also that the coronavirus has made in-person shopping a more practical matter. "With restaurants not having as much ability to have indoor dining or outdoor dining, it's been more of a 'come, get what you need and leave,' kind of shopping experience, versus an all-day thing with the family," she said. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary.
